Abstract: This research analyzes the Pro-innovation Behavior Profile of government organizations in Poland from the perspective of e-government managers during the COVID-19 Pandemic in Poland, a post-transformation economy. We adopted the Pro-innovation Behavioral Profile of Organization Questionnaire from Barbosa et al. (2018) for data collection via a random online survey of 61 e-government managers. They worked at certification organizations representing the Certification Authority -providing e-services, verifying entities' identities (websites, email addresses, companies, or individuals), and binding them to cryptographic keys by issuing electronic digital certificates. E-government managers perceive their organization as supporting creativity, structure, and environmental factors that lead to innovation. Although leaders motivate proinnovation behavior in employees, the organization's culture could be more innovative. The main contribution of our study is the first adaptation and use of the PIB questionnaire to collect data from egovernment managers in Poland, a post-transformation economy. The results can support e-government managers and political leaders in shaping the Pro-innovation Behavioral Profile of government organizations. Collapse

Abstract: Modern ICTs can lead to higher stress levels among employees due to increased demands and always being accessible, which is known as "technostress". Traditionally, Human Resources (HR) departments take actions against technostress. Yet, due to its complicated nature, we argue that Enterprise Architecture Management (EAM) can also contribute in technostress management by measuring technostress levels and help co-designing coping strategies in organisations. Comparing the knowledge levels of EAM to HRM professionals in a survey, we found no significant superiority of the latter group in measuring technostress. However, EAM professionals had higher scores in five technostress and three inhibitor dimensions. The study contributes to theory and practice by i) studying the technostress knowledge levels in different contexts, ii) offering EAM as a further technostress inhibitor, and iii) inviting EAM professionals into the discourse to combat technostress in their organisations by demonstrating that they have the required knowledge to lead such conversations. Abstract: Organizations increasingly need to adapt to challenges in which search and coordination cannot be decoupled. In response, many have experimented with “agile” and “flat” designs that dismantle traditional forms of hierarchy to harness the distributed knowledge of specialized individuals. Despite the popularity of such practices, there is considerable variation in their implementation as well as conceptual ambiguity about the underlying premise. Does effective rapid experimentation necessarily imply the repudiation of hierarchical structures of influence? We use computational models of multiagent reinforcement learning to study the effectiveness of coordinated search in groups that vary in how they influence each other’s beliefs. We compare the behavior of flat and hierarchical teams with a baseline structure without any influence on beliefs (a “crowd”) when all three are placed in the same task environments. We find that influence on beliefs—whether it is hierarchical or not—makes it less likely that agents stabilize prematurely around their own experiences. However, flat teams can engage in excessive exploration, finding it difficult to converge on good alternatives, whereas hierarchical influence on beliefs reduces simultaneous uncoordinated exploration, introducing a degree of rapid exploitation. As a result, teams that need to achieve agility (i.e., rapid satisfactory results) in environments that require coordinated search may benefit from a hierarchical structure of influence—even when the apex actor has no superior knowledge, foresight, or capacity to control subordinates’ actions. Abstract: As small- to medium-sized enterprises struggle with IT management, an increasing number appoint Fractional CIOs, i.e., CIOs that work part-time for multiple organizations simultaneously. We use Q-methodology to empirically evaluate the relative importance of factors for Fractional CIO engagement success and find that trust, top management team support, and the Fractional CIO’s integrity are most important. Further, we identify three groups of Fractional CIOs: Strategic IT Advisors, Full-ownership CIOs, and Change Agents. Abstract: Despite the relevance and maturity of the Chief Information Officer (CIO) research field, no studies exist that exhaustively summarize the current body of knowledge, focusing on the development of the field over its entire timespan. The paper at hand addresses this research gap and presents an exhaustive literature review on the CIO research field using main path analysis. We identify the central papers in CIO research and eight main research streams by quantitatively and qualitatively analyzing 466 papers. We find that established research streams, e.g., 'Evolving role of the CIO' and 'CIO hierarchical position and relationships' as well as recently emerging research streams, e.g., 'CIO as business enabler' and 'CIOs and IT security,' draw growing attention. Based on our findings, we develop promising further avenues for research in the CIO field. Collapse
