Abstract: Open Government efforts are criticized for providing limited value. Instead of looking at a value, we investigate the usefulness of web-based open government portals and apps. Specifically, we investigated the relationship between digital transparency and usefulness. We analyzed perceived digital transparency and usefulness in a survey of 112 respondents using Partial Least Square (PLS) and Structural Equation Modelling (SEM). The results show that perceived functionality, transparency, and efficiency influence usefulness but that functionality of apps and efficiency are more important than transparency. Usefulness can be created without having high levels of transparency, as the public wants answers to their questions. Apps should be designed for efficient use, as users have limited time and resources. Apps having pre-defined functional views can be useful to provide quick insight but might limit transparency by not offering other views and insights. Opening raw data using portals can provide higher levels of transparency, although more time and effort are needed to analyze. Both portals providing access to raw data and apps having pre-defined views are needed for open government and trans­ parency as they serve other stakeholder groups and purposes. Collapse

Abstract: Although sociomaterial theorizing has provided important insights into how digital technologies enable or constrain behavior in organizational contexts, there is a need to advance theory to better account for how digital technologies shape heterogeneous work practices in which distributed organizational actors use diverse technology portfolios to collaboratively produce and consume information. Against that backdrop, we draw on the distinction between digital mediation and digital representation to investigate tensions in how actors transfer information across organizational and technological boundaries, how they translate information into meaning, and how they eventually transform information into action in digitalized work. We illustrate and develop this framing through detailed analyses of digitally enabled, condition-based maintenance of equipment in a mining context. Drawing on these analyses and extant literature, we advance theory on tensions in how digital technologies are implicated in producing and consuming information in today’s increasingly heterogeneous work practices. Abstract: In recent years, the importance of information security has grown significantly due to the rise of cyber threats and attacks. However, evaluating investments in information security can be challenging, as traditional methods often rely solely on monetary factors and fail to capture the dynamic nature of business processes. This paper introduces a novel process-based evaluation method for assessing the effect of investments in information security on business processes. The paper outlines practical design requirements for the method and its instantiation as a prototype, which is then evaluated using a threestep approach with two companies from the healthcare and energy sectors. The evaluation results demonstrate the proposed method's usefulness in information security investment decisions. This paper contributes to the field of information security investment evaluation by providing a proof-of-concept that potentially paves the way for future research to increase the quality and economics of investments in information security. Abstract: In the midst of dynamic healthcare needs, health information systems’ lack of interoperability continues to hinder the health sector’s ability to provide healthcare services. For instance, the recent COVID-19 epidemic has sparked discussion about the health department’s ability to meet healthcare needs and the readiness of the National Health Insurance initiative in South Africa. Moreover, operating in resource-constrained circumstances presents a further obstacle and raises questions as to whether quality healthcare services can be delivered to patients. Following the Design Science Research Methodology (DSRM) process, this paper developed an IT governance conceptual framework, termed the HISIG-CF, to inform the interoperability of health information systems. The HISIG-CF was developed using literature and insights garnered from qualitative data using expert reviews from practitioners in the healthcare industry. The results indicated a need for more guidance to inform interoperability interventions and strengthen current health information systems through the use of well-defined IT Governance frameworks and mechanisms. Furthermore, the HISIG-CF was deemed adequate to improve health information systems interoperability within the healthcare sector in the North West, with prospects for usage across South Africa. Abstract: In this paper, we studied the influence of implicit power in an e-commerce setting where humans negotiated with computer agents. Implicit power is defined as a kind of perceived power gained indirectly through offer exchange. In much of the past research, power was always considered to be expressed directly through chat or natural language communications during negotiation. We suggest that there is another mode of expressing power other than chat: implicitly influencing. Specifically, we designed an experiment where several aspects of implicit power were studied: anchoring, agent profile image, and experiment subjects’ personality. In our experiment, the subjects negotiated the purchase of a laptop with computer agents acting as sellers. The result suggested that implicit power indeed influenced the negotiation result. Abstract: Today, there is significant interest in using electronic health record data to generate new clinical insights for diagnosis and treatment decisions. However, there are concerns that such data may be biased and result in accentuating racial disparities. We study how clinician biases reflected in EHR notes affect the performance and fairness of artificial intelligence models in the context of mortality prediction for intensive care unit patients. We apply a Transformer-based deep learning model and explainable AI techniques to quantify negative impacts on performance and fairness. Our findings demonstrate that stigmatizing language written by clinicians adversely affects AI performance, particularly so for black patients, highlighting SL as a source of racial disparity in AI model development. As an effective mitigation approach, removing SL from EHR notes can significantly improve AI performance and fairness. This study provides actionable insights for responsible AI development and contributes to understanding clinician EHR note writing. Collapse

Abstract: The diffusion of digital technologies allows for the involvement of regular information systems (IS) users beyond expert innovators in digital innovation. Previous research rooted in organizational learning theory generally links explorative, risky, and resource-intensive activities to innovation. However, the deep, routinized use of regular IS users can serve as an anchor for generating digital innovations, allowing organizations to pursue exploitation for digital innovations. In an online-vignette experiment, we test how the distinct behaviors of exploitative and explorative IS use affect individuals' innovative behavior with IS. Results show an increased innovative behavior for explorative as well as exploitative IS use. By showing the positive effect of exploitative use on innovative behavior, our study offers evidence contrasting the dominant paradigm in theory. For practice, we emphasize continuing exploration while simultaneously intensifying engagement in exploitation for digital innovation to enhance organizational resource efficiency. Collapse

Abstract: Digital risk-or the likelihood of losses from organizational context, digital infrastructure, IS sourcing, data management and IS applications, is a key consideration in the valuation of firms. We apply a neural network approach to construct and measure digital risks by extracting linguistic relations from the 10-K disclosure (Section "Item 1A"). We develop novel firm-level digital risk measures based on these linguistic relations from three perspectives: (i) presence (whether the digital risk is mentioned or not), (ii) intensity (text coverage of digital risk relative to other issues), and (iii) diversity (the different types of digital risk that are mentioned). We validate our measures for digital risk by demonstrating that they correlate significantly with firm risk, as proxied by the volatility of the stock market. Overall, our findings suggest that the utility of leveraging this type of text-based measure for digital risk is practically feasible, scalable, and economically meaningful. Collapse
