Abstract: We examine the content of the official Facebook pages of 502 Italian municipalities over the period 2016–2018 to empirically infer the motivations of municipalities to use Facebook. Our inference is mostly based on the relationship between the main topics discussed by the municipalities on Facebook and the most related municipal expenses per capita, which are reported by function in municipal financial statements. Abstract: The value and relevance of indigenous knowledge towards sustainability of human societies drives for its preservation. This work explored the use of Facebook groups to promote indigenous knowledge among Igorot peoples in the diaspora. The virtual communities help intensify the connection of Igorot migrants to their traditional culture despite the challenges of assimilation to a different society. A survey of posts on 20 Facebook groups identified and classified the indigenous cultural elements conveyed through social media. A subsequent survey of 56 Igorot migrants revealed that popular social media has a significant role in the exchange, revitalization, practice, and learning of indigenous culture; inciting an effective medium to leverage preservation strategies. Abstract: Using Cultural Theory derived from Anthropology as a theoretical lens, this paper investigates the role of culture in the management of techno-change (short for technological change). More specifically, using this lens, the relative effectiveness of three approaches in the management of techno-change, namely, technological determinism, cultural determinism and techno-cultural emergence perspective, is examined. Using findings from three in-depth interpretative case studies, the central thrust is that neither technological determinism, nor cultural determinism, will be successful in the management of technochange and that what is required is a techno-cultural emergence perspective in the enabling forms of hierarchism, individualism/market, and egalitarianism for successful management of techno-change. Managers should avoid a top-down technocratic or culture-driven approach to implementing and managing techno-change. Instead an incremental/evolutionary approach with ad-hoc improvisation made to culture and technology over time and space makes for an effective techno-change solution. Collapse

Abstract: Information systems in multilingual environments, such as the EU, suffer from low portability and high deployment costs. In this paper we propose an ontology-based model for multilingual knowledge management in information systems. Our unique feature is a lightweight mechanism, dubbed context, that is associated with ontological concepts and specified in multiple languages. We use contexts to assist in resolving cross-language and local variation ambiguities. Equipped with such a model, we next provide a four-step procedure for overcoming the language barrier in deploying a new information system. We also show that our proposed solution can overcome differences that stem from local variations that may accompany multilingual information systems deployment. The proposed mechanism was tested in an actual multilingual eGovernment environment and by using real-world news syndication traces. Our empirical results serve as a proof-of-concept of the viability of the proposed model. Also, our experiments show that news items in different languages can be identified by a single ontology concept using contexts. We also evaluated the local interpretations of concepts of a language in different geographical locations. Collapse
