Abstract: Virtual Social Networks (VSN) act as a catalyst for the success of the active participation of citizens in information sharing, collaboration, and decision making. VSN based e-participation tools allow many-to-many communication and collaboration near real-time with users who might be in geographically dispersed locations. It provides a platform to voice opinions and perspectives and share them with others in new and innovative ways. Cybersecurity is a key area that needs to be considered for the success and continuous use of e-participation systems as it protects user privacy and helps to avoid scams, harassment, and misinformation. The intervening effect of cybersecurity protection mechanisms and citizens’ education level on the relationship between VSN diffusion and e-participation initiatives is explored in the proposed research model presented in this paper. Moreover, this research model is explored for different stages of e-participation (e-information, e-consultation, and e-decision making) and the five dimensions of cybersecurity (legal, technical, organizational, capacity building, and cooperation). The findings indicate that improved VSN usage has increased e-participation (especially in e-consultation and e-decision making) as a result of improved cybersecurity protection and public education, highlighting the varying importance of different cybersecurity protection measures for three stages of e-participation. Thus, considering the recent problems like platform manipulation, misinformation and data breaches associated with the use of VSN for e-participation, this study emphasizes the importance of regulations, policies, partnerships, technical frameworks, and research to ensure cybersecurity, as well as the importance of education to enable the public to interact productively in e-participation activities. This study is performed using publicly available data from 115 countries and the research model is developed, drawing theoretical basis from the Protection Motivation Theory, Structuration Theory, and Endogenous Growth Theory. Abstract: Refugee integration, one long-term solution to the large number of people fleeing their home countries, constitutes a challenge for both refugees and host societies. ICT and especially online peer groups seem promising to support this process. Building on literature demonstrating the societal benefits of peer groups, this paper proposes a novel peer-group-based approach to address refugee integration and introduces both an online and offline realization. A randomized field experiment in cooperation with public (refugee) services and a non-governmental organization makes it possible to expand existing research by quantitatively demonstrating societal benefits of online peer groups and ICT for refugee integration. Further, this paper is the first to assess the effectiveness of online and offline peer groups in one experimental setup comparatively. Results show that peer groups provide substantial value with respect to the integration domains social bridges, social bonds, rights and citizenship as well as safety and stability. While the outcome of the various integration domains differs for online and offline peer groups, participants’ adoption rates were higher for online peer groups. Collapse

Abstract: We study the evolution of the African mobile telecommunications industry from its effective beginning and explore the sources of ownership advantages among indigenous firms, by assembling historical qualitative and quantitative firm-level data. Our historical qualitative findings suggest that a few start-ups gained industry-specific knowledge through their pre-entry experience, directed their postentry development of capabilities toward adaptations to challenging market and operational conditions, and leveraged their adaptive capabilities to enter and compete in other African countries. Using our quantitative panel data, we show that these firms successfully internationalized across the continent. In particular, compared with other start-ups, they had higher rates of foreign entry in African countries that had relatively weaker rule of law, and greater market reach in African countries that had relatively larger low-income consumer segments. These patterns corroborate that their capabilities for overcoming the industry’s challenging market and operational conditions were their key ownership advantages. Through our triangulated analysis, we show that inherited industry knowledge provides a foundation for postentry capability development, and entrepreneurial leadership guides this process to create ownership advantages for regional internationalization. Abstract: A large segment of women in developing countries is lagging behind because of civil wars, limited access to education, unfavorable regulations, family responsibilities, and prejudicial culture that favors a muscular workforce. Considering its scalability, ubiquity, neutrality, inclusiveness, and low cost, distance education holds the potentials for empowering underrepresented groups. We describe it as a system, outline its advantageous qualities and feature its role in enabling women to access education, utilize online resources, boost their agency, and achieve collective actions. Yet, there is a need for awareness, policies and programs that expand its affordability, bridge the digital divide, and enlarge the share of women in the labor market. Collapse

