Abstract: Cybersecurity acts as a strong influence on national governments’ security, economic, physical and social interests. A common policy goal of governments is to protect their respective interests by supporting cybersecurity threat and attack response capabilities. Contemporary research addresses the use of multi-national CERT frameworks to improve national cybersecurity capability maturity and resilience, however little research has been conducted into the efficacy of such frameworks with Pacific Island nations. This research employs a qualitative interview technique to develop an inductive model for a regional Pacific Islands CERT framework. The research proposes a Pacific Islands regional model based on a network of affiliated national CERTs that operate independently and reflect their respective national interests, while collaborating on matters of shared interest, supported by regional partners providing targeted assistance to build national and regional cybersecurity capability maturity and resilience. Abstract: Uncertainty is inherent to outbreaks of infectious diseases; a topic of global concern. Addressing global outbreaks requires – among other things – well-functioning systems to produce informa­ tion. The aim of the paper is to understand uncertainty in the context of information systems (IS) and to analyze the role of formal and informal information practices in identifying and responding to communicable diseases in the context of developing countries. Our empirical focus is on a dengue outbreak in 2016 in Burkina Faso- Dengue was then unknown in the context and formal “techne” based information systems were inadequate in dealing with it. Drawing on work defining uncertainty as a resource, we extend our practice-based theoretical lens with the con­ cepts of “general and specific metis” to describe practices neither established formally or infor­ mally, but which evolve as the disease unfolds. While general metis represents practices based on the broader understanding of the context which the health staff have, specific metis relates to the particular practices they construct to acquire, share, and react on information as the disease unfolds. Our paper contributes primarily in foregrounding the role of uncertainty in information systems research and how this relates to formal, informal and emerging information practices. Collapse

Abstract: The ongoing digitalization reveals gaps between developed and developing economies regarding technological resources and knowledge. While resources can be imported or externally provided (e.g. by humanitarian organizations), knowledge is hardly exchangeable. Still, it is an important factor to the solving of local challenges with the help of technology. Accordingly, the development of information systems is challenged, since specialists may have the expertise, but require high involvement with the local peculiarities to grasp practical problems entirely. We observed this effect in a three-year research project with the goal to provide mHealth-systems for midwives in Papua New Guinea. The challenge was approached by applying the principle of projectability, which originates from Design Science Theory. We achieved mutual comprehension between local practitioners and technical experts through the adoption of a mobile assistance system that was originally developed for Mechanical Engineering. This study reports on our research and contributes guidelines for future development project. Collapse

Abstract: Research in management and related fields largely assumes that host-country state (“state”) ownership in investment projects raises risk for private coinvestors. We question that assumption in theorizing that minority state ownership may actually decrease investment risk in host countries where policy stability is low. Noncontrolling but still substantial state ownership signals to private coinvestors that states will maintain initial investment project terms yet limit interference in project management under those same initial terms. Analyses of 1,373 investment projects announced in 95 host countries from 1990 to 2012 support this proposition: (1) low policy stability in the host country increases investment risk, measured as the percentage of equity comprising all project capital funding on the announcement date, but (2) minority state ownership diminishes the risk-increasing impact of low policy stability, and (3) the risk-diminishing effect is greatest when policy stability is low and the state holds from 21% to 40% of investment project equity. Where permitted, private investors can use state ownership as a risk-reducing strategy in response to low policy stability. Our study highlights where these “minority rules” hold and state ownership signals credible assurance to private coinvestors in less stable policy environments. Collapse

Abstract: The effective use of mobile IS offers great opportunities for improving health systems in developing countries and enhancing their quality of life. A case in point and, hence, an interesting research subject is Papua New Guinea for being a country with one of the highest maternal mortality rates in the world. Despite the opportunities, many mHealth solutions remain prototypical due to their design and lack of empirical evidence and just little literature discussing success factors exists. To overcome this problem, we derived Design Requirements for the implementation of an mHealth app. We followed a Design Science Research (DSR) approach (a) embedding a triangulation of a literature study, a user survey and on-site observations, (b) working in a cross-cultural and interdisciplinary team and (c) evaluating the Design Requirements ex-ante by taking the example of an mHealth app to support midwives in Papua New Guinea. Practitioners, IS researcher, even design- or behaviourism-oriented, as well as transdisciplinary researchers can use the Design Requirement Framework for, on the one hand, design and implement applications in developing countries and, on the other hand, to take single already justified Design Requirements as starting point for a detailed investigation.
