Abstract: E-government holds enormous potential for improving the administrative efficiency of public institutions, encouraging democratic governance, and building trust between citizens/private sector and governments. However, most e-government initiatives to date have failed to attain their full potential, because they are increasingly plagued by usability issues. Consequently, there have been increasing calls for evaluating the usability of e-government websites, as they are widely considered to be the primary platform for government interaction with citizens. This study, therefore, seeks to contribute to extant knowledge by evaluating the usability of egovernment websites from Sub-Saharan Africa (SSA). This is particularly important as little is known about the usability of e-government websites in the region, and worst still, it is the least advanced region in terms of egovernment development. This study evaluated a total of 279 e-government websites from 31 SSA countries. The findings showed that most e-government websites in SSA were characterised by poor usability. The average usability score for the websites was 36.2%, with the most usable website having a score of only 64.8%. The study also showed that the usability of e-government websites was positively associated with the E-Government Development Index (EGDI) and the E-Participation Index (EPI). Collapse

Abstract: There have been sustained calls on the need for countries in the Caribbean to improve public service delivery as well as the methods by which governments interface with citizens. These modernisations are increasingly being framed in terms of the role of emerging technologies and more specifically, egovernment and c-government to transform the operations and effectiveness of governments. As small and developing states, the region is faced with unique institutional and structural challenges to the adoption and implementation of these measures. The results of various e-government strategies have been varied across the board. This paper offers a critical assessment of e-government strategies across the Caribbean focusing on the challenges, success factors and opportunities for implementation. The study explores the challenges and opportunities for advancing in and beyond e-government to c-government and more generally, in utilising emerging technologies and innovations towards improved public governance. Abstract: Structuration theory and the theory of network society are used to guide an investigation of the extent to which ICT investments in emerging countries impact future levels of democracy, corruption, and egovernment acceptance. Using structural path modeling and data from fifty emerging economies, this paper finds that an emerging country’s acceptance of the e-government paradigm is contingent upon its levels of corruption and institutionalized democracy, which in turn are contingent upon the country’s ICT investment levels. Abstract: Electronic commerce represents an important opportunity for businesses in developing countries, yet previous research has shown significant barriers to success. Common barriers are internet access, web hosting, web site visibility, logistics, and electronic funds transfer. During July and August 2004 the principle investigators visited business executives in five Caribbean nations to determine how these executives were overcoming known ecommerce difficulties. 36 businesses and government agencies were interviewed. Executives described a number of successful strategies to work around common problems. The authors hope the results of this study will suggest improved strategies for SMEs in developing countries seeking to use e-commerce to expand their markets. Collapse
