Abstract: Virtual Social Networks (VSN) act as a catalyst for the success of the active participation of citizens in information sharing, collaboration, and decision making. VSN based e-participation tools allow many-to-many communication and collaboration near real-time with users who might be in geographically dispersed locations. It provides a platform to voice opinions and perspectives and share them with others in new and innovative ways. Cybersecurity is a key area that needs to be considered for the success and continuous use of e-participation systems as it protects user privacy and helps to avoid scams, harassment, and misinformation. The intervening effect of cybersecurity protection mechanisms and citizens’ education level on the relationship between VSN diffusion and e-participation initiatives is explored in the proposed research model presented in this paper. Moreover, this research model is explored for different stages of e-participation (e-information, e-consultation, and e-decision making) and the five dimensions of cybersecurity (legal, technical, organizational, capacity building, and cooperation). The findings indicate that improved VSN usage has increased e-participation (especially in e-consultation and e-decision making) as a result of improved cybersecurity protection and public education, highlighting the varying importance of different cybersecurity protection measures for three stages of e-participation. Thus, considering the recent problems like platform manipulation, misinformation and data breaches associated with the use of VSN for e-participation, this study emphasizes the importance of regulations, policies, partnerships, technical frameworks, and research to ensure cybersecurity, as well as the importance of education to enable the public to interact productively in e-participation activities. This study is performed using publicly available data from 115 countries and the research model is developed, drawing theoretical basis from the Protection Motivation Theory, Structuration Theory, and Endogenous Growth Theory. Abstract: This study builds theory on how people construct moral careers. Analyzing interviews with 102 journalists, we show how people build moral careers by seeking jobs that allow them to fulfill both the institution’s moral obligations and their own material aims. We theorize a process model that traces three common moral claiming strategies that people use over time: conventional, supplemental, and reoriented. Using these strategies, people accept or alter purity and pollution rules, identify appropriate jobs, and orient themselves to specific audiences for validation of their moral claims. People’s careers are punctuated by reckonings that cause them to reconsider how their strategies fulfill their moral and material aims. Experiences of gender and racial discrimination, access to alternate occupational identities, and timing of entry into the occupation also shape people’s movement between strategies. Over time, people combine these moral claiming strategies in different ways such that varying moral careers emerge within the same occupation. Overall, our study shows how people can build moral careers by actively revising purity and pollution rules while holding fast to institutional moral obligations. By theorizing careers as an ongoing series of moral claiming strategies, this research contributes novel ideas about how morals weave through and organize relationships between people, careers, and institutions. Abstract: This study examines how countries develop and benefit from Digital Government (DG). The literature proposes various conceptualizations of the valueadding logic of DG, but the benchmarking practice is not responding to such proposals. For instance, the United Nations’ E-Government Survey combines the readiness and uptake indicators and fails to cover any impact indicators; thus, its diagnostic value is limited. To overcome this limitation, we introduce a new assessment scheme based on the DG value chain concept and pursue the question: how do the world countries add value in this chain? Reassembling the UN’s e-Government Survey indicators and the World Bank’s Worldwide Governance Indicators, we examine how the 191 UN Member States converted their readiness into uptake and uptake into impact over the 2014-2018 period. The results rank the countries concerning their performance along the DG value chain, identify hotspots, and calculate the value chain performance of regional and economic groups. Collapse

Abstract: A large segment of women in developing countries is lagging behind because of civil wars, limited access to education, unfavorable regulations, family responsibilities, and prejudicial culture that favors a muscular workforce. Considering its scalability, ubiquity, neutrality, inclusiveness, and low cost, distance education holds the potentials for empowering underrepresented groups. We describe it as a system, outline its advantageous qualities and feature its role in enabling women to access education, utilize online resources, boost their agency, and achieve collective actions. Yet, there is a need for awareness, policies and programs that expand its affordability, bridge the digital divide, and enlarge the share of women in the labor market. Collapse

Abstract: Hydropolitical conflicts between the Eastern Nile countries over the Grand Ethiopian Renaissance Dam (GERD) are systematically analyzed at three points in time: just before the announcement of construction by Ethiopia on April 11, 2011, before the negotiations in early January 2014, and late August 2014. Hypergame theory, as developed within the framework of the Graph Model for Conflict Resolution for handling misperceptions, is used to gain strategic insights into these conflicts and to ascertain the possible resolutions of the disputes. In all of three conflicts, the key decision makers are Egypt and Sudan, the downstream countries, and Ethiopia, the upstream nation. The findings from the analyses demonstrate the significant utilization of strategic surprise, a decisive act in which a decision maker intentionally exercises a course of action in the dispute that is hidden to its opponents in order to attempt to reach a more desirable outcome for itself. In particular, both Egypt and Sudan were caught by surprise when Ethiopia publicly announced on April 11, 2011 that it was going to build GERD, since no prior notification was given. Because Ethiopia was aware of Egypt and Sudan’s misperception this dispute is modeled as a second level hypergame. The conflict investigations also show that the geopolitical and economic changes in Egypt, Sudan, and Ethiopia allowed Ethiopia to construct the dam without any harsh confrontation with Egypt and Sudan. Abstract: Conventional wisdom argues that low- and middle-income countries can use Information and Communication Technologies (ICT) in general, and the Internet and the World-Wide Web in particular, to bridge the income gap with high-income countries. The so-called “digital divide” between the rich and the poor is well documented: inhabitants of rich countries have far greater access to the Internet and other forms of ICT than inhabitants of low-income countries. However, access to technology is only one factor affecting the ability to increase income by using the Web. An equally important factor is the ability to attract traffic to a web site. If the Web is to help economic development, then it is crucial that web sites publicizing investment opportunities, goods, or services attract investors and customers. Collapse
