Design Theory for Societal Digital Transformation: The Case of Digital Global Health

Abstract: With societal challenges, including but not limited to human development, equity, social justice, and climate change, societal-level digital transformation (SDT) is of imminent relevance and theoretical interest. While building on local-level efforts, societal-level transformation is a nonlinear extension of the local level. Unfortunately, academic discourse on digital transformation has largely left SDT unaccounted for. Drawing on more than 25 years of intensive, interventionist research engagement with the digital transformation of public healthcare information management and delivery in more than 80 countries in the Global South, we contribute to theorizing SDT in the form of a design theory consisting of six interconnected design principles. These design principles articulate the interplay and tensions of accommodating over time increased diversity and flexibility in digital solutions, while simultaneously connecting local, national, and regional/ global efforts. inception in three townships in post-apartheid South Africa, different versions and configurations of the DHIS have been adopted by more than 80 countriesincluding all but two African countries south of the Sahara, Norway, and other "developed" countriesthrough the efforts of universities, ministries of health, international organizations, funding, and various other agencies. Its ambition highlights the concerns of equity, inclusiveness, and ideology-that is, making design "that matters" (Bødker & Kyng, 2018) for society.According to Markus and Rowe (2021), the study of SDT to date remains underresearched (cf. also Vial, 2019), despite its tremendous significance in the different facets of social life globally. This mirrors the general critique that Jørn Braa is a professor at the University of Oslo, Norway, where he has spent much of his professional career initiating, cultivating, and promoting interventionist research on and around the DHIS2/ HISP efforts. He is the "father" of the project. His work has been published in outlets including the MIS Quarterly, The Information Society, Information Technology for Development, and in books.Sundeep Sahay is a professor at the University of Oslo, Norway and for the last couple of decades has been engaged in the DHIS2/ HISP project, with a main focus on Asia in general and India in particular. His work has been published in outlets including MIS Quarterly, Information and Organization, Information Systems Research, and in books.Eric Monteiro is a professor at the Norwegian University of Science and Technology and an adjunct professor at the University of Oslo. He has a long-term, low-intensity engagement with DHIS2/ HISP spanning more than two decades. Abstract: The use of mobile payment (m-payment) is growing exponentially in developing countries. A small number of investigations have been undertaken on what makes people continue to use m-payment in an African context. We combine the task technology fit (TTF) model, expectation-confirmation model (ECM), and trust dimension to explain the influence of continuance use of m-payment. We collected 384 valid questionnaire responses from Mozambique. The results show that the relevant constructs to explain continuance intention are use, individual performance, overall trust, and the moderation role of satisfaction. Collapse

Abstract: Research on crowdwork in developing countries considers it precarious. This reproduces its Western conceptualisation assuming that crowdworkers in developing countries imitate their Western counterparts, without close examination of their experiences and responses to work conditions. This study breaks this epistemological terra nullius to pursue an in-depth examination of workers’ lived experience in a developing country and provide a non-Western perspective. It questions how crowdworkers experience and respond to crowdwork and adopts an inductive approach in examining crowdworkers in Nigeria. Unlike the work precarity thesis, we find that crowdworkers in Nigeria transition and transform crowdwork into long-term employment, drawing on their own cultural heritage, social norms and traditions. Through the lens of the indigenous theory of liminality, we conceptualise crowdwork as liminal digital work and uncover three phases in this transformation process. The study concludes that the agency of workers, their culture and their own context play important roles in their experience of crowdwork. This demonstrates that the in-depth examination of the phenomenon in developing countries could destabilise the dominant knowledge, decoupling it from its origin of production and exposing and examining its implicit and explicit assumptions, and hence advance theorisation. Geographic Information Systems (GIS) can serve as a development tool that provides solutions to facilitate easier access to water well locations. Abstract: Attaining durable peace after a civil war has become a major challenge, as many negotiated settlements relapse into violence. How can civil war negotiations be conducted and peace agreements formulated so as to contribute to lasting, durable peace? Previous research has focused on the durability of peace agreements, measured as the absence of violence. This study develops an index to measure durable peace for a period of 8 years after the agreement had been reached, and evaluates the new measure using an existing data set. We ask whether impacts on durable peace are similar or different to those found for the durability of agreements. This question suggests a number of hypotheses that are evaluated with 16 cases of peace agreements. Stable agreements are shown to mediate the relationship between equality provisions in peace agreements and durable peace, and to also mediate the relationship between procedural justice and the reconciliation component of durable peace. Interestingly, economic stability is not a dividend of peace agreements. Collapse

Abstract: Dynamic capabilities are particularly important for companies in the information technology (IT) industry. A large amount of work has been done to define capabilities, but less effort has been invested in examining the interlinkages of these capabilities, or their relative importance in different market situations. These two areas are crucial, because the very nature of dynamic capabilities is in the changes that they cause to other capabilities in the company in adapting to market movements. Our paper reports the results of a survey on a Vietnamese ICT company that addresses this twin gap, and shows how the dynamic capability of innovation capability is linked to the firm performance when working together with other capabilities and resources different markets. Abstract: We developed an alternative approach for measuring information and communication technology (ICT), applying Data Envelopment Analysis (DEA) using data from the International Telecommunications Union as a sample of 183 economies. We compared the ICT-Opportunity Index (ICT-OI) with our DEA-Opportunity Index (DEA-OI) and found a high correlation between the two. Our findings suggest that both indices are consistent in their measurement of digital opportunity, though differences still exist in different regions. Our new DEA-OI offers much more than the ICT-OI. Using our model, the target and peer groups for each country can be identified. Collapse

Abstract: As new technologies such as mobile phones impact peoples’ daily lives, interest into their potential is also growing. In this research paper we aim to identify and explore how a particular research approach, in this instance, ethnographic futures research (EFR), can be utilized for future predictions of mobiles phones in social development activities in developing countries. The paper describes the process and offers reasoning for utilizing this approach. By undertaking this research, the benefits are that academics will learn of an approach that will allow the study of and understanding social development activities achieved by novel mobile applications. For practitioners, such research offers the potential of obtaining a rich, simple and clearer understanding of mobile application development. By obtaining such an understanding, regions around the globe can be targeted and diffusion strategies leading to increasing mobile phone users will occur. By applying EFR it is concluded that there is definitely a need for a different way of thinking about how mobile phone services should be created and deployed to marginalized communities to avoid the unsustainable models used for the initial tele‐center deployments over a decade ago.
