Abstract: Digital platforms have emerged as an important technology underpinning the new economy. A key problem in such platforms concerns provisioning decisions for customer-service requests, in order to maximize the pro­ vider’s revenue subject to resource availability. Provisioning is important to meet customer needs, and in turn, for customer retention. The service provisioning problem, in addition to being NP-hard, is further compounded by the fact that the timeframe to make provisioning decisions is short, and more importantly, varies considerably across different platform domains. Digital-platform customers often request bundled services and are sensitive to when tasks get completed. We describe a behavioral-economic model of this problem and develop a domainindependent solution featuring a judicious combination of optimization-backed rule-based approach. Through extensive computational results, we show how our approach has the potential for generalizability and tailor­ ability across different domains in a seamless manner, thus offering the advantages proposed in the softwarereusability literature. Implications to platform sustainability, reusable platform solutions and to practical ap­ proaches to real-time platforms are also provided. Collapse

Abstract: Economies of the world invest in ICT with the uniform purpose of obtaining socio-economic benefits. Determination of the most appropriate path of success linking ICT to socio-economic benefits is a complex multidimensional problem that is not amenable to methodological approaches based on a single perspective. Policy analysts and researchers are, therefore, in need of adequate tools for modelling and analysing the complex ICT4D investment problem. In this paper, we present a consistent solution-oriented theoretical and methodological approach that focuses on discovering pitfalls and best practices that the experience of travelling “ICT → outcomes” path may offer. Specifically, we ask: “What are some lessons that ‘newer entrants’ (represented by the economies of Sub-Saharan Africa (SSA)) may learn from ‘earlier travelers’ (represented by Transition Economies (TE))?” Among many findings is the difference in the sources of growth in productivity between the SSA- and TE-dominated groups of economies. Besides practical insights, this study offers several contributions to policy-makers and researchers including: a theoretical framework that allows for conceptually complex inquiries into the matters of ICT4D and a multi-method methodology that can be used to identify (a) important areas suitable for benchmarking and (b) differences requiring a customised context-specific approach. Abstract: Process performance is influenced by the teams involved in those processes. However, objectively evaluating team performance is challenging. Process mining literature has mostly focused on the characteristics of social networks rather than their performance. Following design science research principles, we designed a method for objectively benchmarking team performance using process mining, data envelopment analysis, and social network analysis. Our stepwise method provides guidelines on choosing appropriate data, extracting teams, identifying and calculating relevant metrics, benchmarking team performance, and determining improvement areas by considering the process context. We demonstrate the application on a real-life loan management process. We conducted interviews with business professionals to validate the usefulness and applicability. The results show that the method can provide an objective and transparent mechanism for comparing the performance of teams. The method can be used by organizations to form efficient teams and facilitate an increase in productivity. Collapse

Abstract: Problem Definition: Queensland’s Compulsory Third-Party (CTP) Insurance Scheme provides a mechanism for persons injured as a result of a motor vehicle accident to receive compensation. Managing CTP claims involves multiple stakeholders with potentially conflicting interests. It is therefore pertinent to investigate whether ‘best practice’ for claims processing can be identified and measured so all claimants receive fair and equitable treatment. The project set out to test the applicability of a mixed-method approach to identify ‘best-practice’ using qualitative, process mining, and data mining techniques in an insurance claims processing domain. Relevance: Existing approaches typically identify ‘best practice’ from literature or surveys of practitioners. The study provides insights into an alternative, mixed-method approach to deriving best practice from historical data and domain knowledge. Methodology: The study is a reflective analysis of insights gained from a practical application of a mixed-method approach to determine ‘best practice’. Results: The mixed-method approach has a number of benefits over traditional approaches in uncovering best practice process behavior from historical data in the real-world context (i.e., can identify process behavior differences between high and low performing cases). The study also highlights a number of challenges with regards to the quality and detail of data that needs to be available to perform the analysis. Managerial Implications: The ‘lessons learned’ from this study will directly benefit others seeking to implement a data-driven approach to understand a ‘best-practice’ process in their own organization. Abstract: In this investigation we use a modified Networked Readiness Index (NRI) framework to investigate whether (1) ICT capabilities impact public value creation, and (2) if the public value is associated with the socio-economic impact of ICT capabilities. In the case of this study the construct Public Value is represented via two different proxies. In the first case we use a perception-based measure of public value (as represented by the World Government Indicators) and in the second case we use a surrogate objective measure (as represented by the Cost of Business Startup Procedures (CBSP)). We use a six-step multi-method methodology that involves Cluster Analysis, Correlation Analysis, Decision Trees Induction, Data Envelopment Analysis, Association Rules Mining, and Ordinary Least Squares regression to conduct the inquiry in the context of 26 Sub-Saharan (SSA) economies. Results of our data analysis include: 1) the set of economies with better developed ICT Capabilities are relatively more efficient in converting ICT Capabilities into Public Value than the relatively poorer economies with less developed ICT Capabilities; 2) High levels of ICT capabilities in the areas of Affordability Readiness, Skills Readiness, the Political & Regulatory Environment, and Business Usage allow for relatively more efficient generation of Public Value. Abstract: Strategic decision making problems in the public policy domain typically involve the comparison of competing options by different stakeholders. This paper considers a real case study dealing with potential actions to be ranked for the regeneration of disused railways in Italy. The study involves multiple conflicting criteria such as an expected duration of construction works, costs, number of potential users, and new green areas. Within this context, we demonstrate that Post Factum Analysis (PFA) coupled with Decision Aiding supports the development of robust recommendations. The role of PFA is to highlight how the actions' performances need to be modified so that the recommendation is changed in a desired way. In particular, it highlights the minimal improvements that would warrant the feasibility of a currently impossible outcome (e.g., achieving a better position in the ranking) or the maximal deteriorations that alternatives can afford to maintain a target result (e.g., not losing their advantage over some other options). The use of a focus group with both experts and participants in the decision making process provided insights on how PFA can support: (i) the creation of arguments in favour or against the respective options under analysis, (ii) understanding of the results' sensitivity with respect to possible changes in the performances assigned to actions on different criteria, (iii) a better informed discussion about the results among the participants in the process, and (iv) the development of new/better alternatives. Abstract: This study discusses a use of DEA–DA (Data Envelopment Analysis–Discriminant Analysis) to assess the corporate value of IT (Information Technology) firms and other manufacturing firms. It is widely known that Tobin's q is a ratio that serves as a measure of corporate value. This study explores a linkage between DEA–DA (as a methodology) and Tobin's q (as a theoretical basis for corporate performance) via the measurement of Altman's Z score (as a financial performance). The Z score provides us with aggregated information regarding financial ratios and other financial measures that investors usually examine in their investment decisions. This study applies the proposed approach to compare between Japanese IT and manufacturing firms. The empirical evidence obtained in this study indicates that R&D (Research and Development) expenditure enhances the corporate value of Japanese IT and manufacturing firms. However, the R&D expenditure of IT firms is important but not essential, compared with other manufacturing firms in Japan. The empirical result is inconsistent with the opinion of many corporate leaders and individuals who are associated with the IT industry. They believe that the R&D expenditure is essential for the Japanese IT industry to maintain its international competitiveness in the global market. In addition to the R&D expenditure, the empirical study indicates that IT leaders need to pay attention to the reduction of an R&D cycle time to enhance their competitiveness because a market cycle time of IT products is less than that of the other manufacturing products. The findings on Japanese IT and manufacturing industries are applicable to other industrial nations. Collapse
