Abstract: This paper proposes a framework for considering how practice diffusion drives the adoption of IoT technology and fuels institutionalization of solutions within service ecosystems. Practice diffusion requires the adaptation of a practice (using a wearable device) as it emerges across distinct sociocultural contexts. The adaptation of practices allows for the adoption of technology in different ways. New materials are linked with pre-existing meanings and competences as practices emerge and become embedded within a social structure. For IoT technologies, materials include a device and its associated digital data. Thus, practice adaptation requires linkages that enable the integration and use of both a device and data. We highlight a growing mental health crisis and the potential of wearable devices as medical aids, particularly for adolescents who spend much of their time connected to the internet. We consider important linkages to help institutionalize unique solutions for those in need. Collapse

Abstract: There is a broad consensus that social media platforms have become critical tools for policymakers in achieving various policy objectives in a country. Therefore, an in-depth understanding of the ICT-based country-level determinants of social media diffusion has become necessary. To this end, we propose a government-people-technology (GTP) framework for categorizing the ICT-based country-level determinants of social media diffusion into three dimensions. Using this framework and utilizing archival data from 107 countries, we examine the roles of ICT in the government's vision, ICT law maturity, Internet bandwidth, ICT cost, ICT skill, and capacity to own ICT in influencing social media diffusion. A quantile panel data regression results reveal that ICT in the government's vision, ICT law maturity, Internet bandwidth, and capacity to own ICT were positively associated with social media diffusion. In contrast, ICT cost was negatively associated with it. Thus, by offering a new framework, we contribute to the technology diffusion literature by emphasizing the role of government, people, and supportive technologies in driving social media diffusion at the country level. Abstract: Information and communication technology for development (ICT4D) research are increasingly impactful in the field of IS, as they aspire to deliver developmental benefits across the different domains of application. Unfortunately, many ICT4D projects often fail to demonstrate in a quantifiable way how they have contributed to development. The United Nations mechanisms for global development, currently the Sustainable Development Goals (SDGs), offers a quantifiable basis for assessing developmental goals attainment in general, and has been adopted for some ICT4D projects. However, there is a knowledge gap regarding how SDGs can be achieved through ICT4D initiatives at the local levels, especially when indicators for SDGs are all at a global level. In this research, we propose a Theory of Change (ToC) approach to link ICT4D project outcomes to specific SDG targets through a set of clearly articulated change pathways. We demonstrate how project-level indicators can then be developed to measure the ICT4D project's impact on SDGs. An example of the approach is provided in the context of the Techies Without Borders project called 'Continues Medical Education Solutions (CMES). The case study shows how ToC is used to explicitly create project-level indicators that are linked to a specific SDG target. This research makes an important contribution by providing guidance to IS researchers seeking to align ICT4D projects with UN SDGs. Collapse

Abstract: Problem-solving in complex environments requires a cognitively demanding search for task solutions. Managing this search process presents a major challenge in organizations. We contribute to the literature on this topic by providing new evidence on the cognitive antecedents that shape how individuals search when engaged in complex problem-solving tasks. We present results from three laboratory studies, wherein 335 individuals solved a complex task. In doing so, they generated behavioral data coupled with survey-based measurements of the individuals’ cognitive styles and performance-based tests of their cognitive abilities. Our data analysis contributes to the current literature by documenting systematic heterogeneity in the persistence and distance of search that can be explained by the participants’ level of creativity, attention to detail, and executive functions. Abstract: Drawing on institutional anomie theory, we examine how the crisis in local newspapers has induced organizational wrongdoings in local communities. We argue that, because local newspapers are the primary source of accountability journalism in local communities, their decline leads to an anomic state that increases the scale of organizational wrongdoing. We also investigate whether institutional complementarity helps overcome the anomic state: Due to functional similarity, community social connectedness compensates for the scarcity of local newspapers. Our analysis of U.S. metropolitan areas for the period of 2007–2015 reveals that the positive relationship between local newspaper scarcity and the scale of organizational wrongdoing is not present in all communities but does appear when a community lacks community social connectedness. We also find that this moderating role of community social connectedness is observed only for internal organizational wrongdoings that are less visible to the public than external ones. Collapse

