Abstract: IS Education outreach programs are important today, as the need for Information Technology (IT) professionals has risen in the last decades. Information Systems (IS) outreach efforts are often short lived and rely heavily on interested individuals to make them happen. This study looks at one case in Finland, where two universities collaborate with a company to create usability improvement workshops to upper secondary school students. By interviewing the stakeholders, this study aims to map the value for each stakeholder group, and their reasons for participating in the studied outreach project. Service dominant logic and value co-creation are used as the theoretical framework to categorize stakeholders' value expectations, perceptions, and propositions. The paper reports the value experienced by each stakeholder group, compares those to what others expect them to gain, and seeks to find ways to create outreach programs that benefit all participants. Abstract: The use of social media for business is becoming a new norm for gaining business intelligence. While research work is increasing on social media analytics (SMA) for some aspects of business intelligence, the knowledge of how SMA facilitates product intelligence (PI) is still very limited. To address the gap, the data from qualitative interviews was analyzed using NVivo coding and matrix queries. The results show that products, processes, and people underpin the mechanism for providing SMA-enabled PI. Serving dichotomous objectives, people act as (1) conduits for providing insights about products and processes and (2) subjects for gathering behavioral insights. The PI gathered about the products could help understanding of the process effectiveness and be used for planning, product, and promotional strategy development. Because of the impulsive nature of SM, while the utility of PI from SMA may be limited to gaining short-to-medium-term benefits, it is an important indicator of customer and market sentiments. Theoretically, the study develops a framework of SMA-enabled PI, highlighting the mechanism that yields PI and advancing knowledge on the role of SMA in improving business efficiencies. The results provide managerial insights about the levers and limitations to guide the design of SMA strategies for acquiring PI. Collapse

Abstract: Are centralised or decentralised strategies more suitable to address a developing nation's socio-economic challenges through information and communication technology (ICT)? We respond to this long-standing question by conceptualising ICT-enabled national development as a multi-level social process and by drawing on empirical findings from a natural experiment set in the context of health information system projects in Indonesia. Our study demonstrates that successful ICT-enabled national development is not contingent on pursuing one strategy or the other but on how micro-level actors interpret, and subsequently respond to, these strategies and the local changes they trigger. Our findings indicate that centralisation and decentralisation are complementary rather than competing strategies to ICT-enabled national development because, if integrated into a hybrid strategy, decentralisation enables local communities to achieve national development outcomes commonly attributed to centralisation. As such, our work provides empirical evidence, explanations and new theoretical insight into the wider ‘centralisation versus decentralisation’ debate, while also outlining avenues for future research and guidelines for policymakers. Abstract: Knowledge commons play a pivotal role in knowledge creation and sharing in the digital economy. The motivation for this research was the opportunity to develop a knowledge commons for IT service management (ITSM) practitioners. To obtain guidance to design the knowledge commons, we critically reviewed commons design principles (DPs) that were based on a well-established economics theory. We observed that the commons DPs had significant gaps when applied to IS practice. Hence, we developed an alternate set of DPs that we refer to as platform-enabled knowledge commons (PEKC) DPs that are relevant to IS practice. This paper discusses the development of PEKC DPs and applies them in instantiating an IS artifact, Service-Symphony. Service-Symphony is a purpose-built, public-facing knowledge repository developed for the benefit of ITSM practitioners and students. Our research followed the design science research (DSR) paradigm and contributes to the body of knowledge by establishing a multigrounded design theory comprising meta-requirements and DPs. To bridge theory and practice, we assessed the reusability of PEKC DPs through focus group interviews with IS architects. Our case study illustrates the complete life cycle of DPs covering conceptualization, initial formulation, iterative refinement, application to an important real-world instantiation, and evaluation by a group of independent IS practitioners. Abstract: Fluidity is the ability of a digital platform ecosystem to change form to align with changing consumer preferences and stay relevant in the marketplace. This study advances that three dimensions and their five sub-dimensions determine the fluidity of a digital platform ecosystem. They are the (1) functional dimension with its two sub­ dimensions of platform openness and platform quality (i.e., user-friendliness and quality of service offerings); (2) the mechanical dimension which consists mainly of platform design; and (3) the humanistic dimension with the sub-dimensions of network effects and network interactivity. This study advances that firms can manage these dimensions to improve the fluidity of their platforms. Furthermore, we propose that improved fluidity enhances the customer experience and increases switching costs. Collapse

