Abstract: The adoption of smart city technology has become increasingly popular in cities around the world. Internet of Things (IoT) devices, such as smart sensors, traffic lights and parking meters, are utilized in collecting and analyzing valuable data to improve the efficiency of critical infrastructure and enhance the quality of life for citizens. To increase the efficiency of its parking officers, the City of Los Angeles implemented a smart parking system on its streets in 2011. Utilizing transaction cost economics (TCE), we analyzed the number of parking citations in Los Angeles between 2015 and 2019 to examine the impact of smart parking meters on the parking officers' efficiency. We hypothesized that smart parking meters and time limit policies, defined as the allowed parking duration, positively affect the number of parking citations. To test our hypothesis, we used a fixed-effect estimation model. Our results indicate that smart parking meters and time limit policies have positive effects on the number of parking citations, leading to an improvement in the efficiency of parking officers. We discussed the theoretical and practical implications of these findings for implementing IoT projects in the public sector. Collapse

Abstract: As the information technology (IT) services landscape matures, clients are increasingly adopting multisourcing arrangements that involve multiple vendors. Although a large body of information systems (IS) literature addresses issues of whether to outsource (to a single vendor), what types of contracts to use, and how to achieve optimal relational governance, little is known about the antecedents and consequents of the single versus multisourcing decision. Moreover, while conceptual and analytical models of single-sourcing versus multisourcing have been developed, there is no empirical IS research using a large-scale data set with rigorous econometric analysis that examines the antecedents and consequents of multisourcing in the IT context. This paper fills this void, using the transaction cost economic lens and a data set of 49,057 large IT outsourcing arrangements that spans multiple industries and dates back 25 years. We find that there is a curvilinear relationship between number of IT services in an IT outsourcing arrangement and the likelihood of multisourcing. This relationship increases as the number of IT services increases to up to five services and then decreases. For managers who plan to multisource IT outsourcing arrangements, this research provides guidance to minimize exchange hazards through a better understanding of the relationship between sourcing choice, client IT outsourcing capabilities, the competitiveness of the vendor landscape, and the number of IT services in an IT outsourcing arrangement. We provide empirical evidence that the choice between single-sourcing and multisourcing is material to the performance of outsourcing contracts as an incorrect sourcing choice is likely to result in negative contract outcomes. Abstract: Should hospitals source electronic health records (EHR) systems from a single vendor or multiple vendors to deliver high-value care? We study hospitals’ EHR sourcing strategies based on their degree of integration with physician practices and its impact on the value of healthcare delivered. We propose a novel framework to define healthcare value as the extent to which a hospital effectively expends clinical resources to deliver services that improve patient outcomes. Drawing on modular systems and transaction cost economics theories, we propose a moderated-mediation model that explores the pathways through which EHR sourcing strategies can create value in healthcare. We test our research hypotheses on a large, longitudinal sample of U.S. hospitals and observe that hospitals with EHR configurations closer to single sourcing strategies exhibit greater health information sharing compared with hospitals with multisourced EHR systems. Furthermore, we find that hospital-physician practice integration moderates the impact of single sourcing on health information sharing, which in turn, improves value. Specifically, tighter integration between hospitals and physician practices can create greater value if it is aligned with hospitals’ EHR sourcing strategies. As the healthcare industry moves toward value-based payment reform, our findings provide a useful roadmap to practitioners and policy makers to improve the performance of hospitals and healthcare providers. Abstract: The business analytics and strategic management literatures suggest that organizations should seek to exploit data as a key mechanism for competitive advantage. However, the rules of engagement are evolving, the regulatory landscape is becoming increasingly complex, and ex amples of poor outcomes are increasingly common. The board – in its role of setting and moni toring risk appetite – needs to be able to govern the risk/reward trade-off of the data asset. Contemporary data governance approaches are inadequate: they are overly rigid and risk ori ented, limited in scope to an organization’s self-interest rather than considering the broad set of stakeholders, and do not provide a platform for the board to manage this critical risk. This paper uses a unique set of informants – 41 board directors – to demonstrate that differences in board perspectives influence how organizations explore the secondary use of data. Furthermore, this paper identifies a set of relevant individual, organizational and environmental factors and pre sents empirically based configurations of these factors that