Abstract: This paper presents an assessment of the Chinese healthcare system in 31 provinces for a 10-year period in light of relevant physical and human resource variables. First, a novel TEA-IS (Trigonometric Envelopment Analysis for Ideal Solutions) model is developed to assess healthcare efficiency at the province level. Machine learning methods are also employed to predict high-low performance and the synergistic Chinese healthcare province in terms of contextual variables. The results indicate that synergy has played a pivotal role in the Chinese healthcare systems, not only by triggering higher performance levels due to the progressive adoption of best practices over the course of time, but also by being closely related to different socioeconomic and demographic variables, such as the illiteracy rate. It is possible to claim that healthcare performance has remained stable in China over the past two decades, performance and synergy at the province level are still heterogeneous. Collapse

Abstract: The decision on which hotel to book is a high-cost process for individuals and even more for groups due to the information explosion on online travel agent platforms. To assist group selecting the optimal hotel that meets the majority affective expectations, this study proposes a group hotel selection frame for booking with Kansei text mining and consensus coordinating. Firstly, to quantify the tourists’ affective needs for hotels, a Kansei-related dictionary towards hotel domain is constructed by Kansei text mining. Secondly, the bilattice-based Kansei score of hotels is defined and measured to represent hotel affective information scientifically. Then, a group consensus model with minimum adjustment cost is introduced to coordinate consistency of individual preferences in a tourist group. Moreover, a group hotel ranking based on group affective preference is interactively generated to meet the group personalized demands. Finally, a case study on Trip.com is conducted to demonstrate the proposed method. Collapse

Abstract: In the field of multi-attribute group decision-making (MAGDM), “decision-making trial and evaluation laboratory” (DEMATEL) is a popular method that has been deployed to discover hidden relationships among many inter-twined factors of numerous real-world problems. This paper discusses several limitations of the DEMATEL method in mining the causal relationships and ranking the factors. Also, in this paper, we develop a novel decision-making framework that will be able to overcome the issues found in the DEMATEL method and tackle both formal and informal decisions. This model, which we call “Causal Relationship and Ranking Technique (CRRT)”, uses a data-deterministic expert weighing setup rather than assigning equal weights or pre-defined weights to each expert. The model proposes a better technique to mine factor inter-relations and proposes two new types of digraphs portraying the causal inter-relationships among the factors, and also proposes a new two-step factor ranking method based on the derived causal relationships. The intuitionistic fuzzy setting is considered in this work in order to capture the uncertainty of expert opinions. Furthermore, our proposed framework is applied to a real-life case study on discovering various factors of a high school administration, that have a significant influence on students’ performance. Comparison with standard methods such as TOPSIS and VIKOR for student performance data and also some other datasets such as supplier selection data, and sustainability data proves that the model is able to rank the factors better than the existing models. Abstract: With the advancement of online technologies in recent years, crowdsourcing data has been used for numerous applications in many fields. The preference sequences obtained through crowdsourcing are valuable resources for ranking. However, the aggregation of incomplete and inconsistent preferences is complicated. To address these challenges, this study proposed a novel method termed robust crowd ranking (RCR) based on a consistent fuzzy c-means approach to increase the robustness and accessibility of aggregated preference sequences obtained through crowdsourcing. To verify the robustness, accessibility, and accuracy of RCR, comprehensive experiments were conducted using synthetic and real data. The simulation results validated that the RCR outperforms Borda Count, Dodgson, IRV and Tideman methods. Collapse

Abstract: This study aims to propose a new group multi-attribute decision-analysis (MADA) model to prioritize the renewable energy sources (RESs) from sustainability perspectives. The selection of RESs can be considered as a MADA problem due to considering the numerous conflicting sustainability indicators/factors. In this regard, we propose an integrated decision-making framework with the “criteria importance through inter-criteria correlation (CRITIC)”, the “rank sum (RS)” and the “Vlse Kriterijumska Optimizacija Kompromisno Resenje (VIKOR)” approaches with intuitionistic fuzzy information called the “IF-CRITIC-RS-VIKOR” model. In the developed model, the CRITIC is applied to derive the objective weights, while the RS model is used to compute the subjective weights of the considered sustainability indicators. Further, an incorporated weight-determining formula is presented by combining the CRITIC and RS models under intuitionistic fuzzy environment. Moreover, the VIKOR method is employed to rank the candidate RESs by means of several sustainability indicators. In this line, new intuitionistic fuzzy distance measures are proposed to calculate the “group utility (GU)” and “individual regret (IR)” degrees of candidate RESs. Based on the obtained results, the most significant factors for RESs assessment are impact on ecosystem, technology cost and efficiency, respectively. The assessment outcomes show that the wind energy can serve as an effective RES followed by the solar energy, biomass energy and small hydel energy. Furthermore, comparative study and sensitivity analysis are discussed to show the utility and reasonability of the proposed method. Collapse

Abstract: In an increasingly complex decision-making environment, the decision information we obtain contains the decision makers’ professional cognition, psychological preference, risk attitude and other hidden uncertainty factors. These hidden inherent factors may cause evaluations being better or worse than their actual level. In order to reduce the bias brought by these factors, they should be identified and eliminated prior to decision making. Hence, a preference determination model is proposed and a risk model is established to eliminate these factors by analyzing the possible impact. Moreover, a more practical probabilistic linguistic model–2-tuple probabilistic linguistic term set is proposed and its related concepts are defined. Furthermore, an integrated decision-making method is provided. Finally, considering the application background of double carbon economy, an example by selecting the best design of electric vehicles charging station is conducted to illustrate the proposed method, and the feasibility and effectiveness are verified. Abstract: Massive open online courses (MOOC) are free learning courses based on online platforms for higher education, which not only promote the open sharing of learning resources, but also lead to serious information overload. However, there are many courses on MOOCs, and it can be difficult for users to choose courses that match their individual or group preferences. Therefore, a combined weighting based large-scale group decision-making approach is proposed to implement MOOC group recommendations. First, based on the MOOC operation mode, we decompose the course content into three stages, namely pre-class, in-class, and post-class, and then the curriculum-arrangement-movement- performance evaluation framework is constructed. Second, the probabilistic linguistic criteria importance through intercriteria correlation method is employed to obtain the objective weighting of the criterion. Meanwhile, the word embedding model is utilized to vectorize online reviews, and the subjective weighting of the criteria are acquired by calculating the text similarity. The combined weighting then can be obtained by fusing the subjective and objective weighting. Based on this, the PL-MULTIMIIRA approach and Borda rule is employed to rank the alternatives for group recommendation, and an easy-to-use formula for group satisfaction is proposed to evaluate the effect of the proposed method. Furthermore, a case study is conducted to group recommendations for statistical MOOCs. Finally, the robustness and effectiveness of the proposed approach were verified through sensitivity analysis as well as comparative analysis. Collapse

Abstract: Many scientific papers are devoted to solving multi-criteria problems using methods that find discrete solutions. However, the main challenge addressed by our work is the case when new decision-making variants have emerged which have not been assessed. Unfortunately, discrete identification makes it impossible to determine the preferences for new alternatives if we do not know the whole set of parameters, such as criteria weights. This paper proposes a new approach to identifying a multi-criteria decision model to address this challenge. The novelty of this work is using a discretization in the space of the problem to identify a continuous decisional model. We present a hybrid approach where the new alternative can be assessed based on stochastic optimization and the TOPSIS technique. The stochastic methods are used to find criteria weights used in the TOPSIS method. In that way, we get assessed easily each new alternative based only on the initial set of evaluated alternatives.
