Abstract: Today’s companies rely heavily on in-company information technology standards (ICITS) to reduce costs, ensure flexibility, and facilitate the planning, implementation, and operation of IT systems. Steering and managing ICITS has proven to be challenging, revealing the need for efficient governance mechanisms. But even though prior research demonstrates the challenges of ICITS, viable advice on how to implement ICITS is scarce. In this paper, we develop an organizational design theory for the management of ICITS based on the framework of organizational control theory. We conducted a critical case study to identify basic goals, constitutive elements, and fundamental mechanisms of a working ICITS management. The resulting design goals and principles were then evaluated and further refined in the light of additional expert interviews. With our work, we wish to extend the body of theoretical knowledge on the management of ICITS and help practitioners master the various challenges occurring in this domain. Collapse

Abstract: This paper examines how firms have transformed and executed IT-enabled remote work initiatives during the COVID-19 pandemic. After examining archival data on a sample of 100 firms in Spain, we discover three types of IT-enabled remote work firm’s strategies: leader, agile, and survival. Leader companies have a competitive advantage over agile companies, which in turn have a competitive advantage over survival organizations. We find that firm size was crucial to executing remote work firm’s initiatives as a leader or survival. The industry significantly affected the implementation of remote work firm’s initiatives during the three pivotal periods in the telecommunications industry. Collapse

Abstract: This research takes a case study approach to show the development of a diverse adoption and product strategy distinct from the core manufacturing industry process. It explains the development status in all aspects of smart manufacturing, via the example of ceramic circuit board manufacturing and electronic assembly, and outlines future smart manufacturing plans and processes. The research proposed two experiments using artificial intelligence and deep learning to demonstrate the problems and solutions regarding methods in manufacturing and factory facilities, respectively. In the first experiment, a Bayesian network inference is used to find the cause of the problem of metal residues between electronic circuits through key process and quality correlations. In the second experiment, a convolutional neural network is used to identify false defects that were overinspected during automatic optical inspection. This improves the manufacturing process by enhancing the yield rate and reducing cost. The contributions of the study built in circuit board production. Smart manufacturing, with the application of a Bayesian network to an Internet of Things setup, has addressed the problem of residue and redundant conductors on the edge of the ceramic circuit board pattern, and has improved and prevented leakage and high-frequency interference. The convolutional neural network and deep learning were used to improve the accuracy of the automatic optical inspection system, reduce the current manual review ratio, save labor costs, and provide defect classification as a reference for preprocess improvement. Abstract: Requests for a coordinated response during the COVID-19 pandemic revealed the limitations of locally-operating public health agencies (PHAs) and have resulted in a growing interest in their digitalization. However, digitalizing PHAs – i.e., transforming them technically and organizationally – toward the needs of both employees and citizens is challenging, especially in federally-managed local government settings. This paper reports on a project that develops and evaluates a continuous (vs. a staged) maturity model, the PHAMM, for digitalizing PHAs as a cornerstone of a digitally resilient public health system in the future. The model supports a coordinated approach to formulating a vision and structuring the steps toward it, engaging employees along the transformation journey necessary for a federally-managed field. Further, it is now being used to allocate substantial national funds to foster digitalization. By developing the model in a coordinated approach and using it for distributing federal resources, this work expands the potential usage cases for maturity models. The authors conclude with lessons learned and discuss how the model can incentivize local digitalization in federal fields. Collapse

Abstract: Being part of a digital societies requires a "digital mindset". But what exactly is a digital mindset? There are many answers that have not really been systematized. A related area where systematization already started is Computational Thinking (CT): a branch of pedagogy that catalogued the capabilities necessary to live in a digitized and technology-driven world. CT is defined as a general problem-solving competence based on abstraction, algorithmic-thinking, problem-decomposition, pattern-recognition, and evaluation. Researchers promote CT as a 21 st century skills important for everyone. Aim of our article is to reveal the relevance of CT as complement to IS-research in the creation of a digital mindset. We conducted a computational and qualitative literature review using quantitative bibliometric-citation analysis. From the analysis, we derive an integrative framework to identify how IS-research could profit from teaching, and applying CT, as a competence in the digital transformation of their discipline. Abstract: Digital technologies and their uptake in society have advanced more rapidly than any innovation in history. However, research into how the public sector uses digital innovation has been slow to develop. Government has an essential role to play in sustainability by setting and enforcing policies around subjects such as pollution and carbon taxes, making digital innovation in government critical for digital sustainability. Further, the public sector's values and priorities differ from those of the private sector, which confounds simple comparisons in areas such as digital ways of working and efficiency drivers. This paper draws on the public management literature and uses an exploratory and interpretive field study of a leading digital government. The research identifies six barriers to digital innovation within the New South Wales government, a world-leader in digital integration. The barriers are: varying digital maturity, nondigital mindset, slow mobilization, service-based silos, premature solutioning, and failure to align investment in digital innovation with broader government priorities. The paper identifies initiatives enabling world-class digital innovation and driving effective change. These enablers are structural service integration, ecosystem engagement, technology modernization, customer-centric strategies and processes, and agility in management. This paper finds that digital capability gaps and core rigidities interact requiring a comprehensive approach to realize the significant benefits offered to citizens and the environment. Collapse

Abstract: The Covid 19 pandemic revealed the need for Public Health Agencies to mature digitally. To help those agencies with their digitalization endeavor, a public health agency maturity model (PHAMM) has been developed, evaluated, and employed by 366 institutions to determine their digital maturity and to prioritize actions within digitalization projects. This paper discusses the digital maturity of German public health institutions and derives first insights into components spanning the PHAMM dimensions. Public health agencies can use these components to leverage their digital maturity in future digitalization projects. Implications are discussed for how digitalization projects with an enhanced impact can be defined and for future maturity modeling research. Collapse

Abstract: As work becomes increasingly decentralised, employers and employees alike are searching for tools that support (self-) organising and leadership in dispersed teams. Therefore, people analytics, as a form of algorithmic management, is increasingly gaining popularity. However, besides the alleged potential held by people analytics, it also has an inherent potential to serve as surveillance software and to perpetuate existing biases and discrimination. Whilst vendors of people analytics software provide a positive narrative and researchers from different disciplines provide extensive literature reviews, empirical insights remain scarce. Falling back on privacy calculus theory, we develop a research model to explain employees' perception of people analytics deployment in their workplace. Leveraging insights from a scenario-based online survey, we find that employees overwhelmingly disagree with the concept of people analytics. Implementing people analytics causes privacy concerns and erodes employees' trust in their organisation to a level where they are likely to consider leaving the company. Collapse

Abstract: In any human endeavors, a sound strategy constitutes a key success factor. In this essay, we discuss the concept of strategy, its manifestation in digital transformation, and a strategy for managing project front-end activities in digital transformation. More precisely, we first highlight the multidimensional nature of strategy, then different strategies found in digital transformation. Finally, we propose a metaphor with a potential to enhance the understanding of strategy for managing project front-end activities in digital transformation through a vivid description of related phenomena. Overall, this essay advances knowledge in Information Systems through a multidimensional and creative conceptualization of strategy.
