Abstract: Virtual Social Networks (VSN) act as a catalyst for the success of the active participation of citizens in information sharing, collaboration, and decision making. VSN based e-participation tools allow many-to-many communication and collaboration near real-time with users who might be in geographically dispersed locations. It provides a platform to voice opinions and perspectives and share them with others in new and innovative ways. Cybersecurity is a key area that needs to be considered for the success and continuous use of e-participation systems as it protects user privacy and helps to avoid scams, harassment, and misinformation. The intervening effect of cybersecurity protection mechanisms and citizens’ education level on the relationship between VSN diffusion and e-participation initiatives is explored in the proposed research model presented in this paper. Moreover, this research model is explored for different stages of e-participation (e-information, e-consultation, and e-decision making) and the five dimensions of cybersecurity (legal, technical, organizational, capacity building, and cooperation). The findings indicate that improved VSN usage has increased e-participation (especially in e-consultation and e-decision making) as a result of improved cybersecurity protection and public education, highlighting the varying importance of different cybersecurity protection measures for three stages of e-participation. Thus, considering the recent problems like platform manipulation, misinformation and data breaches associated with the use of VSN for e-participation, this study emphasizes the importance of regulations, policies, partnerships, technical frameworks, and research to ensure cybersecurity, as well as the importance of education to enable the public to interact productively in e-participation activities. This study is performed using publicly available data from 115 countries and the research model is developed, drawing theoretical basis from the Protection Motivation Theory, Structuration Theory, and Endogenous Growth Theory. Abstract: In the United States and around the world, gun violence has become a long-standing public safety concern and a security threat, due to violent gun-related crimes, injuries, and fatalities. Although legislators and lawmakers have attempted to mitigate its threats through legislation, research on gun violence confirms the need for a comprehensive approach to gun violence prevention. This entails addressing the problem in as many ways as possible, such as through legislation, new technological advancements, re-engineering supply, and administrative protocols, among others. The research focuses on the technological, supply, and administrative aspects, in which we propose a manner of managing gun-related data efficiently from the point of manufacture/sale, as well as at points of transfers between secondary sellers for the improvement of criminal investigation processes. Making data more readily available with greater integrity will facilitate successful investigations and prosecutions of gun crimes. Currently, there is no single and uniform platform for firearm manufacturers, dealers, and other stakeholders involved in firearm sales, dissemination, management, and investigation. With the help of Blockchain technology, gun registry, ownership, transfers, and, most importantly, investigations, when crimes occur, can all be managed efficiently, breaking the cycle of gun violence. The identification of guns, gun tracing, and identification of gun owners/possessors rely on accuracy, integrity, and consistency in related systems to influence gun crime investigation processes. Blockchain technology, which uses a consensus-based approach to improve processes and transactions, is demonstrated in this study as a way to enhance these procedures. To the best of our knowledge, this is the first study to explore and demonstrate the utility of Blockchain for gun-related criminal investigations using a design science approach. Collapse

Abstract: Customers in sales processes increasingly encounter automated sales agents (ASAs) that complement or replace human sales agents (HSAs). Yet, little is known about whether, how, and why customers respond to ASAs in contrast to HSAs across successive decision stages of the same sales process. Even less is known about customer responses to HSA-ASA combinations, where both agents assume distinct roles and focus on complementary tasks that are traditionally performed by only one single sales agent. Against this backdrop, this paper explores the influence of increasingly common sales representative (rep) types (i.e., ASA, HSA, and HSA-ASA) on customer decisions across sales stages. Drawing on information processing theory and the literature on hedonic-utilitarian decision making, we investigate customer responses to text-based ASAs from vendor companies in two common early stages of email sales processes (i.e., sales initiation stages) when customers successively decide whether to indicate their initial interest in an offer and then, whether to provide their contact information. Specifically, we conducted two complementary multi-decision experiments, namely (1) a randomized field experiment in a high-stakes sales initiation setting (n = 325) and (2) a subsequent randomized online experiment to complement the real-world insights (n = 408). Our core findings reveal reversing effect patterns of sales rep types across stages: although customers are more likely to indicate their initial interest to HSAs (versus ASAs) because of HSAs’ higher levels of social presence, they are less likely to provide contact information to HSAs because of HSAs’ lower levels of performance expectancy and effort expectancy. We also show that HSA-ASA combinations can be reasonable options for single ASAs, yet contextual features of the sales setting may affect differential customer responses to HSA-ASA combinations (versus ASAs) in each sales stage. Taken together, we uncover shifting effect patterns in customer responses to sales rep types across successive sales stages and shed light on the consecutive underlying mechanisms that explain these shifts. These findings have significant implications for vendor companies seeking to allocate HSAs and/or ASAs effectively across various decision stages in sales processes and beyond. Abstract: There is a broad consensus that social media platforms have become critical tools for policymakers in achieving various policy objectives in a country. Therefore, an in-depth understanding of the ICT-based country-level determinants of social media diffusion has become necessary. To this end, we propose a government-people-technology (GTP) framework for categorizing the ICT-based country-level determinants of social media diffusion into three dimensions. Using this framework and utilizing archival data from 107 countries, we examine the roles of ICT in the government's vision, ICT law maturity, Internet bandwidth, ICT cost, ICT skill, and capacity to own ICT in influencing social media diffusion. A quantile panel data regression results reveal that ICT in the government's vision, ICT law maturity, Internet bandwidth, and capacity to own ICT were positively associated with social media diffusion. In contrast, ICT cost was negatively associated with it. Thus, by offering a new framework, we contribute to the technology diffusion literature by emphasizing the role of government, people, and supportive technologies in driving social media diffusion at the country level. First, we address why a focus on doing impactful research that creates public value is vital for the present and the future of the information systems (IS) field. The paper discusses the regulatory challenges surrounding ESG and the position that data technologies have assumed in addressing such issues. The case explored with this research is Bloomberg's methodology for proprietary ES Scores. This study contributes to the e-government literature by emphasizing how the absence of law both accelerates and constrains the scope of technology and how technology alleviates regulatory concerns whilst also assuming governing properties. Abstract: Requests for a coordinated response during the COVID-19 pandemic revealed the limitations of locally-operating public health agencies (PHAs) and have resulted in a growing interest in their digitalization. However, digitalizing PHAs – i.e., transforming them technically and organizationally – toward the needs of both employees and citizens is challenging, especially in federally-managed local government settings. This paper reports on a project that develops and evaluates a continuous (vs. a staged) maturity model, the PHAMM, for digitalizing PHAs as a cornerstone of a digitally resilient public health system in the future. The model supports a coordinated approach to formulating a vision and structuring the steps toward it, engaging employees along the transformation journey necessary for a federally-managed field. Further, it is now being used to allocate substantial national funds to foster digitalization. By developing the model in a coordinated approach and using it for distributing federal resources, this work expands the potential usage cases for maturity models. The authors conclude with lessons learned and discuss how the model can incentivize local digitalization in federal fields. Collapse
