Abstract: The Digital Markets Act (DMA) constitutes a crucial part of the European legislative framework addressing the dominance of 'Big Tech'. It intends to foster fairness and competition in Europe's digital platform economy by imposing obligations on 'gatekeepers' to share end-user-related information with business users. Yet, this may involve the processing of personal data subject to the General Data Protection Regulation (GDPR). The obligation to provide access to personal data in a GDPR-compliant manner poses a regulatory and technical challenge and can serve as a justification for gatekeepers to refrain from data sharing. In this research-in-progress paper, we analyze key tensions between the DMA and the GDPR through the paradox perspective. We argue through a task-technology fit approach how privacyenhancing technologies -particularly anonymization techniques -and portability could help mediate tensions between data sharing and privacy. Our contribution provides theoretical and practical insights to facilitate legal compliance. Collapse

Abstract: Legal regulations such as European General Data Protection Regulation have put transparency as an essential characteristic of data-based information systems firmly into the focus of the system developers. Furthermore, enterprises increasingly consider challenging machine learning-based systems (MLS) to support particular business functions and hence require informed decisions based on explainable results of the MLS. This research in progress explores the information needs for the adaptation of predictive analytics MLS in a commercial setting. Using scenario-based survey and based on the technology acceptance model, insights into the transparency requirements from the users' perspective are derived and future research directions are outlined. This empirical investigation provides suggestions for potential factors influencing the adaptation of MLS in business context and supports design decisions for MLS. Future directions for the exploration of the role of transparency requirements for the acceptance of machine learning-based information systems are outlined. Collapse

Abstract: Blockchain technology is often proposed as an infrastructure for decentralized Know-Your-Customer (KYC) verification, i.e., a process determining whether a customer is eligible for a given transaction. The benefit of using blockchain technology lies in the expected compliance costs reduction for companies by automatically enforcing KYC-requirements, whose results are accessible by multiple financial institutions. While information systems researchers have proposed conceptual models and prototypes of blockchain-based KYC-systems, they do not yet consider severe penalties that are applicable to companies if KYC-requirements are not met. Hence, if the legal requirements for KYC-processes cannot be met, these systems are not applicable. The paper uses an objective-centered design science research approach to develop a blockchain-based KYC-system for the conduct of ICOs that is compliant-by-design. To this end, the authors first identify existing KYC-requirements and define corresponding system design objectives that are used to develop a KYC-system that automatically enforces KYC-regulations, thereby preventing money laundering and other forms of identity fraud. Second, the authors contribute to the literature by providing a blueprint for compliant-by-design blockchain-based KYC-systems, in the paper, integrated into the investment flow of an ICO. Third, the authors propose a KYC-system that is applicable in the real world, by making – due to legal certainty – KYC-processes cost-effective, i.e., the proposed blockchain-based KYC-system expectably reduces compliance costs for customers and financial organizations. Abstract: The rise of data analytics has spawned the data broker industry. Data analytics and data provisioning have played a pivotal role in data-driven advertising. In this study, we build an analytical model to analyze the strategic interactions between the data broker, competing publishers, and advertisers. We investigate the data broker’s data analytics and data provisioning strategies, publishers’ data purchasing strategies, as well as the advertisers’ choice between competing publishers. We find that the data broker’s data provisioning strategies depend on the difference of publishers’ information externalities and competition intensity between publishers. Interestingly, under some circumstances, the data broker chooses to sell competitor’s data only to the publisher with low externality, leading to lower provisioning of data. This result implies that the conventional wisdom that the data broker should sell more data to all publishers may not hold. We discuss the relevant implications and provide future research directions. Collapse

Abstract: This research examines the history of E-Democracy initiatives, instantiations, and findings via extant literature with the aim of leveraging this knowledge in the planning, design, development, and evaluation of a lawsourcing platform (Orozco 2016). The research purpose is to enable U.S. citizens to: (1) directly propose new bills for consideration by the U.S. Congress, either individually or collectively, and (2) give detailed and immediate feedback on pending and existing legislation by recommending unlimited additions, subtractions, or substitutions in text and by up or down voting entire initiatives. Related works show correlations between well-implemented government E-Services and improvement of internal relations of public administrations, relationships between administrations and citizens, and relationships between administration and the private sector (Alcaide-Muñoz et al. 2015; Tassabehji et al. 2007). Concurrently, U.S. citizens are seeing radical and expedient advances in private-sector information and communication technology (ICT) while the public sector remains technologically reactive, perceived as highly unfavorable by U.S. citizens, and less responsive to public sentiment in recent decades (Orozco 2016). Through a structured literature review, we attempt to define the relevant concepts, explore applicable theories, and discuss them in terms of design science research (DSR) frameworks (Hevner et al. 2004; Peffers et al. 2008).Initial findings from this research-in-progress will be presented for this TREO talk and encourage discussion concerning E-Government and related theories, past and existing E-Democracy initiatives, and DSR methodology. Abstract: Open Government Data (OGD) is increasingly an object of research. Whilst referred to as a platform problem, few studies examine the phenomenon using platform concepts. One challenge governments face is to establish thriving OGD ecosystems through appropriate platform governance. The governance of innovating complements on the demand side of platforms, such as services using OGD datasets by entrepreneurs for citizen users, is well studied in platform literature. However, understanding of the supply side and how third parties can be governed to help innovate platform core architecture, such a ministries sourcing quality datasets for OGD platforms, is lacking. In our preliminary study of emergent OGD platforms in Latin America, we construct a model extending concepts of boundary resources from the demand side to the supply side to expand our understanding of platform governance. In addition to contributing to platform governance theories, we improve our understanding of OGD platform ecosystem cultivation. Collapse

