Abstract: Smart city (SC) research is an engaging research area as evidenced by a rising number of publications indexed in the most relevant global citation databases. However, research advances are not equally discussed and distrib­ uted within Europe. This study puts a focus on the specific geographic location of Southeast Europe (SEE), intending to fill the gap in understanding the research advances in this part of Europe. The aim of this descriptive review was to systematically investigate peer-reviewed publications focused on SC research in SEE in order to present the findings and the state-of-art in this research domain. Seventy-four papers were thoroughly studied, analysed and classified based on their focus on SC themes and common sub-themes. While smart governance had been studied extensively in the SEE region, topics related to the smart economy and smart people received low attention from researchers. Mapping the selected papers to the Plan-Do-Check-Act (PDCA) cycle showed that SC research in SEE is still in the conceptualising and planning stages, with very little evidence from the real implementation and follow-up activities. From the stakeholders’ perspective, the focus is on the institutional point of view as most of the papers present their findings in relation to (national or local) government bodies or policies, without balancing with corresponding businesses’ or individuals’ (users’) point of view. Abstract: Digital government applications and models often add layers to existing structures, organizations, and routines to facilitate public services. In most states digital government is thus added to established structures and organizations, but what happens when egovernment develop at as an integrated part of new state building? This is the overall question in this paper presenting an analysis of best practices of e-government in six countries in the Western Balkans – Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia. The cases of best practice have been identified through an interactive research process, and analyzed through a combined lens of eGovernment stage-models and core public values. The analysis shows how new digital government applications and innovations are designed and used in new democracies as part of new state building structures. The findings indicate a lack of new institutional arrangements for digital government. Taken together it shows that the development of eGovernment in the Western Balkans follows a path-dependence of other states, in spite of the opportunities for more innovative and sustainable eGovernment by continuing the institutional reformation. Abstract: In cross-cultural business negotiation, culture is known to influence negotiation processes. As a lens to study this effect we deployed the Lemon Car Game, an online negotiation game developed for this purpose (Hofstede et al. in: Proceedings of 39th international simulation and gaming association conference (ISAGA). Technologia, Kaunas, pp 39–46, 2009a; Hofstede et al. in: David, Sichman (eds) Multi-agent-based simulation IX, international workshop, MABS 2008, revised selected papers, LNAI 5269. Springer, Berlin, pp 1–16, 2009b). In this article we report the results from the game, obtained from over 800 players from more than 70 countries. We employ several complementary analyses in a mixed-methods approach. Our findings show that to make sense of the players’ actions during negotiation, economic rationality falls short. A pan-cultural individual-level analysis of actions and stated intentions also fails to yield a coherent picture. Within countries, however, actions and intentions do cohere, as shown by an ecological country-level factor analysis, from which three factors emerge for the sellers at country level: trustworthiness, opportunism, and fairness. We conclude from these findings that, in this game, players are driven by what we call relational rationality: they are rational from the perspective of the social world in which they live, with interpersonal relationships weighing heavily. Relational rationality changes players’ perspective of economic rationality, and thus their observed behaviour in negotiation. Based on this evidence, we extrapolate that relational rationality significantly influences negotiation processes in all cultures. Collapse

Abstract: Closed user group based on a Peer-to-Peer system require a membership mechanism that is fully decentralized. Several suggestions have been made in the literature. However, the proposed mechanisms have some significant drawbacks since any peer can easily bypass the proposed membership mechanism. In this paper we present a new fully decentralized and secure membership mechanism for Peer-to-Peer systems. A quorum of peers decides about membership requests from new peers. In order to prevent the requesting peer from manipulating the membership decision two mechanisms are applied: (1) The quorum peers must make there membership decision unanimously. This is sufficient to guarantee a correct membership decision, if a fraction of the peers in the P2P system is honest and if the quorum peers are selected in a random manner. (2) In order to ensure a random selection of the quorum peer a random value is created in a distributed way that is used to select the quorum. It can be verified, that the quorum was correctly selected. The presented mechanism is evaluated in terms of the offered security and the created traffic overhead. Collapse
