Abstract: Smart city (SC) research is an engaging research area as evidenced by a rising number of publications indexed in the most relevant global citation databases. However, research advances are not equally discussed and distrib­ uted within Europe. This study puts a focus on the specific geographic location of Southeast Europe (SEE), intending to fill the gap in understanding the research advances in this part of Europe. The aim of this descriptive review was to systematically investigate peer-reviewed publications focused on SC research in SEE in order to present the findings and the state-of-art in this research domain. Seventy-four papers were thoroughly studied, analysed and classified based on their focus on SC themes and common sub-themes. While smart governance had been studied extensively in the SEE region, topics related to the smart economy and smart people received low attention from researchers. Mapping the selected papers to the Plan-Do-Check-Act (PDCA) cycle showed that SC research in SEE is still in the conceptualising and planning stages, with very little evidence from the real implementation and follow-up activities. From the stakeholders’ perspective, the focus is on the institutional point of view as most of the papers present their findings in relation to (national or local) government bodies or policies, without balancing with corresponding businesses’ or individuals’ (users’) point of view. In general, user involvement was found to be very low in regards to current SC research in the SEE region. Collapse

Abstract: Digital government applications and models often add layers to existing structures, organizations, and routines to facilitate public services. In most states digital government is thus added to established structures and organizations, but what happens when egovernment develop at as an integrated part of new state building? This is the overall question in this paper presenting an analysis of best practices of e-government in six countries in the Western Balkans – Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia. The cases of best practice have been identified through an interactive research process, and analyzed through a combined lens of eGovernment stage-models and core public values. The analysis shows how new digital government applications and innovations are designed and used in new democracies as part of new state building structures. The findings indicate a lack of new institutional arrangements for digital government. Taken together it shows that the development of eGovernment in the Western Balkans follows a path-dependence of other states, in spite of the opportunities for more innovative and sustainable eGovernment by continuing the institutional reformation. Abstract: This paper examines the role of adverse economic conditions and human capital on different types of collaboration within agri-food supply chains. Data was collected from the Greek agricultural sector, covering periods of economic hardship. The results reveal that the impact of adverse economic conditions on the collaborative constructs of goal congruence, decision synchronization, incentive alignment, resource sharing and joint knowledge creation is nonlinear, specifically an inverted U for all of them. For collaboration constructs of information sharing and collaborative communication, the results reveal that under adverse economic conditions, the farmers do not collaborate. We also show that aspects of human capital such as age, education and farming experience affect collaboration. Our contribution lies in investigating the potential non-linear relationship between adverse economic conditions and various types of collaboration. Therefore, this study provides several managerial implications and insight for policymakers, while filling a crucial gap in the literature due to the limited existing studies that consider the impact of adverse economic conditions on agri-food supply chains. Abstract: The goal of this study is to explain how and why people alter their cognition and attitude toward e-service quality, satisfaction and loyalty, depending on their perspective. We surveyed bank employees from two perspectives: first as employees and internal users for an internal perspective and then as external customers for an external perspective. The results of the empirical analysis indicated a change in e-service quality factor significance and impact and relationships among eservice quality, satisfaction and loyalty. Context- and servicetype dependency is empirically confirmed. The moderator variable is type of service. The findings are explained. Theoretical and practical implications are discussed through the lens of theory of reasoned action, the technology acceptance model and expectancy-disconfirmation theory. Collapse