lead organizations to consider (or neglect) the secondary use of data as a critical enabler of competitive advantage. Abstract: The quest to open black box artificial intelligence (AI) systems evolved into an emerging phenomenon of global interest for academia, business, and society and brought about the rise of the research field of explainable artificial intelligence (XAI). With its pluralistic view, information systems (IS) research is predestined to contribute to this emerging field; thus, it is not surprising that the number of publications on XAI has been rising significantly in IS research. This paper aims to provide a comprehensive overview of XAI research in IS in general and electronic markets in particular using a structured literature review. Based on a literature search resulting in 180 research papers, this work provides an overview of the most receptive outlets, the development of the academic discussion, and the most relevant underlying concepts and methodologies. Furthermore, eight research areas with varying maturity in electronic markets are carved out. Finally, directions for a research agenda of XAI in IS are presented. Collapse

Abstract: Initially designed to protect intellectual property (IP) of digitalized information goods such as music, games, or books, existing centralized digital rights management (DRM) systems mostly serve the interests of major publishers, with scant inclusion of rights owners, creators, and consumers. Although various blockchain-based DRM systems have been proposed, most of them mirror existing counterproductive IP restrictions. Analyzing the music industry as a case in point, this paper proposes design principles for blockchain-based DRM systems that provide an integrated and flexible solution by enabling transparent music licensing structures, consistent and complete rights metadata, and efficient and transparent royalty payout. The solution can be achieved by storing rights metadata on a public distributed ledger, by validating metadata through a consensus mechanism on a permissioned blockchain, and by algorithmically enforcing royalty payout via stablecoin through a smart contract. The design principles were evaluated by industry experts, validating their benefit for the music industry by increasing surplus value that is currently destroyed through previous suboptimal designs. Abstract: High-frequency traders account for a significant part of overall price formation and liquidity provision in modern securities markets. In order to react within microseconds, high-frequency traders depend on specialized low latency infrastructure and fast connections to exchanges, which require significant IT investments. The paper investigates a technical failure of this infrastructure at a major exchange that prevents high-frequency traders from trading at low latency. This event provides a unique opportunity to analyze the impact of high-frequency trading on securities markets. The analysis clearly shows that although the impact on trading volume and the number of trades is marginal, the effects on liquidity and to a lesser extent on price volatility are substantial when high-frequency trading is interrupted. Thus, investments in high-frequency trading technology provide positive economic spillovers to the overall market since they reduce transaction costs not only for those who invest in this technology but for all market participants by enhancing the quality of securities markets. Abstract: Patent management tasks involve many stakeholders from diverse disciplines and hierarchies as well as from inside and outside the organization. By drawing on the transaction cost and stakeholder theories, Blockchain technology offers new opportunities to rethink the way in which stakeholders are organized and collaborate. Although Blockchain technology receives considerable attention from both the public and academia, the question of how Blockchain technology leverages patent management in particular has so far been neglected, although it holds great promise. Consequently, this is what we choose to be our basic research question. In response to it, we conduct a systematic literature review, following a procedure in three steps. Out of an initial sample of 714 articles, we select 52 as being particularly relevant, and classify them in accordance with the dimensions of the 7D Patent Management Maturity Model. Three main foci regarding the use of Blockchain technology emerge – i. e. for the generation, the enforcement, and the exploitation of patents. This study contributes to scholarship and management by showing that Blockchain technology mitigates environmental and behavioral uncertainty, while stimulating new governance forms and business models by reorganizing or discarding stakeholders. Abstract: Human users contribute to the spread of disinformation on Social Media. To reduce the spread, we apply Transaction Cost Economics (TCE) Safeguarding, which penalises the sharing of disinformation. Using the economic theory TCE positions Social Media platforms as free markets, in which actors are motivated to protect their assets and peer reputation. We conducted a study exploring TCE Safeguarding as a market correction mechanism to change the disinformation diffusion behaviour of users. Our findings show that users will be less likely to post a comment and more likely to correct their previous disinformation diffusion actions when TCE Safeguarding is applied. Focusing on Social Media as a market rather than its individual components may provide a mechanism to address the "fake news" phenomenon. Collapse
