Abstract: Digital transformation in the public sector offers opportunities for developing countries to address socioeconomic development challenges related to citizen wellbeing. While countries in the developed world digitally transform their public sector procurement for socioeconomic development, many in the developing world are yet to do so. Existing information systems research on digital procurement in developing countries has focused more on adoption, strategy, and design. Little is known about how manual procurement practices are digitally transformed in the public sector of developing countries for socioeconomic development. This study employs interpretive case study as a methodology and activity theory as analytical lens to investigate how manual procurement activities in the public sector get digitally transformed and its effect on socioeconomic development in a developing country context. The findings have implications for research, practice, and policy.The developed procurement platform (GHANEPS) has two parts. These modules allow the performance of various procurement activities on the system. The PDW on the other hand is the database that stores information on all procurement activities and is supposed to be connected to external ERP systems, other data repositories, and business intelligence systems. The project manager observed in one of the training sessions that Our inability to successfully train and bring on board all public sector institutions is as a result of the COVID-19 emergence and other challenges in the public sector. This has delayed the training sessions. This means that the government effort to enhance the country's socioeconomic development within the medium term is going to be affected. Collapse

Abstract: Digital native and digital immigrant user types characterise the differences between those who grew up in a world of ubiquitous information systems and those who pre-date it. The rise in computer-mediated communication (CMC) technologies such as emails, text messages, and social media creates more opportunities for interruptions. Researchers have explored the impact of growing up in a world of technology. However, little research has explored the potential differences between digital natives and digital immigrants handling technology interruptions. This paper uses a qualitative approach to examine the extent to which individuals handle CMC interruptions differently based on the role of technology and its level of pervasiveness in the environment in which they grew up. Thirty-three interviews were conducted with individuals from different population groups based on age and gender to understand how technology interruptions are handled in work and social life. The findings support existing pre- and post-technology interruption frameworks and explain how and why generational differences exist in the process of CMC interruption handling. Abstract: The quest to open black box artificial intelligence (AI) systems evolved into an emerging phenomenon of global interest for academia, business, and society and brought about the rise of the research field of explainable artificial intelligence (XAI). With its pluralistic view, information systems (IS) research is predestined to contribute to this emerging field; thus, it is not surprising that the number of publications on XAI has been rising significantly in IS research. This paper aims to provide a comprehensive overview of XAI research in IS in general and electronic markets in particular using a structured literature review. Based on a literature search resulting in 180 research papers, this work provides an overview of the most receptive outlets, the development of the academic discussion, and the most relevant underlying concepts and methodologies. Furthermore, eight research areas with varying maturity in electronic markets are carved out. Finally, directions for a research agenda of XAI in IS are presented. Collapse

Abstract: Sustaining open source (OS) communities is fundamental to the long-term success of any open source software (OSS) project. An OSS project consists of a community of software developers who are part of a larger business ecosystem involving hardware and software companies. Peer review of software code, known as patch review comments, is an important quality assurance activity for OSS development that requires developers to provide feedback concerning their degree of satisfaction. Despite the importance of feedback, which can affect sentiment of OS communities, the underlying discourse has not been studied. In this study, we use Activity Theory to identify and categorise 20,651 discursive manifestations of contradictions that occurred in patch review comments of a large, evolving OS community. Unique community-specific expressions are identified and mapped to developers’ sentiment during a software release cycle. The study contributes new insights concerning discursive manifestations of contradictions as a driving force for sustaining OS communities. Collapse

Abstract: Digital agents are considered a general-purpose technology. They spread quickly in private and organizational contexts, including education. Yet, research lacks a conceptual framing to describe interaction with such agents in a holistic manner. While focusing on the interaction with a pedagogical agent, that is, a digital agent capable of natural-language interaction with a learner, we propose a model of learning activity based on activity theory. We use this model and a review of prior research on digital agents in education to analyze how various characteristics of the activity, including features of a pedagogical agent or learner, influence learning outcomes. The analysis leads to identification of information systems research directions and guidance for developers of pedagogical agents and digital agents in general. We conclude by extending the activity theory-based model beyond the context of education and show how it helps designers and researchers ask the right questions when creating a digital agent. Abstract: This case study details the development of "pair analytics" as practical approach to applied analysis and as a scientific research method. The hybrid research project itself was part of a larger research program approved for the Canadian government for their offset program and supported by Federal and Provincial research internships. As a real-world analysis approach, the pair analysis sessions conduced actionable causal chain analysis of aircraft safety. As a scientific method, pair analytics advanced our knowledge of the cognitive science of interpersonal communication in Joint Activities. The paper describes how aerospace researchers and cognitive scientists were able to design a research approach that met constraints from both areas. It concludes with discussion of the implications of this work for highly integrated basic and responsive research in other areas of visualization and analytics. Collapse

