Abstract: Social media can help the police in many ways: engaging the local communities, sharing information and knowledge that could protect the community, help catch suspects, and find missing persons. However, inappropriate use could backfire, mislead people, and cause unexpected consequences such as rumors, misinformation, distrust, and hatred. Given the increased use of social media by the police and the rapid changes in technology, there is a need for more studies in this area including the study of both positive and negative aspects. This research aims to deepen and broaden the current understanding of negative aspects of social media use by law enforcement agencies using cultural-historical activity theory to better understand, control, mitigate, and prevent its undesirable consequences. In this research, we use the Vancouver riot in 2011 as a case study to show how we can identify the negative use of social media through the lens of activity theory. Collapse

Abstract: While social inclusion projects have centred on digital technology for a long time now, they have remained silent about educating and empowering children to act as technology makers and shapers, not merely passive users. We have organized, together with children, digital technology projects that we now critically examine from the perspective of inclusion/exclusion. The paper shows that in social inclusion projects, there is exclusion taking place in a multitude of forms, shaped by a variety of rules and powers. We use nexus analysis as a theoretical and methodological tool that guides us to study inclusion/exclusion as processes, within which both discourses and concrete actions are to be acknowledged as well as historical and interactional aspects—both at individual level and at the level of social structures. Our study shows that inclusion and exclusion may be intentionally accomplished by children themselves, those may result without any intentional effort because of circumstances and those may also be done for children by various kinds of adults. Although children's empowerment and agency are significant, also adults play a decisive role. Implications for social inclusion and digital technology education research and practice are discussed. Nexus analysis is suggested as a useful means for revealing and managing the complexity involved in social inclusion/exclusion. Collapse

Abstract: International development is now a data-, information-, and knowledge-intensive industry, which some have characterised as “development 2.0.” Power relations are rarely foregrounded in this landscape, even though they shape what data and knowledge is constructed or discarded. Impact evaluation is one example of this intensive work, yet evaluation models seldom make power relations explicit or actionable. Furthermore, implicit models of data and knowledge on which impact evaluation processes rely also neglect power and social practice. The resulting problem is that power remains silent in development impact evaluation practice. In response, this article articulates an alternative, using Cultural Historical Activity Theory (CHAT) to analyse impact evaluation activities conducted by a UK-based philanthropic donor and their grantee in India, a small non-government organisation (NGO) doing rural development work. The analysis uses CHAT to illustrate how impact data, knowledge, and power are simultaneously generated during professional evaluation activities. The study broadens our view of impact and offers two contributions. Firstly, for researchers in information and communications technology for development (ICT4D) and knowledge management for development (KM4D), it contributes the application of a perspective on social practice, CHAT, to development evaluation. A novel extension to CHAT, the concept of “temporal activity chains,” is put forward to complement the established activity system frame. Secondly, the article demonstrates a practice-based view of development impact evaluation for researchers and practitioners who wish to acknowledge and respond to the generation of unequal power dynamics during evaluation processes. Abstract: Information technology (IT) is envisioned to improve healthcare delivery performance. However, the outcomes of implementing IT are mixed. Insufficient consideration of the implementation context was found to limit our understanding about why systems that work well in one setting, may fail in another. We analyze these shortcomings by developing an activity-theoretical perspective on technology-affordance actualization in healthcare and analyzing the roles the electronic medical record (EMR) plays in two distinct, yet comparable use-contexts. Conducting a multiple case-study in six hospitals in Germany and the US, this paper provides evidence that affordances actualization relates to the characteristics of activity system components, their complementary nature, and dynamic interplay. Overall, this study demonstrates that augmenting affordance theory with activity theory enables thoughtful analysis of the both, the materiality of technology and the context of technology use, that is the emergent properties of the actorenvironment system. Abstract: Boundary objects were found to significantly impact the outcomes of IS implementation projects. Despite emphasizing their flexibility, however, prior research is no very precise on the attributes that qualifies project-related artefacts to become boundary objects. To identify the internal characteristics of artefacts that enable business and IT to synchronize IS and business needs, this research offers an activity theoretical view on boundary objects. The usefulness of the concept is demonstrated by means of an in-depth case study. The findings of this research emphasize that –in order to become boundary objects– projectrelated artefacts need to be part of the IS implementation and the business activity system. Moreover, they need to capture relevant knowledge of both activity systems and enable recognition of contradictions within and between. As to that, utilization of emerging project deliverables by means of internalization or externalization processes is found to facilitate the alignment between IS and business needs. Collapse