Abstract: Digital platforms attempting to penetrate markets and establish novel businesses need to not only seek market share and profit, but also to establish their legitimacy-that is, the social acceptability of their business operations. Information Systems and Management are just beginning to understand digital platform strategies for establishing legitimacy. There is also relatively little attention to how the special features of digital platforms influence their legitimation strategies. Through a multi-method study on ride-hailing platforms in Southeast Asia, I show that digital platforms trying to penetrate markets can wield known legitimation strategies in exceptional ways, as well as employ some manoeuvres that can be considered novel. I contribute to the literature on the strategic management of information systems by uncovering how platform features other than network effects, such as asset provision offloading and intermediation, accord strategic advantage to the legitimation efforts of digital platform firms. Abstract: Numerous blockchain projects employ open-source software development to create innovative solutions in collaboration with the crowd. They rely on the voluntary involvement of OSS developers from the crowd who follow several ideological tenets that shape their motivation. Yet, we lack knowledge on how blockchain projects can address the developers' motivation to increase the level of crowd involvement. We draw on a unique panel dataset with 1,893 observations to investigate the association between specific intrinsic and extrinsic motivational cues emitted by blockchain project initiators and crowd involvement. Based on signaling theory, we argue that the level of crowd involvement depends on the signal fit of project-initiated motivational cues with the developers' motivation. We find that higher levels of profit and human interest language relate negatively and higher levels of risk-taking and diversity language relate positively to crowd involvement. Further, our results show that lower quantity of electronic wordof-mouth strengthens these relationships. Collapse

Abstract: As security incidents such as data breaches have dramatically increased in recent years, companies have acknowledged the utmost importance of implementing SETA (Security, Education, Training, and Awareness) programs. Although there has been much effort in designing these programs as effectively as possible, many security incidents are caused by employee misconduct. In this study, we shed light on the basic dimensions of information security competence (ISC) that employees need to efficiently improve their performance in dealing with security threats. Using a competence model from the field of vocational education, we conceptualize information security competence as a multidimensional construct. We then empirically test the impact of information security competence on information security performance in a study with 234 participants. Our results suggest that a differentiated view of competence is necessary, first, to improve employee performance in dealing with security threats and, second, to develop SETA programs that address employee vulnerabilities. Abstract: Due to the pervasive nature of social networking platforms, as well as the proliferation of user generated content, the internet has become a repository of unstructured multimedia data. The use of this huge data for user experience enhancement is still a problem, where topic detection is one of the solutions to solve this issue, not having been explored in the literature for this application. Videos with similar content or related to the same topic can be grouped together with the help of topic detection methods. In this paper, a framework for topic detection using web videos textual metadata has been developed. The key contribution in this paper is to leverage multimedia metadata to find web video topics using a two-step process . First, we used transformer-based model to perform topic modeling for identification of topics from the heterogeneous textual data of web videos. Second, topic-based video retrieval has been accomplished using a classification approach. Further, experiments are carried out on a publicly available dataset to assess the performance of the proposed method. The proposed work is compared to the state-of-the-art methods Discriminative Probabilistic Models (DPM), Event clustering based method (ECBM),Multi-Modality Based Method (MMBM), Side-Information Based Method (SIBM), and Similarity Cascades(SC), which shows that the proposed system outperforms others in terms of Precision, Recall, F-measure and Accuracy. Abstract: In developing countries such as Haiti, which are marked by high unemployment and gender inequality, online education has the potential to change lives. Returns on education are particularly high in Information Communications Technology (ICT)-intensive jobs and IT outsourcing offers opportunities for remote employment, providing alternatives for economic diversification and job creation that are particularly relevant for youth and women. However, the problem faced by many developing countries, is that traditional models, frameworks, architectures, and platforms for online learning do not lend themselves well to their context and, therefore, it is important to develop context-specific platforms. This need for suitable platforms has motivated the research question that this paper seeks to address, that is: What is the appropriate architecture that supports learning strategies for delivering scalable digital skills training in a resource-constrained environment? We propose an architecture that was developed specifically for blended learning in resource-constrained environments and describe how a prototype for this was designed, built, and deployed in Haiti. The initial responses to the application of the architecture, including the testimonials of the participants and the interest expressed by other countries of the region in adopting the proposed architecture, have been extremely positive.
