Abstract: The rise of the digital society is accompanied by incalculable social risks, but very little IS research has examined the implications of the new digital society. Drawing on concepts from Beck’s critical theory of the risk society and critical discourse analysis, this study examines the public discourse on risk events during the launch of NemID, a personal digital identifier for Danish citizens. This research illustrates our difficulties and challenges in managing some of the fundamental social risks from societal digitalisation. Limited institutional capabilities for digital technologies force public officials to depend on private companies motived by profit instead of the public interest. Beliefs in digital technology as the primary determinant of social and economic progress also present many public management dilemmas. When digital risk events occur and citizens’ fears are stoked by news media and public discourse, public officials seem to have no other strategy for managing the escalating fears than systematically distorted communication. The continued rise of the digital risk society demands that IS research respond to the challenge of generating knowledge for its public management. Collapse

Abstract: This grounded theory study explores how bystander digital video distributed via social media documents perceived injustice and serves as an emancipatory technology. Using 30 examples, the study provides insight into how bystander videos impact perceived social injustice with potential visual evidence and how bystander videos ultimately shape larger social movements. We find that potential evidentiary video events break down into eight theoretical areas: instigation, target, place, perceived injustice, tools, witness, potential evidence, and outcomes. We find that while bystander video spread through social media can indeed serve as an emancipatory technology with substantial positive outcomes, care must be taken to avoid oversaturation that could result in desensitization and lower efficacy. Abstract: The speed of emerging technology evolution and the concerns about the adverse outcomes put pressure on the incremental pattern of lawmaking. We conducted an empirical study by using Habermas' Theory of Communicative Action with the help of the Multiple Streams Framework in order to answer the question: what are the difficulties in the Information and Communication Technology (ICT) regulation process in Brazil? It is a qualitative research, applied to the three levels of the political-technocrat environment. The focus is the archival analysis of public records produced by specialized Science and Technology Committees from legislative houses in 2019, for an exploratory assessment of the difficulties. We aim at contributing to fill the gap in the studies of the regulation process of emerging technologies, which can become an additional competitive hurdle to a developing country. Collapse

Abstract: For a research field to advance, scholars must be able to openly exchange ideas. For this open exchange to exist, the contexts and methods that evaluate scholarly output must encourage this interchange. We argue that the current process for evaluating scholarly output, “counting articles in ranked venues” (CARV), creates pressures that result in a distorted discourse inhibiting the growth of the field. We review the current system of evaluating scholarly output and describe its virtues and shortcomings. Then, based on works by Habermas (1984) and Mingers and Walsham (2010), we suggest that the IS field should adopt an improved method of evaluation that enhances the openness of ideas. This method should be objective, reproducible, relatively easy to compute, and standardized. The new method should also produce easy-to-compute profiles of measures that assess a construct for scholarly output founded on a welldefined theory. It should also reduce the dependence on publishing in any particular journal. The scholarly capital model (SCM) represents one such method. We believe that wide adoption of the SCM would open the discourse and help the field to develop more rapidly. Collapse

Abstract: In their article, Cuellar, Truex, and Takeda (2019) criticize the “process for evaluating scholarly output, “counting articles in ranked venues’ (CARV)” (p. 188). In their view, CARV limits the open exchange of ideas and, thereby, democratic discourse, which leads to unwanted performative effects and, ultimately, inhibits the growth of the information systems (IS) field. They propose the scholarly capital model (SCM) as a preferable mechanism that evaluators should employ to assess scholarly capital instead of scholarly output. In this rejoinder, we argue that CARV does not claim to measure output quality; it neither limits quality in the IS field nor the IS field’s growth, and mingling the effects of CARV with debates on quality or growth could be misleading. Replacing CARV would not change the game, only its rules. We posit that we all entered academia voluntarily knowing its rules and argue that colleagues facing P&T committees should recognize and focus on the specific (CARV-based or not) criteria of their institutions’ committees. While we expect that a new method will replace CARV in the not so distant future, we are convinced that, until then, a CARV-based environment offers ample opportunity to advance quality and growth of the IS field. Abstract: Despite growing empirical evidence on the effectiveness of dialogue between activists and corporations in stakeholder engagement, scholars have not fully accounted for the mechanisms that explain its success. We address this gap by leveraging Habermas’s theory of communicative action. In our longitudinal qualitative study, we explore the dialogue on climate change between the Interfaith Centre for Corporate Responsibility, a coalition of faith-based investors, Ford, and General Motors. We find that communicative action can emerge from strategic action as a result of three cycles of interaction: establishing dialogue, framing, and deliberation. Our study contributes to the literature on shareholder engagement by integrating communicative and strategic action, thereby offering a new interpretation of how reputational threat and dialogue come together to produce a common ground between activists and companies. Abstract: Although numerous case studies and a body of theoretical work have addressed the open strategy topic (opening the strategy process to wider stakeholders groups) in the literature, approaches to implement open strategic planning has been less studied. In this study, the principles of design science research are employed, and pragmatic presuppositions from Habermas’ theory of discourse and the related literature are used to form a design methodology. The open strategic planning methodology contains a three-level architecture for a planning system, and a strategy process. The architecture component identifies three layers of the planning system. The planning process component explains a set of activities required to develop the strategic plan. The methodology is applied in two case studies and implementation challenges are discussed. This study contributes to the literature by introducing a comprehensive methodology of strategic planning and introduces new theoretical aspects to the field of open strategy. Collapse

Abstract: Open Government acts through participation, electronic participation, transparency, accountability and open data. In order to understand the phenomenon, this study addresses two case studies: Digital Cabinet, from Brazil, and Uruguayan Open Government Program. Aiming at increasing the debate, the Theory of Communicative Action is used to interpret and discuss the data collected. The objective of this research is to study and to compare the Digital Cabinet and Uruguayan Open Government programs based in the different segments of society's speeches through the Theory of Communicative Action. The evidences show that electronic participation is the Digital Cabinet’s strength and transparency, along with accountability and open data, are the highlight of the Uruguayan program. The study suggests the expansion of research to other countries in South America, in order to portray the status quo of open government on the continent. Collapse

Abstract: This paper contributes to understanding multicommunicating when individuals in faceto-face social settings are at the same time engaging in other conversations via their social media devices. While multicommunicating was researched in business settings suggesting increased efficiency and effectiveness - no research examined the impacts in social settings. In this research-in-progress paper, we report preliminary findings from an ethnographic study of social gathering and socializing when some members of a social group communicate via social media at the same time. Drawing on Habermas’ theory of systems and lifeworld we demonstrate that multicommunicating during social gatherings is driven by systems’ rationalization (to be in more than one place at the same time) which affects the lifeworld of the social group, disrupting their social interaction and socialization. In other words, we explain that the systems logic of multicommunicating colonizes the lifeworld and thus changes the phenomenon of socializing as we know it. Collapse

Abstract: The mutual understanding, shared knowledge, or cognition between business and IT units has been discussed frequently and in wide range of fields in IS research. On the other hand, we are still lacking a consistent and comprehensive conceptualization of what shared business/IT understanding is actually about, and previous studies have usually only taken some aspects of it into account. These often single-dimensional determinations represent an incomplete picture of shared business/IT understanding and thus can potentially lead to wrong or incomplete findings and implications. This research in progress steps into this gap and develops a comprehensive construct of shared business/IT understanding to provide future research with a unified concept that can be applied to various IS research contexts. In this paper, we discuss current conceptualizations of shared business/IT understanding and integrate them to a unified multidimensional construct, which will be validated and adjusted in future empirical research.
