Abstract: Digital technologies and their uptake in society have advanced more rapidly than any innovation in history. However, research into how the public sector uses digital innovation has been slow to develop. Government has an essential role to play in sustainability by setting and enforcing policies around subjects such as pollution and carbon taxes, making digital innovation in government critical for digital sustainability. Further, the public sector's values and priorities differ from those of the private sector, which confounds simple comparisons in areas such as digital ways of working and efficiency drivers. This paper draws on the public management literature and uses an exploratory and interpretive field study of a leading digital government. The research identifies six barriers to digital innovation within the New South Wales government, a world-leader in digital integration. The barriers are: varying digital maturity, nondigital mindset, slow mobilization, service-based silos, premature solutioning, and failure to align investment in digital innovation with broader government priorities. The paper identifies initiatives enabling world-class digital innovation and driving effective change. These enablers are structural service integration, ecosystem engagement, technology modernization, customer-centric strategies and processes, and agility in management. This paper finds that digital capability gaps and core rigidities interact requiring a comprehensive approach to realize the significant benefits offered to citizens and the environment. Collapse

Abstract: In this editorial, we explore the role of IS in shaping the capacity to recover from exogenous shocks. Based on a synthesis of existing literature, we discuss the interplay between IS and resilience, as examined by various streams of research, and consolidate these insights under the banner of "digital resilience." Our exploration culminates in a new conceptual framework of digital resilience from which we formulate avenues for future research. Through this work, we aim to encourage and support further research and practical strategies focused on digital resilience, ultimately strengthening our collective capacity to navigate the diverse disruptions of our shared future.Yenni Tim is a senior lecturer in the School of Information Systems and Technology Management (SISTM), University of New South Wales (UNSW) Business School, Australia. Abstract: In Disaster Management (DM), reusing knowledge of best practices from past experiences is envisaged as the best approach for dealing with future disasters. But analysing and modelling processes involved in those experiences is a well-known challenge. But the efficient storage of those processes to allow reuse by others in future DM endeavours is even more challenging and less discussed. Without an efficient process in place, DM knowledge reuse becomes even more remote as the effort incurred gets construed as a hindrance to more pressing activities during the execution of disaster activities. Efficiency has to also be pursued without compromising the effectiveness of the knowledge analysis and reuse. It is important to ensure that knowledge remains meaningful and relevant after it is transformed. This paper presents and validates a DM knowledge analysis framework (DMKAF 2.0) that caters for efficient transformation of DM knowledge intended for reuse. The paper demonstrates that undertaking knowledge transformation and storage in the context of its use is crucial in DM for both, effectiveness and efficiency of the transformation process. Design Science Research methodology guides the research undertaken, by informing enhancements and how the framework is evaluated. A real case study of flood DM from the State Emergency Service of Victoria State Australia is successfully used to validate these enhancements. Collapse

Abstract: Batch processing is used in many production and service processes and can help achieve efficiencies of scale; however, it can also increase inventories and introduce process delays. Before organizations can develop good understanding about the effects of batch processing on process performance, they should be able to identify potential batch-processing behavior in business processes. However, in many cases such behavior may not be known; for example, batch processing may be occasionally performed during certain time frames, by specific employees, and/or for particular customers. This article presents a novel approach for the identification of batching behavior from process execution data recorded in event logs. The approach can discover different types of batch-processing behaviors and allows users to configure batch-processing characteristics they are interested in. The approach is implemented and evaluated through experiments with synthetic event logs and case studies with real-life event logs. The evaluation demonstrates that the approach can identify various batch-processing behaviors in the context of business processes. Collapse