Abstract: A significant amount of work has been done to better understand the barriers to knowledge flow and develop models of KM maturity; this was intended to help in assessing the progress of KM initiatives in the firm. However, to date there has been no comprehensive research that considers both these issues at the same time, and thus it is still necessary to explore the evolution of barriers to knowledge flow when the level of KM maturity is changing. We reviewed the progress of KM initiatives in recent years, categorized the barriers to knowledge flow according to the cultural historical activity theory (CHAT), and used one of the existing models of KM maturity (the Knowledge Navigator Model—KNM), to address gaps in the current literature. As part of our exploratory study, a longitudinal survey, involving constant observation, development and use of questionnaires and qualitative interviews with managers of seven firms were conducted. We selected the firms so they covered a wide range of KM maturity levels; triangulation was adopted to enhance the quality of the process. The major findings indicated that: (1) barriers to knowledge flow were inherently different at different KM maturity levels; and (2) various changes in the barriers to knowledge flow were associated with the maturity of the KM. Abstract: In this paper we make a case for the use of multiple theoretical perspectives—theory on boundary objects, epistemic objects, cultural historical activity theory, and objects as infrastructure—to understand the role of objects in cross-disciplinary collaboration. A pluralist approach highlights that objects perform at least three types of work in this context: they motivate collaboration, they allow participants to work across different types of boundaries, and they constitute the fundamental infrastructure of the activity. Building on the results of an empirical study, we illustrate the insights that each theoretical lens affords into practices of collaboration and develop a novel analytical framework that organizes objects according to the active work they perform. Our framework can help shed new light on the phenomenon, especially with regard to the shifting status of objects and sources of conflict (and change) in collaboration. After discussing these novel insights, we outline directions for future research stemming from a pluralist approach. We conclude by noting the managerial implications of our findings. Collapse

Abstract: This paper argues that tracing the diffusion of innovation is a challenging endeavour. The difficulty is that an innovation comes into existence as a cognitive and inter-personal idea and transforms over time into tangible and material manifestation. Grasping the evolutionary transformation from one form to the other requires a holistic methodology which crosses the boundary between both levels. Cultural-Historic Activity Theory is proposed as one means by which we may fulfil these requirements and bridge both worlds. An industrial research project set in the German automotive industry is analysed from an action research perspective. The framework of Cultural-Historic Activity Theory is utilised to explore the applicability of this as an intellectual approach that can assist our understanding of practice. The case study demonstrates how the framework aids the unravelling of an activity system, providing a narrative of the innofusion of a specific technology – a supply network decision support system (SNDSS). Finally, the paper concludes that the framework has merits for both practitioners and scholars. Collapse

Abstract: A new age of significance and opportunity for Information Systems (IS) is upon us driven by current developments in the use of digital artifacts. In this paper we endeavor to make sense of contemporary IS, as well as possible future directions of IS, by bringing together the notions of complexity and activity within two theoretical frameworks, namely the Cynefin framework and contemporary uses of Activity Theory. We describe activity as a holistic unit of analysis within the Complicated and Complex Domains of the Cynefin framework. This will enable us to make sense of tool-mediated IS activities in those Domains. Our proposed research philosophy blends these frameworks to support new thinking about IS that impacts on our choices of research methods, the way we apply them and the way we modify them as the world we study evolves into an uncertain future context. Abstract: This paper addresses work practices and organizational culture as situated actions and the implications for information systems innovation uptake. It reports research being conducted in Tanzania that brings an ethnographic research approach to understanding relations between local health care practices and health information systems development, by asking how health workers’ practices and everyday actions are influenced by the context of their specific situation. The research is being conducted in the context of a globally distributed open source software project to introduce and enhance health information systems in developing countries. Drawing on cultural historical activity theory, the study highlights the need for understanding each information system user's and each organization's specific and detailed work processes, and how situational and organizational factors may come together with the health information systems innovation processes in meeting the challenges discussed. In order to establish fully the potential of activity theory to innovation processes, situatedness of work practices focusing on the organization context is emphasized. Collapse
