Abstract: Digital transformation in the public sector offers opportunities for developing countries to address socioeconomic development challenges related to citizen wellbeing. While countries in the developed world digitally transform their public sector procurement for socioeconomic development, many in the developing world are yet to do so. Existing information systems research on digital procurement in developing countries has focused more on adoption, strategy, and design. Little is known about how manual procurement practices are digitally transformed in the public sector of developing countries for socioeconomic development. This study employs interpretive case study as a methodology and activity theory as analytical lens to investigate how manual procurement activities in the public sector get digitally transformed and its effect on socioeconomic development in a developing country context. The findings have implications for research, practice, and policy.The developed procurement platform (GHANEPS) has two parts. These modules allow the performance of various procurement activities on the system. The PDW on the other hand is the database that stores information on all procurement activities and is supposed to be connected to external ERP systems, other data repositories, and business intelligence systems. The project manager observed in one of the training sessions that Our inability to successfully train and bring on board all public sector institutions is as a result of the COVID-19 emergence and other challenges in the public sector. This has delayed the training sessions. This means that the government effort to enhance the country's socioeconomic development within the medium term is going to be affected. Collapse

Abstract: How to best incentivize farmers to conserve biodiversity on private land is an important policy question. Conservation auctions provide a mechanism to elicit farmers' opportunity costs, but their design is challenging and often suffer from low participation due to strategic complexity. Conservation auctions should ideally be incentive-compatible, address spatial synergies that maximize biodiversity gains, and respect the predefined budget of the government. Recent advances in mechanism design suggest budget-feasible auctions, but little is known about average-case efficiency. Based on this line of research, we introduce an incentivecompatible conservation auction mechanism that considers the bid taker's spatial synergies and respects budget. The results are compared against the celebrated Vickrey-Clarke-Groves mechanism. Our numerical results estimate the efficiency loss that can be expected for different assumptions on the synergistic values of the government. They provide evidence that budget-feasible mechanisms provide a new tool for policymakers in this domain. Collapse

Abstract: The digital movement has radically altered how manufacturing companies interact with their customers. By using Artificial Intelligence (AI), companies have drastically changed their value co-creation (VCC) strategies. We adopt a case study approach and engage with an original equipment manufacturer (OEM) to get a grasp of the phenomenon. Among the data collection methods we assume, we conduct semi-structured interviews with the company project team and its customer base. In addition, we collect secondary data and run focus groups within the studied firm's management team. This research in progress will advance a framework linking VCC with service maturity and identify the performance metrics required for the AI-based journey. Such a framework may assist practitioners in building services based on AI and VCC. Ultimately, we plan to offer theoretical implications to progress the AI and VCC debate and propose future research suggestions. Collapse

Abstract: Firms struggle with improving end-to-end (E2E) processes due to difficulties in establishing shared E2E process understanding across firm levels. Creating behavioral visibility into processes might provide a solution, but traditional methods are limited in effectiveness. Thus, process mining (PM), offering data-driven process discovery and measurement, shows promise, but its implications on creating and acting on a shared E2E process understanding remain unclear. Addressing this gap, we conduct a single case study at a manufacturing firm guided by theories of organizational learning and organizational routines. Our preliminary findings reveal how the data-driven behavioral visibility through PM enables four mechanisms within and between the individual, team, and firm levels to create a shared E2E process understanding and change. We contribute to business process management and PM research by showing how firms use PM to overcome challenges in the multi-level process of creating and acting on a shared E2E process understanding. Abstract: Firms often assemble digital infrastructures using continuously evolving software applications sourced from a multitude of vendors. Using the theoretical lens of the threat-rigidity thesis, we raise the possibility that during adverse environmental conditions, software-vendor diversification can be a source of organizational rigidity that may dampen firm performance. Empirical analysis using data on 918 large public U.S. firms operating during two severe environmental shocks, the global financial crisis and the burst of the dot-com bubble, lends strong support to our thesis. Results indicate that a variety of firm performance indicators (e.g., stock return and operating income measures) are negatively associated with software-vendor diversification during crisis periods. Mediation analysis highlights the role of IT-related material weakness in firms' internal controls in transmitting threat-rigidity effects that decrease performance. These results underscore the importance of software portfolio optimization for countering the dysfunctional effects of software-vendor diversification during adverse environmental shocks. Collapse

