Abstract: The COVID-19 pandemic has fueled attention towards strategic decisions on business value, crisis responses, and social aspects. Correspondingly, there is an urgent need for identifying relevant key performance indicators (KPIs) to support the decision-making process and survive from exogenous shocks. The paper focuses on the cultural sector, one of the social and economic sectors that has faced severe disruption by the pandemic. The objective of this study is to conduct a literature review on KPIs, especially for organizations in the cultural sector, with relevance to massive data and crisis response. The research results indicate the novel balanced scorecard covering the perspectives of finance, customers, web, social media, and crisis responses for crisis-ready organizations. The importance and originality of this study are that it updates the traditional balanced scorecard with KPIs in the era of digitalization to remain agile and resilient in the pandemic. Collapse

Abstract: This paper offers a novel contribution to an evidence-based assessment of the attractiveness features (or perceived qualities) of cities or urban neighbourhoods, based on a quantitative evaluation of such areas by introducing and applying what is called ‘city-love’ analysis. To put this new concept in context, we offer first a concise overview of related and complementary notions (e.g. happiness, satisfaction, well-being, quality of life, contentment). Then we propose a new departure for attractiveness research pertaining to micro-based infor­ mation on residents or users of cities by introducing the notion of a ‘city-love production function’. This function expresses the ability of cities to enhance the love or appreciation for a city or its neighbourhoods through an appropriate combination of five specific ‘city capital’ constituents. We test the validity of this so-called ‘Pentagon’ approach to city love by means of the city-love production function using a multivariate econometric model based on extensive heterogeneous statistical data on municipalities in Sweden and complemented with cell phone data. Our results are confronted with empirical ‘big data’ on the appreciation of Swedish places – and their characteristics – taken from social media platforms. The study offers also interesting findings from an advanced spatial-econometric and multilevel modelling approach. Our estimations show that the concept of the city-love production function allows us to quantitatively uncover important determinants of citizens’ love for their local environment. Collapse

Abstract: In this paper we focus on the emerging phenomenon of Open Government Data Platforms (OGDPs), in particular those that provide open performance data to general public. Governments world-wide continue to implement these platforms, aiming to increase transparency and accountability. However, in spite of their positive intentions, ODGPs that provide performance data (e.g. about schools or hospitals) are reported to create serious harmful social effects. While the related literature has reported numerous cases of these unintended effects, the questions regarding why and how they emerge remain open. This is not surprising, given the complexity and dynamics of processes instigated through the use of ODGPs by a very large number of known and unknowable actors. Through a diffractive reading of complexity theories, in particular Complex Adaptive Systems (CAS) and sociomateriality, in this paper we propose a Complex Adaptive Sociomaterial Systems (CASS) theorization of OGDPs. Drawing from a case of OGDP in Australia called My School, which provides open performance data for more than 10.000 schools, we demonstrate how the proposed theoretical lens of CASS enables us to reveal and explain why and how these platforms perform unintended, yet serious social harm. Given that OGDPs are rapidly emerging around the world, our research opens a pathway for a research-informed public discourse about their harmful effects and responsibilities of different stakeholders. Abstract: This paper presents results from a mapping study commissioned by Swedish International Development Agency (Sida), which has supported regional and global networking within the field of culture. The mapping study was carried out in East Africa to find ways to collect and use experiences already made and to draw conclusions on the status and use of ICT in the culture networks supported by Sida. Another goal was to gain an understanding of the level to which ICT is used within the cultural sectors in East Africa. The study was focused on two main cultural sectors – museums and drama/theatre. A variety of research methods were used. It was found that there were well-established culture networks in both theatre and museum sectors. Through these networks, ICT has been used for sharing knowledge as well as being a tool for communication. Also it has supported dialogue among many different culture groups in the region. Collapse

Abstract: CEOs in 46 firms were interviewed in regard to the pattern of the environmental scanning they performed. The results were analyzed to determine the degree of use of information systems by CEOs in their strategic decision making and to seek a link with the firm's success in introducing new products. The study indicates significant differences in the level of environmental scanning and in the use of information systems between firms that were more successful in introducing new products into the market and firms that were less successful. The differences are in the pattern and the frequency of conducting environmental scanning, in the number of computerized applications, and in the number of advanced marketing information systems.
