Abstract: Marginalized communities globally encounter grand challenges such as lack of access to education, healthcare, and sustained livelihoods. Several initiatives to address these complex, global problems have resulted in fragmented solutions. Recognizing this, there have been several calls for the study of responsible innovation (RI) to address grand challenges. Digital platforms such as AirBnB, Uber and so forth have now become commonplace and are known to generate economic value but also face criticism for being exploitative and exclusive. Only a handful of studies show how similar platforms can innovate responsibly to serve marginalized communities by generating simultaneous economic and social value. To address this gap, our study examines the cases of two platforms that orchestrated ecosystems consisting of individuals from marginalized communities, government agencies, and other entities to provide physical, digital and societal solutions based on principles of RI. We contribute to the RI and IS literatures to show how RI solutions can be fostered through digital platforms to address grand challenges. The article provides empirical evidence of all four dimensions of the RI framework—anticipation, reflexivity, inclusion, and responsiveness - and their operationalization through digital platforms. This research lays the foundation for future studies at the intersection of RI and digital platforms literature. The study also provides practice insights on developing digital platform solutions for marginalized communities to address grand challenges and is useful to policymakers to formulate appropriate interventions. It pushes the theoretical and practice boundaries of our understanding of RI and digital platforms. Collapse

Abstract: There is a wide gender gap in developing countries due to a range of cultural, economic and political barriers. This is even more accentuated in post conflict economies in times of crisis. Smartphones and mobile applications can help to narrow this gap. The economic and non-economic challenges facing women entrepreneurs and the role of smartphone innovation in overcoming these challenges and developing strong marketing strategies were investigated. We drew on the 5 M model to investigate how mobile applications can support women entrepreneurs. We conducted thirty interviews with women entrepreneurs in Iraq. The findings show that mobile applications provided these entrepreneurs with innovative ways to overcome many of the challenges they face in relation to running a business. The research provides theoretical contributions by developing an integrated, multilevel analytical model on women in entrepreneurship based on extending the 5 M model with new technology-related elements. Practical, policy and managerial implications are discussed. Collapse

Abstract: Prior research in management and economics has predominantly focused on how managers or policymakers can shape workers’ allocation of effort using output-based or effort-based incentives. In many settings, however, managers may seek to influence workers’ effort choices through resource allocation—that is, changing the cost of securing resources for different projects or activities. In this paper, we develop a formal model to investigate how a worker changes the allocation of a fixed amount of effort across different projects in response to changes in the cost of securing resources for each project. Our model shows how cutting resources available to one project, under certain circumstances, can inadvertently reduce the share of effort allocated to other projects and vice versa. We use the insights from the model to explore the effectiveness of funding strategies designed to influence the research direction of academic scientists. We specifically examine how U.S. scientists working in stem cell research responded to a 2001 policy change that restricted access to federal funding for research in the human embryonic stem cell (hESC) area. In line with our model’s predictions, we find that cutting resources for hESC research inadvertently reduced U.S. scientists’ output in non-hESC areas of stem cell research—an effect that is strongest among the highest-ability scientists. Our findings highlight the complexities of incentivizing effort allocation using resource-based incentives. In particular, we show how altering resource-based incentives in one area can have unforeseen spillover effects on effort allocation in other areas. Abstract: With the explosive growth of mobile phone users, individuals are getting used to using mobile phones to get various services. Mobile government, as one of important channels to provide official government services, has been paid increasingly attention recently. In order to discover the critical influence factors of individual attitude and behavioral intention, a meta-analysis method was used to construct a comprehensive framework for individual mobile government adoption and find out the moderating role of economic development level, based on 38 related empirical research publications. We would like to figure out the results from meta-analysis and moderator analysis. Both theoretical and practical implications are going to yield through these findings. Collapse