Abstract: We introduce a novel decision support framework that allows decision makers (DMs) to assess the informativeness of a ranking of alternatives provided by different experts and to extrapolate additional evaluations based on the distributional bias and entropy inherent to those received from the experts. In the proposed framework, expert analysts rank several alternatives within opportunities versus threats space of potential evaluations. The resulting rankings of alternatives vary among experts due to differences in the set of evaluation criteria chosen and to the subjective weights assigned by the experts to the criteria considered. As a result, DMs observe biases in the evaluations provided by the experts and variations in the degree of informativeness among alternatives. Thus, DMs must use the information available to them to assess the reliability of the ranking obtained from the experts' evaluations. In this regard, the distributional bias generated by the evaluations received will be used to define the dynamic structure of an algorithm that allows DMs to extrapolate additional expected evaluations and modify the initial ranking proposed by the experts accordingly. At the same time, the entropy generated by the evaluations will be used to validate the reliability of the resulting rankings and to determine the stopping rule for the data generating algorithm. A numerical example based on the North Atlantic Treaty Organization (NATO) membership enlargement problem is presented, where several teams of experts provide different evaluations on a set of applicant countries. A battery of Monte Carlo simulations has been performed, and alternative biased approaches have been followed. The rankings obtained have been compared with those resulting from our framework. Abstract: Recent developments in information and communication technology (ICT) have facilitated integration along supply chains. Besides technological advancement and governmental support, Small and Medium Sized Enterprises (SMEs) still face significant challenges when integrating into global supply chains. In a study of SMEs operating in an international wine supply chain that spans Northern, Central, Southeastern Europe and Southern China, we identify the importance of business partners’ relationships factor for ICT use and adoption due to ICT’s role in bridging suppliers and customers. Specifically, we identify six factors – trust, distrust, communication, information sharing, collaboration and ties – of inter-organizational relationships, and explore their impact on ICT use and adoption. These insights about inter-organizational relationships in an international supply chain have important implications for managers involved in managing international supply chain relationships. Abstract: It is generally accepted that the capacity of a country's information and communication technology capability can potentially bring about development. While this has been true in some countries, the same benefits to economic development from ICT infrastructures have not accrued in other countries. This is particularly the case with emerging economies as their populations with low to middle capita incomes are particularly susceptible to opportunities and risks brought about by ICTs. There is still much to be known about why this is the case. This paper makes a contribution in that direction by classifying a set of countries based on their ICT infrastructures, skills and growth rates. It analyzes a dataset of 183 countries using a k-Means multivariate clustering technique to arrive at a classification of countries. A comparative analysis of the clusters revealed that ICT infrastructure and skills are interrelated and comprise ICT capacity. The analysis suggests that economic growth does not always follow the existence of ICT capacity in emerging economies but skills do effect their ability to grow from their ICT infrastructures. The clusters were mapped based on their ICT capacity and growth to highlight the differences in their ICT capacity. The contribution of the paper is in the development of the ICT Capacity construct and in uncovering two types of emerging economies with two different levels of ICT capacity. This has implications for further investigation of how ICT infrastructures are used to develop and source skills from emerging economies. Collapse

Abstract: This paper examines how Greece nearly went to war with Turkey in 1996 over the uninhabited islets of Imia, to the detriment of the Greek decision makers involved. This escalation was driven by fragmented, piecemeal reactions resulting from the organizational structure of the Greek administration, which shaped identities, defined repertoires of action, sustained routines, and filtered and interpreted information. The division of labor inevitably imposed local responses that were not well calibrated. More importantly, the escalation was driven by a lack of hierarchical intervention, which was due to the conditions at the time. Drawing on this case as a natural experiment, the paper highlights the threefold role of hierarchy, which consists of devising means to structure attention and identify how problems are perceived and responded to; control and rein in routinized responses through exception management in the realm of actions; and helping to reframe problems by performing exception management at the level of cognition. In our case study, the hierarchy failed resulting in the issue being poorly framed, responses being local and disaggregated, and each partial reaction worsening the problem, leading to an escalation. This paper articulates a potential raison d'être for hierarchy, and considers the conditions that allow it to play its role to the full. Moving beyond the specifics of the case, the paper extends Cyert and March's work by considering the role of organizational structure and hierarchy in shaping search behavior and defining how problems are framed, and by providing a dynamic conception of organizational design. Implications for theory and practice are discussed. Collapse

Abstract: The “digital divide” between developed and non-developed countries in terms of adoption of new technologies and particularly the Internet and electronic commerce is a heavily debated and frequently discussed issue. In this paper we examine south eastern Europe as one of the less technologically advanced regions in Europe. We use data from 8 counties, namely Albania, Bulgaria, Cyprus, FYROM, Greece, Israel, Moldova and Romania, which have been collected from local key stakeholders such as government agencies and professional bodies. The data are analysed using SWOT analysis with the view to portray the situation of electronic commerce adoption in each country under investigation. A collective analysis of the research findings offers the possibility to offer some recommendations about good practices in electronic commerce policy making towards the elimination of the digital divide.