Abstract: This introduction to the special issue on Data Governance, Digital Innovation, and Grand Chal­ lenges highlights the importance of data governance when seeking to address grand challenges through the innovative use of digital technologies. The benefits, risks, and consequences of data, ubiquitous in today’s data-rich world, can be harnessed for innovation and societal good. How­ ever, there are no guarantees that (only) desirable outcomes will develop. The creation and exploitation of vast data stockpiles raise substantial concerns about privacy, data security, equity, and the potential for harm from data misuse. Meaningful approaches to data governance within and across organizations are critically important to facilitate digital innovation and to balance social, economic and technical benefits and risks for individuals, organizations, and societies. In this introductory paper, we reflect on foundations established to date in information systems (IS) research and highlight possible future directions for scholarship on data governance across multiple levels to enhance digital innovations for transformation and societal good. Abstract: The diffusion of disinformation via social media has become a pressing societal concern for business leaders and policy makers. In recent years, online disinformation has been implicated as a source of field-level institutional change across a variety of societal contexts. To better un­ derstand how online disinformation changes institutional issue fields, we explore how digital materiality affords users opportunities to create and propagate disinformation. We introduce and define three social media material features: modular content, content flow, and manifold network structures. From these digital materiality elements, we articulate three disinformation affordan­ ces: crafting, amplifying, and partitioning. We rely on several vignettes – far-right political conspiracy group, QAnon, anti-vaccination (i.e., anti-Vaxxers), and flat Earth beliefs – to illustrate how social media users exploit digital materiality and enact disinformation affordances. Our theoretical development also contributes to our understanding of how online disinformation disrupts institutional issue fields. In particular, we highlight several potential changes to insti­ tutional issue fields regarding power centralization, subfield structures, and institutional infra­ structure. We conclude by offering recommendations for future research and social media policy. Collapse

Abstract: Prior work has maintained that organizations benefit from managing the transfer of proprietary knowledge. Transfer is often advantageous within organizational boundaries but may be harmful across them, because it might erode competitive advantage. Hence, we ask: How can organizations affect the direction in which knowledge flows? We examine the role of organizational climate as a governing mechanism for knowledge transfer. Our empirical strategy consists of a mixed-methods approach leveraging qualitative and experimental data over two cycles of theory building and theory testing. We start with an extensive field study of the European Organization for Nuclear Research (CERN), leveraging the insights from desk research, field observations, 53 interviews, and a laboratory-in-the-field experiment involving 518 physicists. We then provide a causal test of the emerging framework by means of two laboratory experiments with 389 participants. Our findings suggest employees are more likely to transfer knowledge to their colleagues when they identify as an integral part of the organization, but they would rather transfer knowledge to outside competitors when their organization encourages them to outperform coworkers. Abstract: The design space of future mobility services is considered a wicked problem, as many stakeholders from the public and private sectors need to collaborate to create sustainable future services. Recent years have shown a growing interest in utilizing urban living labs (ULL) and similar quadruple helix approaches toward addressing wicked design challenges. However, when engaging in co-creation through living labs, many actors also see potential in adapting methodology and new ways-of-doing, to appropriate it and improve readiness for tackling other wicked challenges. The article draws upon a ULL initiative in the mobility service context to explore the main challenges for ULL partners to retain the ways-of-doing that develops in co-creation activities. Through our study, we identified that cocreation needs to be grounded in the known, to facilitate search and co-appropriation of the unknown as key for retaining ways-of-doing in ULL initiatives. Abstract: Digital health data quality is a critical concern in the healthcare industry, jeopardizing the secondary use of data for revolutionizing population health, and hindering patient care and organizational outcomes. Limited published evidence exists for explaining why these data quality issues emerge. The Odigos framework is a notable exception asserting that data quality issues emerge from three worlds: material world (e.g., technology artifact), personal world (e.g., technology users/use), and social world (e.g., organizations/ institutions) but has yet to systematically unpack the elements within these worlds. Through deductive and inductive analysis of interview data from a case study of the Emergency Department of Australia’s first large digital hospital, we apply and extend the Odigos framework by identifying elements emanating from the three worlds and their interrelationships as root causes of data quality issues. These elements can then be used by hospitals to develop strategies to proactively improve their digital health data quality. Collapse
