Abstract: In the digital economy, firms’ IT resource investments represent a significant portion of their capital investments. IT governance processes are critical for companies to decide what and how to deploy IT resources and measure and achieve the expected business benefits. This study introduces and measures the concept of IT governance process capability, which is defined as the firm’s ability to identify, design, implement and leverage the following IT governance processes: IT decision-making, IT planning, IT infrastructure modernization, IT services delivery, and IT monitoring. We propose that IT governance process capability can improve IT performance, which in turn can improve business performance. Using a unique dataset from 881 global companies, we found support for the proposed research model. This paper contributes to the Information Systems (IS) literature on business value of IT by conceptualizing, evaluating, and introducing the construct of IT governance process capability and theorizing and proving how this core IT capability positively affects IT performance to enhance business performance. Abstract: In an IT-enabled hybrid social startup, how and why does the social entrepreneur respond to conflicting commercial versus social norms and practices, as well as IT innovation challenges? We conducted an exploratory single-case study of an IT-enabled hybrid social startup consisting of a charitable pharmacy, two non-profit consortia, and two for-profit IT businesses, all co-founded by a pharmacist/social entrepreneur (with partners) who aimed to distribute donated "wasted" medications to needy patients. The two for-profit organizations were designing a blockchain and complementary web and mobile applications for secure, cost-effective donated-drug distribution, for use by this entrepreneur's charitable pharmacy and other organizations committed to matching donors with needy patients. Study findings suggests that multiple forms of IT agility, multiple forms of business agility, and a unique form of socialcommercial agility help an IT-enabled hybrid social startup persist, despite financial and other challenges. Abstract: The next step after smart cities is the creation of digital or smart nations. A digital nation requires a national transformation across diverse institutions including the urban and rural areas of a society. Besides diverse social innovation initiatives, sustainability is a key aspect, so that rather than greenfield projects, long-term solutions will involve brownfield, smart city projects. A digital transformation to a digital or smart nation requires a great deal of innovation in planning, process re-engineering and execution. Whereas research work and policy actions are traditionally focused on a city level, these efforts need to be widened to the national level. Existing city-scale theories and frameworks may be used and adapted to meet the larger-scale needs of the future smart nations. The new issues and research challenges which arise need to be addressed through interdisciplinary approaches. This special issue on the theme of digital nations attempts to address the need in the academic literature to provide a better understanding of digital nations. Collapse

Abstract: The immanent opportunities and threats from digital business transformation significantly affect the role of the IT function. Line functions increasingly expect that the internal IT function provides support for digital value creation in addition to traditional IT services. This dual focus bears the potential for tensions as competing in digital business environments means to act fast and to explore, while managing traditional enterprise IT requires stability, reliability, and exploitation of existing resources. Therefore, our study empirically examines the role of two key capabilities—IT agility and IT ambidexterity—on the IT function’s digitization support. Based on a survey including 258 IT executives, we find that IT agility is a main driver of the IT function’s ability to support digitization. Furthermore, our results show that an ambidextrous focus of IT functions is best suited to find a balance between opposing demands. Collapse

Abstract: Businesses continue to make large investments in information technology (IT) resources, and it is crucial for them to implement effective management strategies to better leverage these resources. Modern organizations are increasingly dependent on IT to remain agile and competitive in a rapidly changing market, but there remain gaps in understanding how IT resources support IT agility. Recent IT strategy research highlights the role of IT service climate in driving positive IT service quality, and we extend this work in the form of a theoretical model that relates an organization’s internal IT service perceptions to IT agility. We hypothesize a partially mediated relationship wherein internal IT service perceptions positively affects IT agility, both directly and indirectly, through facilitating positive IT service quality, highlighting the crucial role of IT personnel and their service orientation in provisioning services to enable IT agility. We test our model with an unmatched survey of 400 full-time IT managers and professionals and find strong support for our hypotheses. Our results have important implications for future research and practice, as the IT community continues to seek to adopt effective strategies for managing and leveraging its expensive resources. Abstract: In this empirical paper, we investigate IT-enabled innovation and improvisation in SMEs that operate in turbulent market environments. Using the theoretical lens of the resource-based view of the firm and dynamic capabilities, we study IT resources, IT capabilities, and organizational agility in such SMEs. We conducted an online survey of Canadian SMEs and use an emerging analysis technique called Qualitative Comparative Analysis or QCA to provide rich insights into which configurations or combinations of IT systems, capabilities, and resources facilitate innovation and improvisation. We address the research question: What IT resource and capability configurations in IT-enabled SMEs result in high levels of innovation and improvisation? The results indicate how different combinations of organizational agility, IT leveraging capability, and IT resources can be used to achieve high levels of innovation and improvisation. Based on our findings, researchers and practitioners can gain insights about how to structure and configure IT systems, resources, and capabilities. Collapse

Abstract: The increasing diffusion of digital technologies throughout industries and aspects of life is transforming businesses even in areas that always have been dependent on physical materiality. In this paper, by conducting an exploratory Delphi study in collaboration with 19 industry experts, we aim to shed light on the specific managerial challenges associated with the impact of digital transformation in the industrial-age, physical product–manufacturing automotive industry. Our results point to three key themes: (1) the radicalization of IT-enabled business transformation going beyond intraorganizational challenges, (2) the transformation of industrial business through digital innovation, and (3) the emergence of physical–digital paradoxes. With our study, we extend the knowledge in IT-enabled business transformation literature by relating it to the emergent topic of digital innovation. We find organizational ambidexterity to be of specific importance when dealing with emergent challenges that arise from the combination of the physical and digital worlds. Collapse

Abstract: Recent research indicates that higher ERP assimilation in organizations positively influences organizational agility, and that the dynamic capability of systems agility moderates the effects of ERP assimilation on agility. In this paper, we extend this research, to investigate the organizational competencies under which enterprise systems influence organizational agility. We propose a theoretical framework incorporating two specific organizational competencies – IT Competence in Business (ITCB) and Business Competence in IT (BCIT) – and theorize that both ITCB and BCIT have dual effects - mediating and moderating - on organizational agility. To empirically validate the theoretical framework, we conducted a quantitative cross-sectional survey across 215 organizations. The results validate our key theorizing on the dual effects of ITCB and BCIT on organizational agility. In addition, when organizations have high levels of ITCB and high ERP assimilation, we see surprising results in the negative moderating effects of ITCB on the influence of ERP assimilation on organizational agility. Abstract: Literature is divided on whether enterprise systems promote or hinder organizational agility. To the best of our knowledge, this paradox has never been rigorously theoretically analyzed nor empirically investigated. This paper seeks to address this paradox by leveraging upon innovation assimilation literature and knowledge based and capabilities based views of organizations. We propose a theoretical framework of the effects of ERP assimilation on agility. We also theorize that the dynamic capability of systems agility not only has a direct effect on organizational agility, but also moderates the effect of ERP assimilation levels on agility. We validate the proposed framework by conducting a cross-sectional survey across 215 organizations. The results shed light on one part of the dilemma: higher ERP assimilation levels positively influence organizational agility and validate the proposed model. Moreover, systems agility acts as a critical enabler by amplifying the net positive impact of ERP assimilation on organization agility - in addition to having a strong direct effect. Collapse
