Abstract: Digital transformation in the public sector offers opportunities for developing countries to address socioeconomic development challenges related to citizen wellbeing. While countries in the developed world digitally transform their public sector procurement for socioeconomic development, many in the developing world are yet to do so. Existing information systems research on digital procurement in developing countries has focused more on adoption, strategy, and design. Little is known about how manual procurement practices are digitally transformed in the public sector of developing countries for socioeconomic development. This study employs interpretive case study as a methodology and activity theory as analytical lens to investigate how manual procurement activities in the public sector get digitally transformed and its effect on socioeconomic development in a developing country context. The findings have implications for research, practice, and policy.The developed procurement platform (GHANEPS) has two parts. These modules allow the performance of various procurement activities on the system. The PDW on the other hand is the database that stores information on all procurement activities and is supposed to be connected to external ERP systems, other data repositories, and business intelligence systems. The project manager observed in one of the training sessions that Our inability to successfully train and bring on board all public sector institutions is as a result of the COVID-19 emergence and other challenges in the public sector. This has delayed the training sessions. This means that the government effort to enhance the country's socioeconomic development within the medium term is going to be affected. Collapse

Abstract: This paper investigates the case of shipments of containers with avocados from farmers in Africa to grocery store shelves in the European Union. We find 3 predominant challenges to containerized shipping that effectively become trade barriers: international trade cost, lead time uncertainty, and security risks. We use activity theory to describe, understand, and analyze the shipping activity in the international trade ecosystem with focus on physical objects and their related information. We find that the shipment becomes problematic and can be characterized as a runaway object in the heterogeneous and multiple organizational setting of international trade. Our analysis of shipping reveals (1) inefficient collaboration across loosely coupled activity systems and (2) fragmented information infrastructures. We propose the solution of Shipping Information Pipeline, a shared information infrastructure, thus facilitating collaboration in containerized shipping and contributing to lowering trade barriers. Shipping Information Pipeline can significantly improve containerized shipping resulting in estimated potential benefits of up to 4.7% growth in global GDP. Collapse

Abstract: The single site implementation study is an invaluable tool for studying the large-scale enterprise solution. Together with constructivist frameworks and ethnographic approaches it has allowed the development of rich local pictures of the immediate and adaptive response by user organizations to the take-up of what are, today, often generic packaged systems. However, to view the packaged enterprise solution principally at the place where the user encounters it also has limitations. It produces somewhat partial understandings of these complex artifacts. In particular, it downplays important influences from other sites and time frames. This paper argues that if we are to understand the full implications of enterprise solutions for organizations then we should study their “biography.” This idea points to how the career of workplace technology is often played out over multiple time frames and settings. To understand its shaping therefore requires scholars to go beyond the study of technology at a single locale or moment and, rather, attempt to follow it through space and time. The paper develops two ideas to aid this kind of study. We discuss better spatial metaphors that might help us explore the hybrid and extended spaces in which packaged software systems develop and evolve. We also review improved temporal understandings that may capture the multiple contemporary and historical time frames at play. The paper concludes by discussing some possible research directions that a focus on the biography of a technology might allow. Collapse

Abstract: Scholarship addressing the social and organizational issues surrounding enterprise resource planning (ERP) systems is blossoming. However, many of these studies produce unhelpful readings of the characteristics of ERP and its implications for organizations. The typical ‘ERP implementation case study’ has been given undue emphasis within Information Systems (IS) research. Often influenced by constructivist frameworks and qualitative methodologies, including Actor Network Theory and ethnography, these approaches encourages actor-centered analysis and rich local pictures of the immediate response by organizations to these systems. However we are skeptical that the most useful way to study ERP is solely at the place where the user encounters it. One implication is that important influences from other levels and timeframes are missed from analysis. We propose an alternative research approach - the emerging ‘Biography of Artifacts Framework’ - that takes seriously the multiple locations and different timeframes in which ERP systems operate and evolve.
