Abstract: Requests for a coordinated response during the COVID-19 pandemic revealed the limitations of locally-operating public health agencies (PHAs) and have resulted in a growing interest in their digitalization. However, digitalizing PHAs – i.e., transforming them technically and organizationally – toward the needs of both employees and citizens is challenging, especially in federally-managed local government settings. This paper reports on a project that develops and evaluates a continuous (vs. a staged) maturity model, the PHAMM, for digitalizing PHAs as a cornerstone of a digitally resilient public health system in the future. The model supports a coordinated approach to formulating a vision and structuring the steps toward it, engaging employees along the transformation journey necessary for a federally-managed field. Further, it is now being used to allocate substantial national funds to foster digitalization. By developing the model in a coordinated approach and using it for distributing federal resources, this work expands the potential usage cases for maturity models. The authors conclude with lessons learned and discuss how the model can incentivize local digitalization in federal fields. Collapse

Abstract: The introduction of blockchain offers new opportunities to rethink enterprise identity management. Recently, a new concept has emerged in the blockchain community called self-sovereign identity. Self-sovereign identity combines several existing decentralized identity management approaches, promising new ways to promote more convenient, connected, and secure identity services for the private and public sector. Nevertheless, research in this area is still in its infancy. Most of the very few articles focus either on the opportunities self-sovereign identity might offer or on very specific technical features. Studies on real-world applications of organizations using modern self-sovereign identity implementations and design theory are very rare. To fill this gap, we follow the design science research approach to design, implement, and evaluate a self-sovereign identity system to present tax attributes of online retailers. We present four design principles and conclude that the use of self-sovereign identity and blockchain offers opportunities to improve verification processes. Collapse

Abstract: Digital transformation is driving demand for information technology (IT) professionals. Addressing the underrepresentation of women in IT is a promising way to expand the pool of potential candidates. This research aims to determine how women without IT-specific knowledge can potentially contribute to reducing the gender gap in the German IT sector, especially for small and medium-sized enterprises. A case study with qualitative interviews within a medium-sized IT service company was conducted to answer the research question. The results reveal that targeted job advertisements can successfully introduce women from other sectors to the possibility of a career change in the IT environment. In this way, new female employees can be recruited, reducing the gender gap. Collapse

Abstract: Organisational employees increasingly rely on various social media to develop guanxi online, resulting in the potentially huge value of identifying how social media can contribute to guanxi development in the workplace. In this study of digital guanxi development within Chinese organisations, we examine the role of different types of social media on the development of guanxi and its various dimensions. Based on an exploratory case study, we propose a theoretical framework that illustrates two mechanisms by which social media influence the development of digital guanxi at work. Our preliminary findings suggest that enterprise social media and public social media provide and reinforce instrumental and affective values, respectively, thereby facilitating guanxi development in the workplace. Abstract: We examine how hospital cost efficiency can improve because of knowledge spillover effects, arising from the experiences of members of a healthcare system. We identify two types of functional technology networks—that we term repository-type and workflow-type networks—which are defined by the adoption patterns of different types of electronic health record (EHR) systems application functions by hospitals in a health system. Additionally, we examine how structural features of these two network types—namely, network centrality and interconnectedness—impact such knowledge spillover effects. By analyzing seven years of panel data for 1,420 U.S. hospitals across 216 health systems, and data obtained from surveys of healthcare experts, we found that greater centrality of nodes in repository-type networks enhances the influence of partners' experiences on cost efficiency but has the opposite effect in workflow-type networks, while greater interconnectedness of workflow-type networks enhances the influence of partners' experiences on cost efficiency. Interestingly, we found the opposite effect in repository-type networks, where greater interconnectedness diminishes the influence of partners' experiences on cost efficiency. We discuss reasons for this surprising and counterintuitive finding. Overall, our results demonstrate that at least in healthcare settings where information technologies enable knowledge-sharing networks to be formed, benefits can accrue through knowledge spillover effects; moreover, variations across functional categories of technologies adopted in a network context can result in different technology-network structures with differential impacts on hospital cost efficiency because of their influence on knowledge spillover at both the hospital and system levels. Not only can these results explain mixed findings in the literature that has been dominated by a focus on cost efficiency outcomes dependent solely on the EHR adoption choices of individual hospitals, but they also provide the basis for guidelines for a network-based perspective of technology adoption. We discuss other possible settings to which our empirical findings can be reasonably generalized, including supply chain technologies and the Internet of Things. Collapse

Abstract: Digital technologies play an important role for the delivery of many public services. However, selecting and adopting the ‘right’ digital technologies is often challenging, especially for federally structured governments. Universal factors for successful adoption are hard to establish, and the particularities of federalism, such as the separation of competencies, complicate technology selection. Nevertheless, blockchain technology seems to flourish in these environments. Through a single-case study on the blockchain project of Germany’s Federal Office for Migration and Refugees, we unpack one essential factor for this success: the fit between (cross-) organizational task structure and technological properties. This fit earns the Federal Office’s project considerable credit and traction with stakeholders and partner authorities – not least because it supports the argument that the digitalization of federal systems is possible without ‘digital centralization’ and redistribution of competencies. Our task-technology fit analysis contributes to a better understanding of the adoption of blockchain in the public sector. It also provides the foundation for an extended task-technology fit theory for federally structured, crossorganizational contexts. Collapse

Abstract: This case study explores ambidextrous practices of a complementor firm within a Microsoft-owned digital platform ecosystem (DPE). We draw on organizational ambidexterity and social mechanisms as lenses to analyze how a complementor deals with paradoxical practices of exploration and exploitation in the context of a DPE. By identifying deep structures and surface structures and their related social mechanisms we shed light on the role of ambidextrous complementors in a DPE. Our analysis implies that the identified social mechanisms illustrate how the complementor creates new ideas with other DPE actors to nurture capability development (exploration) and how these ideas are transformed into practice (exploitation). In addition, our findings imply that the complementor’s support of a platform contributes to an increased commitment to the platform owner. Collapse

Abstract: Despite the ongoing expansion of agile practices beyond software firms, agile adoption remains risky, chal­ lenging, and poorly understood. Although agile practices emphasize self-organization and customer collabora­ tion, we know little about how customers influence agile adoption within self-organizing teams. Here, we analyze how a commissioned software team engaged in customer collaboration during agile adoption at a Danish IT service provider. Our case study shows that the software team’s transition to self-organized teamwork practices, agile planning routines, and active customer engagement was mutually dependent on the customer’s trust in the software team and flexible collaborative routines. As a result, we advance a theoretical perspective of customer influence on agile adoption within commissioned software teams, implying that both software teams and customers need to navigate a contradictory tension between self-organization and collaboration to become agile together. Abstract: Interorganizational information systems (IOIS) support inter-company processes in the German furniture industry for more than 25 years. Still, there are deficiencies in process integration and differences in IOIS infrastructures. New market participants struggle to adopt the right IOIS for their purposes. Current adoption models lack to understand and manage IOIS adoption on an industry level. Lyytinen and Damsgaard's configurational analysis for IOIS adoption considers enterprise networks as configurations of interorganizational integration that correspond to a stable pattern of cooperation forms. The configuration analysis is applied in the German furniture industry to identify and explain factors that influence an IOIS adoption decision and constitute stable IOIS configurations. Data collection in two industry segments shows four configuration types in 17 configurations characterized by 39 influencing factors. New market participants must consider the adoption of several IOIS at once in so-called nested configurations to gain access to all relevant exchange relations. Collapse
