Abstract: The Covid 19 pandemic revealed the need for Public Health Agencies to mature digitally. To help those agencies with their digitalization endeavor, a public health agency maturity model (PHAMM) has been developed, evaluated, and employed by 366 institutions to determine their digital maturity and to prioritize actions within digitalization projects. This paper discusses the digital maturity of German public health institutions and derives first insights into components spanning the PHAMM dimensions. Public health agencies can use these components to leverage their digital maturity in future digitalization projects. Implications are discussed for how digitalization projects with an enhanced impact can be defined and for future maturity modeling research. Collapse

Abstract: Many research funders mandate researchers to create and maintain data management plans (DMPs) for research projects that describe how research data is managed to ensure its reusability. A DMP, being a static textual document, is difficult to act upon and can quickly become obsolete and impractical to maintain. A new generation of machine-actionable DMPs (maDMPs) was therefore proposed by the Research Data Alliance to enable automated integration of information and updates. maDMPs open up a variety of use cases enabling interoperability of research systems and automation of data management tasks. In this article, we describe a system for machine-actionable data management planning in an institutional context. We identify common use cases within research that can be automated to benefit from machine-actionability of DMPs. We propose a reference architecture of an maDMP support system that can be embedded into an institutional research data management infrastructure. The system semi-automates creation and maintenance of DMPs, and thus eases the burden for the stakeholders responsible for various DMP elements. We evaluate the proposed system in a case study conducted at the largest technical university in Austria and quantify to what extent the DMP templates provided by the European Commission and a national funding body can be pre-filled. The proof-of-concept implementation shows that maDMP workflows can be semi-automated, thus workload on involved parties can be reduced and quality of information increased. The results are especially relevant to decision makers and infrastructure operators who want to design information systems in a systematic way that can utilize the full potential of maDMPs. Collapse

Abstract: Organizations strive to develop a variety of capabilities to improve and measure business processes. Researchers have used various maturity models to investigate the development of a business process orientation (BPO), and most have argued that such a development comes in stages. Current literature underestimates the interrelationships between BPO capabilities and fails to consider multidimensional or non-linear paths to maturity. To refine the features of maturity models, this study relies on configuration theory to uncover different archetypes for BPO development and quantitatively evaluate them by examining performance differences among archetypes based on a large-scale international dataset. The resulting empirical taxonomy with seven BPO archetypes establishes important performance differences between organizations at a similar maturity level. Besides strengthening the theoretical foundations of BPO and making maturity assessments more multifaceted, the results help organizations give their managerial efforts a focus by enabling comparison with peers in the same archetype and showing various paths for BPO improvement. Abstract: Inspired by the city planning metaphor, enterprise architecture (EA) has gained considerable attention from academia and industry for systematically planning an IT landscape. Since EA is a relatively young discipline, a great deal of its work focuses on architecture representations (descriptive EA) that conceptualize the different architecture layers, their components, and relationships. Beyond architecture representations, EA should comprise principles that guide architecture design and evolution toward predefined value and outcomes (prescriptive EA). However, research on EA principles is still very limited. Notwithstanding the increasing consensus regarding the role and definition of EA principles, the limited publications neither discuss what can be considered suitable principles nor explain how they can be turned into effective means to achieve expected EA outcomes. This study seeks to strengthen the extant theoretical core of EA by investigating EA principles through a mixed methods research design comprising a literature review, an expert study, and three case studies. The first contribution of this study is that it sheds light on the ambiguous interpretation of EA principles in the extant research by ontologically distinguishing between principles and nonprinciples, as well as deriving a set of suitable EA (meta)principles. The second contribution connects the nascent academic discourse on EA principles to studies on EA value and outcomes. This study conceptualizes the "mechanics" of EA principles as a value-creation process, where EA principles shape architecture design and guide its evolution and thereby realize EA outcomes. Consequently, this study brings the underserved, prescriptive aspect of EA to the fore and helps enrich its theoretical foundations. Collapse

Abstract: Despite the growing adoption of AI in business operations, the potential differential effects of AI adoption on individual workers remain ambiguous. Drawing on the unique microdata of an on-demand food delivery platform, we investigate the impact of AI adoption on the labor productivity of delivery workers at different skill levels. Our results show that AI adoption enhances the workers' labor productivity by 3% on average. The enhancement effect was concentrated on low-and middle-skilled drivers (6.5% and 5%, respectively) without a significant effect on the high-skilled. Furthermore, the labor productivity gap involved improvements in overall system efficiency and customer service quality. Our study provides a piece of empirical evidence that introducing AI to markets with a significant labor productivity gap may bridge this gap and yield a Pareto improvement for all stakeholders. There is a lack of research which provides comprehensive synthesis and analysis of factors affecting the use and adoption of digital banking and payment methods in GCC countries. Thus, the aim of this paper is to provide a comprehensive literature review and perform weight and meta-analysis. By reviewing 46 studies, it was found that best predictors for digital payment and banking adoption in GCC countries are trust, perceived security and perceived usefulness. Based on the extensive literature review, the conceptual of factors affecting adoption digital banking and payment methods in Gulf countries model was proposed, which will set agenda for future research. Abstract: This study examines the relationship between the background of an organization’s top information systems executive or chief information officer (CIO) and what a CIO does. It provides a somewhat different picture of the much discussed relative merits of a CIO’s background. Findings indicate that a technical background has little relationship to what the CIO does once they become CIO. Where they are hired from, however, does relate to reporting line, business focus, and how and with whom they spend their time once hired. Abstract: Monitoring the complexity of a firm’s IT architecture is imperative to ensure a stable and flexible platform foundation for competing in the era of digital business strategy. However, IT architects lack IT support for dealing with this important problem. We engaged with five companies in a significant design science research (DSR) program and drew on the heuristic theorizing framework both to solve this problem through evolving IT artifacts and to accumulate nascent design knowledge. We base the design knowledge development on a conceptual framework involving three essential concepts for understanding and solving this problem: structural complexity, dynamic complexity, and problem-solving complexity. Drawing on this foundation, we address the research question: How can IT support be provided for reducing the problem-solving complexity of monitoring the structural and dynamic complexity of IT architectures in the context of a digital business strategy? To answer this question, we present a set of design principles that we derived from our iterative process of IT artifact construction and evaluation activities with five companies. Our nascent design knowledge contributes to the research on IT architecture management in the context of digital business strategy. In addition, we also contribute to the understanding of how, through the use and illustration of the heuristic theorizing framework, design knowledge can be accumulated systematically on the basis of generalization from IT artifact construction and evaluation outcomes generated across multiple contexts and companies.
