Abstract: ICT-induced legal and regulatory challenges, including security and privacy risks, are on the rise. Despite that, there is a dearth of research emphasizing the role of ICT laws and understanding its effect on the level of ICT diffusion and the well-being of a country. Drawing on Dror’s law and social change framework, and grounding the discussion on the literature on ICT diffusion, the perspective of perceived risk, Hofstede’s typology of national culture, and the technological determinism theory, this study (1) explores the effect of maturity of ICT laws in a country on ICT diffusion among its citizens and businesses; (2) understands how this relationship is contingent on the national cultural dimensions; and (3) explicates the role of ICT diffusion in promoting the well-being. The research model is examined using publicly available data from 83 countries, and the findings suggest that sound ICT laws are necessary for achieving a greater diffusion of ICTs and improving well-being. Abstract: The role of e-government in combating corruption is an active area of research in Information Systems (IS). Drawing on the value framework for assessing e-government impact, and grounding our discussion on three theoretical perspectives, namely, (1) technological determinism theory, (2) general deterrence theory, and (3) Habermas’ public sphere perspective, we seek to explore how the diffusion of virtual social networks (VSNs) influences the relationships among e-government maturity, government administrative effectiveness, and cor­ ruption in a country. Our analyses based on publicly available archival data substantiate the (1) indirect re­ lationships between e-government maturity in a country and corruption in three branches of its government (i.e., legislature, executive, and judiciary) through government administrative effectiveness, (2) interaction effect of VSN diffusion on the relationship between e-government maturity in a country and its government adminis­ trative effectiveness, and (3) interaction effects of VSN diffusion on the relationships between government administrative effectiveness in a country and its corruption dimensions. The key contributions of this research include the establishment of the (1) role of e-government in combating corruption in three branches of the government, and (2) idea of the public sphere in the context of VSN diffusion, and the subsequent exploration of its effects on e-government outcomes of a country. Abstract: Disinformation through social media has emerged as a new form of cyberweapon for countries to advance their strategic interests. However, there is a conspicuous dearth of studies that looked into the possible impacts of foreign disinformation attacks in a country. Drawing on the media dependency theory, we seek to explore the relationships among the foreign disinformation through social media, societal polarization, government’s cybersecurity capability, and the rule of law in a country. A quantitative analysis based on publicly available archival data substantiates our research model. The key contributions of this research include (1) adapting the media dependency theory to the context of social media in investigating the phenomenon of disinformation; (2) establishing that foreign disinformation through social media increases societal polarization, and reduces the rule of law in a country; and (3) establishing the vital role of government in mitigating the information operations from hostile foreign entities. Abstract: Human trafficking is recognized internationally as an extreme form of violence against women, children, and men. Despite the fact that human trafficking is universally understood to be a burgeoning social problem, a paucity of data and insight into this issue exists. Data analytics has immense potential to elucidate trends in complex social data and inform future policy. We undertook a design science-inspired research approach to build datasets on human trafficking. Three prototypes are presented that describe the methodologies of human traffickers, display correlations between calls reporting suspected trafficking activity and various demographic data, and explicate the effectiveness of US anti-trafficking funding projects. Abstract: This study examines how IT influences the extent of internationalization of firms by using firmlevel data on the IT investments and international operations of US multinationals for the 19992005 period. We identify managerial/operational complexity, geographic dispersion of subunits, and contextual differences between home and host countries as the main challenges involved in internationalization, and investigate whether IT plays a role in resolving these challenges. Our results suggest that firms’ IT capability plays an important role in their internationalization by resolving the aforementioned challenges. Moreover, a firm’s IT capability (as reflected in its IT investments) and production knowledge (as reflected in its R&D investments) are complementary in their influence on the internationalization of the firm. Given the lack of firm-level empirical evidence on the role of IT in the internationalization and global operations of firms, the current study provides a richer understanding of the impact of IT on firms’ international operations. Abstract: The Silk Road was an important trade route between Europe and Asia a thousand years ago. It connected locations in Central and Eastern Europe with those scattered around West, Central and Eastern Asia. In more recent times, it has been neglected commercially, with the development of other ports and routes. In this paper, the potential rejuvenation of the Silk Road with eCommerce is discussed. In this research project, we characterise emerging opportunities for eCommerce research in the regions of Western China (Xinjiang) and Central Asia (e.g. Kazakhstan). Infrastructural barriers (financial, logistical and physical) are identified, together with cultural and local economic concerns. Our analysis is generally Davison, Vogel, Gricar, Harris, Sorrentino eCommerce on the New Silk Road positive and we expect that a new e-Silk Road will emerge in due course, rejuvenating life and the local economy. Abstract: The pervasiveness of information technology is evident from both the popular and research literature. Electronic commerce, in particular, has recently captured the attention of the popular media as a way of conducting global transactions with a perceived minimum of cost and infrastructure requirements. Researchers and professionals alike have been quick to proclaim a global trend towards a new information age. Historians observe the tremendous benefits arising from the advent of mechanised production in the late eighteenth and early nineteenth centuries led to the Industrial Society. Similarly, contemporary sources envisage a halcyon Information Society wherein information production and use will alleviate many socio-economic problems. The paper discusses this overall societal transformation process with respect to a recent systems development engagement in Tajikistan. The paper argues that whereas many countries are embracing new technology, there are still states that lack the necessary economic, social and cultural requirements to take appropriate advantage. Based on analysis and supporting anecdotal evidence, it is considered that a digital divide is arising between states in a fashion similar to that, which divided states during the Industrial Age.