Abstract: In the ever-evolving area of digital transformation, following responsible and sustainable practices is essential. This editorial article discusses the importance of responsible digital transformation, emphasizing the need for academia, private and public organizations, civil society, and individuals to work together in developing digital business models that generate shared value while addressing societal challenges. The article highlights the emergence of corporate digital responsibility (CDR) and the shift from industry 4.0 to industry 5.0, which focuses on human-centric approaches and human-AI partnerships. Furthermore, it underscores the need for interdisciplinary research and systematic approaches encompassing various dimensions of sustainability. By integrating sustainable ICT principles into digital transformation initiatives, organizations can contribute to a more sustainable and responsible digital future. Abstract: Cybercrime against critical infrastructures such as nuclear reactors, power plants, and dams has been increasing in frequency and severity. Recent literature regarding these types of attacks has been extensive but due to the sensitive nature of this field, there is very little empirical data. We address these issues by integrating Routine Activity Theory and Rational Choice Theory, and we create a classification tool called TRACI (Taxonomy for Risk Assessment of Cyberattacks on Critical Infrastructure). We take a Design Science Research approach to develop, evaluate, and refine the proposed artifact. We use mixed methods to demonstrate that our taxonomy can successfully capture the characteristics of various cyberattacks against critical infrastructure. TRACI consists of three dimensions, and each dimension contains its own subdimensions. The first dimension comprises hacker motivation, which can be financial, socio-cultural, thrill-seeking, and/or economic. The second dimension represents the assets such as cyber, physical, and/or cyber-physical components. The third dimension is related to threats, vulnerabilities, and controls that are fundamental to establishing and maintaining an information security posture and overall cyber resilience. Our work is among the first to utilize criminological theories and Design Science to create an empirically validated artifact for improving critical infrastructure risk management. Collapse

Abstract: Technical progress is disrupting the mobility sector. New door-to-door (D2D) mobility integrators promise to offer smart mobility by packaging together different mobility services such as car-sharing and public transport. However, mobility providers up to now have rarely entered into value co-creation relationships. As a result, citizens are offered mobility that cannot be considered truly smart. Although value co-creation has been the subject of numerous studies taking the service-dominant logic perspective, this research has often lacked empirical evidence. To close this gap, we conceptualize value co-creation between mobility providers and a D2D mobility integrator by applying Activity Theory. Based on a qualitative study in the German mobility sector, we identify several inhibitors of value co-creation from the viewpoint of mobility providers. In addition, we show how these inhibitors serve as triggers for adaptations, ultimately leading to the formation of a value co-creation relationship. Collapse

Abstract: Workarounds are a common practice in a broad range of organizational and technological contexts, which has received much attention in information systems research. They are sometimes considered negatively, associated with business risks and noncompliance, and sometimes positively, as a source of innovation and improvement. Although workaround-based process improvements typically adopt the workaround if its consequences are not harmful, this is not always the best option. The paper aims to pave the way for leveraging workarounds for process improvement by understanding problems that motivate them, so alternative solutions can be developed for these problems. Despite many proposed explanations, an in-depth understanding of the reasons underlying employee decisions that lead to workarounds is still needed. To this end, following a qualitative research approach, data were collected in six case study organizations, investigating workaround decisions made by employees through the lens of the theory of planned behavior. The principal unique theme running throughout the findings is that workaround motivation stems from perceived misalignment between organizational, local unit, or personal goals and their realization in business processes. Workarounds are enabled by various factors, including perceived workaround opportunities in the organization. These findings are abstracted to form an explanatory model as a contextual adaptation of the theory of planned behavior to explain workaround intentions. The proposed model explains workaround decisions in a way that can leverage this understanding to promote concrete process improvements. Collapse
