Abstract: Information and communication technology for development (ICT4D) research are increasingly impactful in the field of IS, as they aspire to deliver developmental benefits across the different domains of application. Unfortunately, many ICT4D projects often fail to demonstrate in a quantifiable way how they have contributed to development. The United Nations mechanisms for global development, currently the Sustainable Development Goals (SDGs), offers a quantifiable basis for assessing developmental goals attainment in general, and has been adopted for some ICT4D projects. However, there is a knowledge gap regarding how SDGs can be achieved through ICT4D initiatives at the local levels, especially when indicators for SDGs are all at a global level. In this research, we propose a Theory of Change (ToC) approach to link ICT4D project outcomes to specific SDG targets through a set of clearly articulated change pathways. We demonstrate how project-level indicators can then be developed to measure the ICT4D project's impact on SDGs. An example of the approach is provided in the context of the Techies Without Borders project called 'Continues Medical Education Solutions (CMES). The case study shows how ToC is used to explicitly create project-level indicators that are linked to a specific SDG target. This research makes an important contribution by providing guidance to IS researchers seeking to align ICT4D projects with UN SDGs. Collapse

Abstract: Within the domain of Information Systems, assumptions around sociotechnical change cohesively build on establishing a stable and balanced relationship between the social and technical structures. When these structures become too rigid, revolutionary moments that punctuate the status quo are required for the structures to accommodate to a new situation. Approaching sociotechnical change with “punctuation of equilibrium” is becoming increasingly ineffective. In line with rising instability and rapid digital development, we argue that new sociotechnical change approaches are needed. In this paper we investigate how individual knowledge workers respond to the increasingly complex challenges they face when orchestrating social and technical structures to support efficient and creative knowledge work. We suggest a new perspective that covers an unstable equilibrium emerging from the interplay between individuals and their usage of “the collection of rigid and flexible workplace technologies”. Our study is based on data from interviews made with 40 knowledge professionals over a period of three years, inquiring into individual experiences with sociotechnical change. Our study reveals contradictory patterns of both technological-individualisation and -socialisation. A universal generative mechanism emerges when these patterns complement each other and generates continuous change that seems to diminish inertia from rigid structures while also intensifying agile responses. Abstract: Many studies examine the division of labor inside organizations. Yet there is also an expected division of labor between organizations and their clients, which research to date has tended to ignore or has treated as static and easily accepted by both parties. How might clients change the expected division of labor with a service organization? We developed this question while studying an academic cancer center (ACC), where patient activists led a movement to bring to light the burdensome invisible work they and their families did to coordinate their treatment. They shared their own stories, developed formal channels for collecting more stories, and worked to broadcast the growing set of stories across ACC. Their stories became a resource for change and mobilized a coalition of staff allies. Coalition members drew on the patient stories to develop a new diagnostic framing of the “Cancer Tax”—the burdensome coordination work ACC required of patients. They also developed a prognostic frame for how ACC could help, which inspired a new program that took on some of the patients’ coordination tasks. In this way, the patients’ stories created new awareness of the problem and provided resources for staff allies to make the case for taking on some of the patients’ invisible work. This study shows that clients can effectively influence organizational change through movements fueled by personal narratives (for instance, lessening the coordination work they must do to coproduce complex services). Abstract: Driven by environmental uncertainty, many organizations today attempt to achieve agility at scale. However, given the variety and complexity of these efforts, there is currently a limited understanding in terms of their most relevant configurations, especially over the process of change. Based on an iterative taxonomy development approach grounded in design science, we present a taxonomy to structure, configure, and update scaling agility. The resulting multi-dimensional classification system offers an integrative view on elements only selectively considered in prior research. Abstract: Information technology (IT) interruptions are IT-based events that capture users' attention and interfere with other activities. This study focuses on repeated IT interruption and task performance. We draw on dual-process theory and suggest that users may get used to repeated IT interruption, known as habituation, or may become hypersensitive, known as sensitization. We validate the research model based on data from a laboratory experiment with 100 subjects by using a multivariate latent growth model (LGM). With subjective and objective measurement techniques, we show how users respond to repeated IT interruption with physiological arousal, psychological exhaustion, and behavioral task performance. Our results indicate that user responses follow different patterns over time, revealing time-dependent effects of arousal and exhaustion on task performance. We contribute to literature by providing evidence that repeated IT interruption results in unique habituation and sensitization user response patterns compared to a single IT interruption. Collapse