Abstract: Information Privacy gained visibility and rising awareness in society as well as media coverage due to the case of Cambridge Analytica and Facebook. This case demonstrates the extent of complex service ecosystems with a multitude of actors involved in actions that impact information privacy. As such ecosystems are nowadays ubiquitous the implementation of the General Data Protection Regulation (GDPR) seeks to establish responsibility regarding actions taken by data processors. With this paper, propose an analytical framework that builds on an analysis of privacy-invasive critical cases in complex service ecosystems. We applied a cross impact matrix to systematically identify critical issues. Additionally, by visualizing data flows between actors, privacy-critical issues in service ecosystems become apparent. Building on these insights privacy-related problem propositions are derived that lead to future design-oriented research directions. Thus, we propose a framework that helps scholars and practitioners to identify blind spots and privacy-critical issues in service ecosystems. Collapse

Abstract: In today’s globalized world, companies are faced with numerous and continuously changing legal requirements. To ensure that these companies are compliant with legal regulations, law and consulting firms use open legal data published by governments worldwide. With this data pool growing rapidly, the complexity of legal research is strongly increasing. Despite this fact, only few research papers consider the application of information systems in the legal domain. Against this backdrop, we pro-pose a knowledge management (KM) system that aims at supporting legal research processes. To this end, we leverage the potentials of text mining techniques to extract valuable information from legal documents. This information is stored in a graph database, which enables us to capture the relation-ships between these documents and users of the system. These relationships and the information from the documents are then fed into a recommendation system which aims at facilitating knowledge trans-fer within companies. The prototypical implementation of the proposed KM system is based on 20,000 legal documents and is currently evaluated in cooperation with a Big 4 accounting company. Collapse

Abstract: Trust is an important facilitator for successful business relationships and an important technology adoption determinant. However, thus far trust has received little attention in the context of cloud computing, resulting in a lack of understanding of the dimensions of trust in cloud services and trust-building antecedents. Although the literature provides various conceptual models of trust for contexts related to cloud computing that may serve as a reference, in particular trust in IT outsourcing providers and trust in IT artifacts, idiosyncrasies of trust in cloud computing require a novel conceptual model of trust. First, a cloud service has a dual nature of being an IT artifact and a service provided by an organization. Second, cloud services are offered in impersonal cloud marketplaces and build upon a nested network of cloud services within the cloud ecosystem. In this article, we first analyze the concept of trust in cloud contexts. Next, we develop a conceptual model that describes trust in cloud services. The conceptual model incorporates the duality of trust in a cloud provider organization and trust in an IT artifact, as well as trust types for the impersonal environment and the cloud computing ecosystem. Using the conceptual model as a lens we then review 43 empirical studies on trust in IT outsourcing and trust in IT artifacts that were identified by a structured literature search. The resulting conceptual model provides a conceptual typology of constructs for trust in cloud services, defines trust-building antecedents, and develops 19 propositions describing the relationships between trust constructs and between trust constructs and trust-building antecedents. The conceptual model contributes to research by creating grounds for future theory-building on trust in cloud contexts, integrating two previously disjoint strands in the trust literature, and identifying knowledge gaps. Based on the conceptual model, we furthermore provide practical advice for managers from service providers, platform providers, customers, and institutional authorities. Collapse

Abstract: The volume, velocity, variety and complexity of regulations are causing major information-related problems for the financial industry. The industry is increasingly looking to semantic technologies to help solve the many problems it faces—all of which are, in one way or another, data-, information- and knowledge-related. This design research (DR) study applies several semantic technologies to create an innovative regulatory compliance change management system prototype (RCMS). This ontologybased information system enables ground-breaking semantic tagging of lengthy and complex regulatory and legal texts, which are then loaded into a triple store for semantic querying and analysis. The findings of this DR study illustrate how practitioners can easily and efficiently identify and extract compliance obligations and prohibitions in regulatory and legal texts. This will enable them to meet the significant information-based regulatory compliance challenges they face. Initial reviews from practitioners across the financial industry highlight the relevance of our research. Collapse