Abstract: This introduction to the special issue on Data Governance, Digital Innovation, and Grand Chal lenges highlights the importance of data governance when seeking to address grand challenges through the innovative use of digital technologies. The benefits, risks, and consequences of data, ubiquitous in today’s data-rich world, can be harnessed for innovation and societal good. How ever, there are no guarantees that (only) desirable outcomes will develop. The creation and exploitation of vast data stockpiles raise substantial concerns about privacy, data security, equity, and the potential for harm from data misuse. Meaningful approaches to data governance within and across organizations are critically important to facilitate digital innovation and to balance social, economic and technical benefits and risks for individuals, organizations, and societies. In this introductory paper, we reflect on foundations established to date in information systems (IS) research and highlight possible future directions for scholarship on data governance across multiple levels to enhance digital innovations for transformation and societal good. Abstract: Online healthcare portals have become prevalent worldwide in recent years. One common form of a healthcare portal is the online consultation website, which provides a bridge between patients and doctors and reduces patients’ time and cost when seeking healthcare services. Another form is the healthcare service appointment website, which facilitates offline visits for patients. Although nominally separate, the behaviors of the users (including patients and doctors) on these two types of websites could be related to each other. In particular, how does opening online consultation services impact the offline appointments of doctors? Although this is an important question for healthcare portals, doctors, and policy makers, it has not been rigorously examined in the literature. In this paper, we attempt to bridge this important gap by examining the overall impact of offering online consultations on offline appointments. Our results show that the number of offline appointments for doctors increases after opening an online consultation service. Additionally, we examine how several factors, such as recommendation heat, hospital ranking, and doctor title, moderate the impact of opening online consultation services on doctors’ offline appointments. Abstract: This study explores the impact of Information and Communication Technology (ICT) on financial inclusion across 74 countries from 2011 to 2021. An ICT index derived using Principal Component Analysis (PCA) with indicators including internet penetration, fixed broadband subscriptions, and mobile cellular subscriptions, serves as the basis for analysis. Panel regression methods, including fixed effects and Panel Instrumental Variable (IV) regression, are employed. We measure financial inclusion through bank account ownership and access to borrowings from the Global Findex Database. The study reveals a statistically significant and positive influence of the ICT index on financial inclusion. Additionally, when categorizing nations into high-income and middle-income groups, ICT's role in enhancing financial inclusion, particularly in middle-income countries, becomes evident. This underscores the critical importance of robust ICT infrastructure, urging policymakers, especially in middle-income countries, to prioritize internet accessibility for fostering greater financial inclusion. Abstract: Does national culture influence entrepreneurship? Given that entrepreneurship and the economic, formal institutional, and cultural characteristics of nations are deeply intertwined and co-vary, it is difficult to isolate the effect of culture on entrepreneurship. In this study, we examine the self-employment choices of second-generation immigrants who were born, educated, and currently live in one country, but were raised by parents stemming from another country. We argue that entrepreneurship is influenced by durable, portable, and intergenerationally transmitted cultural imprints such that second-generation immigrants are more likely to become entrepreneurs if their parents originate from countries characterized by a strong entrepreneurial culture. Our multilevel analysis of two independent samples—65,323 second-generation immigrants of 52 different ancestries who were born, were raised, and live in the United States and 4,165 second-generation immigrants of 31 ancestries in Europe—shows that entrepreneurial culture is positively associated with the likelihood that individuals are entrepreneurs. Our results are robust to alternative non-cultural explanations, such as differences in resource holdings, labor market discrimination, and direct parent-child linkages. Overall, our study highlights the durability, portability, and intergenerational transmission of entrepreneurial culture as well as the profound impact of national culture on entrepreneurship. Abstract: Government officials in more than half of the poverty-stricken counties in China have recently helped sell local specialty products through e-commerce live streaming platforms. Yet it is little understood if such practice reduces poverty and boosts the local economy by encouraging local entrepreneurship. We conduct an empirical investigation and find that government officials' participation in e-commerce live streaming is associated with an increase in the online presence of local special products and stores, a manifestation of rising entrepreneurship and shaking off poverty. In addition, the effects of government officials' participation in live streaming are more pronounced in economically and technologically under-developed areas, suggesting that they help mitigate inequality. Our findings contribute to the intersection of ICT for development, poverty alleviation, and entrepreneurship and highlight the value of a public-private partnership that integrates government participation (the top-down approach) and market behaviors (the bottom-up approach) in poverty alleviation through entrepreneurship.