Abstract: The literature on information technology (IT) and government corruption in developing countries indicates contradictory evidence about the realization of anti-corruption effects. So far, there is no theoretical explanation of why the anti-corruption potential of IT demonstrated in some countries is not realized in many other countries. Drawing evidence from a case study of information systems interventions at Ghana customs over 35 years, we investigate how and why IT’s anti-corruption potential may be curtailed in the context of developing countries’ governments and societies. We focus on IT-mediated petty corruption practices of street-level officers, which we consider to be socially embedded and institutionally conditioned phenomena. We find that conditions of possibility for the IT-mediated petty corruption practices are created during the implementation of information systems. The configuration of IT and organizational processes of a government agency are constrained by the broader government administration system and influenced by the vested interests of government officers, politicians, and businesses. Subsequently, the co-optation of IT for petty corruption practices is enabled by networks of relationships and institutions of patronage that extend across government, business, and society. We thus explain the often limited effects of IT on petty corruption as the inability of localized information systems implementations to change modes of government administration that are embedded in the enduring neopatrimonial institutions and politics of many developing countries. Abstract: Job erosion is a major concern globally, especially given the COVID-19 pandemic. Unemployment and low wages remain pressing societal challenges in the wake of increased automation, more so for traditionally disadvantaged groups in the labor market, such as women, minorities, and the elderly. However, workers who possess relevant information technology (IT) skills might have an edge in an increasingly digital economy. In this study, we examine the role of IT skills in labor market outcomes for workers. We leverage a household IT use survey from an emerging economy that captures detailed, individual-level data on IT skills and IT use, which are also integrated with household labor force survey data on workers’ wages, occupations, and industries between 2007 and 2015. We find that basic IT skills increase employment probability, and these employment effects can be explained by both increased labor force participation and a higher probability of transitioning from unemployment to employment, after accounting for the decision to participate in the workforce. Advanced IT skills are not significantly associated with higher employment, conditioning on basic IT skills. However, having advanced IT skills helps workers to earn higher wages and incrementally increases the probability that they are employed in higher-paid jobs. Interestingly, the effects of basic IT skills on employment are significantly larger for the female and older workforce that typically has a higher preference for flexible work options. Additionally, IT skills complement occupations that have a higher share of nonroutine tasks that cannot be performed by predefined rules. These results emphasize the importance of providing necessary IT access and basic IT training to traditionally socially disadvantaged groups to reduce the IT skills gap and close the digital divide. We contribute to the literature by providing evidence on the role of different IT skills in the entire labor force across multiple occupations and demographics, going beyond IT professionals and employed workers who have predominantly been studied in the information systems literature. We discuss implications for the future of work and education and public policy for designing IT training policies for workers, students, and organizations to stimulate employment for workers with higher wages, particularly in developing economies and for traditionally disadvantaged segments of the workforce, such as women and the elderly, particularly after the COVID-19 pandemic. Abstract: Pain continues to be a primary and challenging symptom of cancer. We sought to use mobile health (mHealth) technology to tailor psycho-education to better meet patients’ needs. Using the Agile and mHealth Development and Evaluation Frameworks, a multidisciplinary team of clinician researchers, patients, and software and design specialists followed a four-phase iterative process to develop multi-media cancer pain education within a patient-facing smartphone application. The resulting application pairs comprehensive cancer pain education spanning pharmacologic and behavioral support with medication hosting and symptom surveys. MHealth enables creative, interactive educational approaches utilizing written text, graphics, animated videos, quizzes, audiorecordings, and motivational messages. Computable algorithms were used to tailor content to patients’ symptom surveys. Cancer patients found the materials to be useful. By bridging technology and research methodology, we incorporated theory, evidence, and patient feedback to create a tailored and scalable educational intervention to support cancer pain selfmanagement. Abstract: Adhering to preventive behaviours, like social distancing and wearing a mask, can help reduce the spread of some transmissible diseases; however, doing so can be a challenge as it requires people to break established habits. This challenge will be most evident for organisations as they need to ensure that all stakeholders adhere to preventive behaviours to resume in-person business operations. While various information systems (IS) have emerged to address this challenge, they remain limited in scope and fall short of helping users navigate the evolving practices and guidelines of a pandemic. To address this shortcoming, we adopt the design science research approach to derive design principles for IS supporting the breaking of established habits and promotion of preventive behaviours. The design principles are rigorously anchored in the habit alteration knowledge base and the Health Belief Model. We demonstrate how the design principles can be applied using an illustrative case.