Abstract: Little is known about when and where hybrid organizations diffuse. We argue that neo-institutional perspectives, which stress the constraining role of market categories and institutional logics, have to be complemented with demand-side perspectives that stress the enabling force of economic incentives to explain the origins of hybrids. We develop theory to predict the country-level diffusion of hybrid forms in Islamic banking in the 1975–2017 period, during which many conventional banks invaded the domain of Islamic banking by starting to sell Islamic banking services, or so-called “Islamic windows.” Our findings underscore the relevance of simultaneously studying the impact of constraining and enabling forces. Consistent with neo-institutional theory, we find strong evidence that a lack of constitutive legitimacy of the window form—only in countries where Muslims make up a large share of the population—and the ideological polarization of local audiences reify the ideological boundaries between the oppositional banking logics, which in turn hampers the diffusion of windows in the focal country. At the same time, however, it appears that the failure of local credit markets and country-level economic globalization, the latter even more in countries with a Muslim majority, provide potent economic incentives for the diffusion of windows. By stressing the role of utilitarian incentives and material exchange as drivers of hybridization, we bridge the gap between neo-institutional and more rationalist approaches of institutional change. Abstract: In 2015, about 890,000 refugees arrived in Germany and an increasing number of mobile applications have been specifically developed to socially include newcomers by informing them about bureaucracy, customs, and language of the host country. Though such applications may be functional in terms of the potential value they deliver to refugees, they may also contribute to unexpected and overlooked forms of further exclusion because the very label "refugee" is associated with an excluded and disempowered population. In this paper, we draw on social identity theory to provide indications that applications specifically developed for refugees can trigger an identity threat and may lead to associations with stereotypical and undesirable aspects of one's identity. We propose a research design to compare the intention to use of two versions of a mobile languagelearning application, a refugee-specific version in the identity threat condition and a neutral version in the control condition. Abstract: Attaining durable peace after a civil war has become a major challenge, as many negotiated settlements relapse into violence. How can civil war negotiations be conducted and peace agreements formulated so as to contribute to lasting, durable peace? Previous research has focused on the durability of peace agreements, measured as the absence of violence. This study develops an index to measure durable peace for a period of 8 years after the agreement had been reached, and evaluates the new measure using an existing data set. We ask whether impacts on durable peace are similar or different to those found for the durability of agreements. This question suggests a number of hypotheses that are evaluated with 16 cases of peace agreements. Stable agreements are shown to mediate the relationship between equality provisions in peace agreements and durable peace, and to also mediate the relationship between procedural justice and the reconciliation component of durable peace. Interestingly, economic stability is not a dividend of peace agreements. Collapse

Abstract: In 2014, a devastating Ebola virus epidemic burst in West Africa, which tremendously impaired the economies in the affected areas. During this crisis, in addition to traditional donations, some new forms of prosocial behaviors, such as online prosocial microlending, were adopted to help people in and near the affected areas. In this study, we extend the spotlight and gradient model to investigate people’s online prosocial microlending decision making after natural disasters, which is both financial (rational) and prosocial (irrational) in nature. By leveraging the Ebola outbreak in 2014, we design a natural experiment to compare lender’s online prosocial microlending behavior before and after the disaster. We find that the average amount of online prosocial microlending in unaffected areas increases after the natural disaster and the increase is negatively related to the distance between the borrower and the affected areas. Abstract: We developed an alternative approach for measuring information and communication technology (ICT), applying Data Envelopment Analysis (DEA) using data from the International Telecommunications Union as a sample of 183 economies. We compared the ICT-Opportunity Index (ICT-OI) with our DEA-Opportunity Index (DEA-OI) and found a high correlation between the two. Our findings suggest that both indices are consistent in their measurement of digital opportunity, though differences still exist in different regions. Our new DEA-OI offers much more than the ICT-OI. Using our model, the target and peer groups for each country can be identified. Collapse