Abstract: Business operations worldwide have significantly impacted the environment, prompting organisations to consider how to align strategy and conduct to advance sustainability targets. Collaboration is critical for sustainability progress, thus organisations are becoming interested in the practices of supply chain partners. To incorporate sustainability across networks, leadership is critical in coordinating activities. Although the effectiveness of leadership for sustainability is widely discussed, there is a lack of empirical field studies on how organisations can develop this leadership capability. This research-inprogress paper presents preliminary findings from an industry level case study of a Government-run initiative. This initiative provides a platform for organisations to collaborate and access resources that supports the development of sustainability leadership capabilities. Preliminary analysis provides insight on the dynamic capabilities organisations must develop to influence its supply chain partners, the technologies used to progress sustainability initiatives and the role that the Government has in promoting collaboration and leadership. Abstract: Social media has become an important channel of communication in emergency and disaster management. Emergency Management Agencies can distribute helpful and important information to the general public and also gather information to enrich their management efforts. This, however, remains challenging since several communication-related barriers occur. This study investigates how the concept of Nudging, a form of behaviour adjustment, can be applied to address these barriers. A Systematic Literature Review and qualitative social media data analysis methods were applied to explore the potential of digital nudges on social media. Twelve forms of digital nudges could be identified in the data that influenced the visibility of the messages they occurred in. The results suggest that Digital Nudging on Social Media is a promising approach to use in emergency and disaster communication. Collapse

Abstract: Transport infrastructure systems are very complex and expensive. Projects to procure such systems are costly, long and complex to manage. The procurement context usually includes many collaborating organizations but often with different concerns and priorities, and many interactions to other parties. This makes the procurement very complex and entangled. DoDAF, MoDAF and TRAK are three architecture frameworks (AF) that model the whole enterprise/system life cycle that includes system procurement. They are expressed as metamodels. In this paper, we analyse various procurements strategies and identify the concerns that AFs should address. The TRAK AF is then applied to a Rail procurement case study in collaboration with Transport for New South Wales (NSW) in Australia to assess its effectiveness in meeting the procurement needs. In all stages of the study, TRAK is mapped and compared to DoDAF and MoDAF to examine whether DoDAF or MoDAF can cover the inadequacies of TRAK. This paper shows that there is a considerable number of procurement needs which are overlooked by these architecture frameworks. It proposes a metamodel driven expansion to these frameworks to improve their completeness and expressiveness. Collapse

Abstract: The significant human impact on the environment has prompted many governments to invest in sustainability initiatives across cities and communities. Moreover, although it has been suggested that information technology can aid in the development of these sustainability initiatives, there is a dearth of empirical field studies in this area. In this research-in-progress paper, we present preliminary findings from a case study of a private-public partnership (PPP) community-based sustainability initiative that is enabled by a digital platform. Preliminary analysis sheds light on the mechanisms underlying the formation of the PPP, the development of the PPP’s business model, the development of the digital platform, and ultimately the emergence of a community for sustainability. A framework for digital platform-enabled community development is posited based on the case analysis. Abstract: Social bots are gaining in popularity and complexity. These technologies could provide assistance and new approaches to handle the numerous tasks on social media that occur in crisis communication. Social bots are applications that automatically produce content and interact with humans on social media, trying to emulate and possibly influence human behaviour. They often have a negative association, but there are many bots which perform benign tasks. Currently, there is no overview of tasks that social bots could support in emergency management. This project is intended to contribute to close this gap by examining possible applications of such bots in crisis communication during natural disasters. The research problem is investigated from two perspectives. First, we explore whether there is already existing bot activities in crisis communication through analysing the Twitter communication of the Eastern Australian bushfires in March 2018. Second, to identify possible bot application in the context of crisis and emergency management experts were interviewed. The results indicate current crisis communication bot activities are mostly limited to automated alerts by emergency management organisations. The expert interviews illustrate high potential and demand for social bots in relevant emergency management organisations. The study shows application fields for social bots in all phases of the emergency management cycle and beyond. Collapse

Abstract: Combinatorial exchanges that allow for package offers to address nonconvexities in demand or supply typically employ linear and anonymous prices because they are simple, tractable, and fair. Despite their prevalence, linear anonymous prices do not necessarily correspond to Walrasian competitive equilibrium prices in such settings, and their impact is not well understood. This paper is the first to analyze the effect of different pricing rules on the efficiency of combinatorial exchanges, using both analytic methods and numerical experiments. Our analysis is motivated by a combinatorial fishery-rights exchange designed to reform the fishing industry in New South Wales (NSW), Australia. We find that when linearity and anonymity are required for only one side of the market, the average efficiency loss is negligible. In contrast, with a single linear price vector for both sides, the efficiency loss is substantial, especially when the market is small. In a formal model, we show that efficiency losses decrease when the number of buyers grows or the size of the submitted packages decreases. Besides the reform of the NSW fishing industry, our results have important implications for other cap-and-trade programs as well as other industries where demand or cost complementarities play a role.
