Abstract: The forthcoming JAIS special issue on “Envisioning Digital Transformation” is predicated on the assumption that theoretical diversity would be a good thing for the IS field. But making sense of theoretical diversity requires either a common frame of reference or crystal clarity about concept definitions and the phenomena to which they point. In this editorial, we argue that the IS field still lacks the conceptual and empirical clarity needed to benefit from theoretical diversity about digital transformation. The digital transformation label has been applied to the evolution of technology, as well as to the evolution of organizations and society. It has been used to refer to change in entities or processes and to processes of change. It has been used to refer to particular technological artifacts and to particular kinds of data and processing power. This type of diversity risks obscuring the value of diverse theoretical formulations. Only through clear distinctions and precise labeling of older and new phenomena can the IS field fully benefit from new theories and theoretical elaborations about digital transformation. Collapse

Abstract: As the volume and publicity about cyber-attacks continue to increase, new cybersecurity regulations are being enacted or proposed by governments around the world. But will they be beneficial or harmful in improving cybersecurity? This paper provides an overview of the recent regulatory developments and trends in cybersecurity, with a focus on those in the US and Europe. Specifically, this paper presents a categorization of the main regulatory areas that are currently being discussed. We then identified patterns, gaps, and areas of improvement in the current regulatory environment. Our findings provide valuable direction to organizations navigating the flood of new cybersecurity regulations and the governments enacting these regulations. Collapse

Abstract: The Consumer Financial Protection Bureau (CFPB) receives and processes consumer complaints about various financial services. Every complaint provides insight into problems that consumers experience. With an increasing number of CFPB complaints, manual prioritisation of these complaints is not feasible. This paper proposes a smart approach based on latent Dirichlet allocation (LDA) and Emotion detection to analyse the CFPB consumer complaints, extracting latent topics and emotions from CFPB complaints and assigning priority based on a predefined priority matrix. The automated priority recommendation engine provides faster and optimum prioritisation. The use of emotion detection and LDA allows categorization of complaints using two distinct aspects, topic, and emotion, providing varied priorities for the complaints. The average weighted priority calculation based on topics and emotions allows the recommendation engine to remove the dependence of prioritisation systems on user-selected labels. The proposed approach allows a configurable matrix, making the system implementation easy to configure as per business requirements. Collapse

Abstract: Digital transformation has taken over the world post pandemic, and the digital divide has increased just as much. In this paper, this subject will be looked at from the perspective of the gap that continues to grow between people that are able to adapt and have access to new technologies and those that do not.The lack of scholarly research on the subject in Panama and the need to gain a deeper understanding of the issue so eventually new solutions start to emerge, is the research gap this paper aims at. Panama is a small country and one of the most technologically advanced in the Latin American region whose public sector has undergone massive digital transformation during the pandemic, thus the focus of the research. The method used, is an explorative and qualitative case study, that looks at the perceptions of the participants, to get their insight and gain more understanding. Collapse

Abstract: Digital investment and the successful selection and implementation of technology is crucial to local government success and yet there is a dearth of research evaluating how these decisions are made. And yet there is a dearth of research evaluating how Boards and executives of all kinds make these decisions and the role they play in influencing asset deployment in the digital space. In this regard, government, and especially local government is not only sparsely investigated as part of the existing body of knowledge but does not function neatly when compared to commercial organizations and the profit motive. This paper addresses the shortfall by investigating the interplay between elected members and Boards of local government in terms of complex decisionmaking processes surrounding technology investment. Empirically, this research adopts a case study approach and qualitative questioning of key elected and appointed actors allowing us to dissect the phenomenon.Public administrations have undergone significant managerial transformation since the 1980s with the advent of New Public Management which sought to bring efficient private sector approaches to public bureaucracies (Hood, 1991), modernizing it and approximating it to how the corporate sector is managed. Abstract: Managing Digital Transformation (DT) has become a top priority for executives as technological advancements and increasing decision-making complexity accelerate challenges in navigating through DT. Acknowledging that cognition (e.g., in the form of thoughts, beliefs, and emotions) is fundamentally relevant during organizational transformation processes, we address the maturing body of DT research from a cognitive perspective. While the study of cognition in management and strategy can look back to decades of investigation, research on the role of cognition in DT is fragmented and still in its infancy. Addressing this gap, we systematically review existing research from information systems, management, and psychology on the role of cognition in DT. Based on identified antecedents, contextual factors, and consequences, and a conceptualization of cognition, we provide an integrative framework for cognitive DT research and derive four promising research avenues. We thereby provide guidelines to develop strategies for successful DT and organizational action. Collapse

Abstract: In the plethora of challenges associated with managing Information Systems (IS), deciding when to persist or withdraw from a distressed IS project is of utmost importance. Distressed IS projects are particularly prone to Escalation of Commitment (EoC) -the tendency to persist with failing courses of action. To better understand how the cognitive "black box" behind this tendency unfolds, we uncovered 13 cognitive reasoning patterns and a cognitive process model based on 270 text-based reflections of 56 participants during a sequential decision-making simulation. Cognition differs between the four escalation phases regarding the temporal focus (retrospective, introspective, prospective), the underlying mechanism (starting momentum, path dependency, denial, perceived completion proximity), and the combination of cognitive reasoning patterns. The cognitive process model of EoC helps detangle the complexities of managing IS. Our findings also support IS managers in identifying signs of escalation and selecting the appropriate actions to turn distressed projects around. Collapse

Abstract: The advancement of digital technologies and the wider acceptance of remote work have led to heightened expectations among knowledge workers. Nowadays, many individuals make career decisions based on the level of flexibility that is offered by employers. This paper explores to what extent the label of 'digital nomadism' is used and perceived as an employer branding signal in the context of corporate work. Preliminary findings from qualitative interviews with corporate employees that engage in nomadic work suggest that promoting digital nomadism as an employer is perceived as an attractive signal. However, the data also shows that employers are reluctant to send this signal to potential employees but rather use it internally to retain talent within the organization. The paper proposes a framework that informs signaling theory and puts forth a notion of digital nomadism as an employer branding signal for talent attraction and retention in organizations. Collapse

Abstract: Theories used in the Information Systems (IS) field come in large majority from authors based in Western countries, a bias that holds for critical theories as well. Such a bias is made more problematic by the mandate of critical theory, which is meant exactly to illuminate the oppressive conditions of the status quo. Against this backdrop, this paper explores the subalternity theory approach – developed by the Subaltern Studies collective from the early 1980s – as an indigenous theory that, proposing a socially and geographically connotated narration of ‘history from below’, can play a major role in the effort to decolonise critical IS research. By positioning subaltern theory in the IS field, the paper offers an alternative to the Western hegemony of critical theories, exploring the potential of such an alternative to voice systematically silenced and marginalised perspectives. Abstract: Digital identity platforms, designed to enable secure and unique authentication of users, are widely depicted as a means to strengthen public service systems. Yet, this vision is questioned by studies illuminating how digital authentication results in exclusions, data violations and other forms of harm generated on users. This paper contributes a vision of digital identity inspired by the concept of data justice, which views data in terms of the fairness with which users are seen, represented and treated. Drawing on a data justice framework, we study a dataset of web sources (2021-2022) in terms of the legal, informational and design-related forms of injustice stemming from digital identification. By doing so we contribute to the emerging literature on digital identity, offering a conceptual lens to understand and ultimately combat the injustice generated through it. Collapse