Abstract: Corporate open source governance aims to manage the increasing use of free/libre and open source software (FLOSS) in companies. To avoid the risks of the ungoverned use, companies need to establish processes addressing license compliance, component approval, and supply chain management (SCM). We proposed a set of industry-inspired best practices for supply chain management organized into a handbook. To evaluate the handbook, we ran a one-year case study at a large enterprise software company, where we performed semi-structured interviews, workshops, and direct observations. We assessed the initial situation of open source governance, the implementation of the proposed SCM best practices, and the resulting impact. We report the results of this study by demonstrating and discussing the artifacts created while the case study company implemented the SCM-focused governance process. The evaluation case study enabled the real-life application and the improvement of the proposed best practices. Collapse

Abstract: A holistic cost assessment of cloud computing ar-chitectures is currently hampered by the lack of assessment methods and the absence of a standardized and comprehensive total cost model. This creates uncertainty about cost developments of concrete scenarios and architectural changes. This article proposes a total cost of ownership model for cloud computing, covering the cost of adoption, procurement, migration, operation, usage, and exit. We evaluated our model in multiple application scenarios and against other models. Our model has shown to be substantially more comprehensive and applicable than other available models for cloud computing. Thus, our model can be useful both in practice and in research. We will demonstrate that our model can increase cost transparency and improve decision support. Collapse

Abstract: The transition from fossil fuels to renewable energy sources poses major challenges for balancing increasingly weather-dependent energy supply and demand. Demand-side energy flexibility, offered particularly by companies, is seen as a promising and necessary approach to address these challenges. Process mining provides significant potential to prevent a deterioration of product quality or process flows due to flexibilization and allows for exploiting monetary benefits associated with flexible process operation. Hence, we follow the design science research paradigm to develop PM4Flex, a prescriptive process monitoring approach, that generates recommendations for pending process flows optimized under fluctuating power prices by implementing established energy flexibility measures. Thereby, we consider company-and process-specific constraints as well as historic event logs. We demonstrate and evaluate PM4Flex by implementing it as a software prototype and applying it to exemplary data from a heating and air conditioning company, observing considerable cost savings of 1.56ct per kWh or 34.35%. Abstract: Strategic Agility allows organizations to rapidly respond to market movements and integrate these opportunities into their organization. Open Strategy, utilizing frameworks such as Objectives and Key Results, increases Strategic Agility by enhancing transparency and inclusiveness in strategy development and execution. However, leaders lack effective digital tools to rapidly align organizations at scale and track progress, especially when creating Strategic Agility. To address this, Enterprise Strategy SaaS Platforms (Strategy SaaS), a new breed of strategy software, is being developed to facilitate Digital-Enabled Strategic Agility (DESA). This research explores the enablers of Strategy SaaS adoption and its impact on DESA through two manufacturing cases using Integrated Affordance Theory. Results indicate Strategy SaaS enables organizations to sense, decide, coordinate, and act on their Open Strategy initiatives more effectively. However, it also requires additional enablers due to the business-led nature of implementation. The research contributes a tangible action plan for leaders to increase DESA. Collapse

Abstract: With this paper, we examine the use of data analytics for crisis management in automotive procurement departments. Possible business values of data analytics were part of numerous research approaches. Nevertheless, automotive manufacturers are repeatedly confronted with supply chain disruptions. Procurement departments have a central role within supply chains and are predominantly responsible for stable supply processes. Taking into account the potential of data analytics, such crises should be avoided or at least mitigated. Thus, there is the question, why data analytics cannot currently help automotive procurement departments by facing such crises. We therefore evaluate problems and obstacles by implementing and using data analytics in automotive procurement departments. Therefore, we talk to experienced procurement experts for evaluating practical insights. With our findings we provide practical insights and applicable recommendations for action with the goal of helping procurement leaders to better leverage data analytics for meeting current and future crises.
