Abstract: Questioning the IT governance structures of international NGOs through the critical lens of post-colonial theory allows us to postulate a new combined theory. We conducted a series of 20 interviews with both international and local NGOs to examine IT decision structures more closely. Using the six aspects of post-colonial theory Lin et al. (2015) established, we examine potential additional influences in more detail. Our proposed theory explains our findings of mainly centralized governance structures that do not correspond to the innovation and flexibility goals we observed in addition to security needs and standardization efforts. We find that both IT goals (as part of IT governance) and post-colonial structures shaping organizational structures influence IT decision structures. Our findings indicate that we do not only need to take biases in the design of information systems but also in their governance into account. Collapse

Abstract: Blockchain technology provides a distributed ledger and is based on a logic of peer to peer authentication. It gained prominence with the rise of cryptocurrencies but provides a much broader field of possible applications. While it has been originally closely linked to a libertarian agenda rejecting organizations, its developments have illustrated that this ideological framing is being reversed in practice. Based on contrastive empirical cases, the purpose of our paper is to discuss blockchain as an organizational technology. Its peculiar mode of governance, which we name ‘Hanseatic’, needs to mediate between the fluidity typical of Free and Open Source Software development and the immutability that use organizations adopt blockchain for. Abstract: This research in progress discusses two country use cases of land record modernization by adopting blockchain technology. Through the cases in Honduras and Georgia, we examine how socio-political and technical issues influence the IS readiness of public organizations when adopting an emerging technology. While both countries partnered with private firms to gain expertise in blockchain, one case was less successful than the other. In Honduras, the lack of a comprehensive country-wide land registry with valid and complete land records, as well as political resistance to changing the status quo, put a stop to the blockchain project. In contrast, a strong public private partnership with political buy-in, along with more modern and reliable digital land records, facilitated the adoption of blockchain for land registry in Georgia. The analysis of these two cases helps to identify enabling and constraining factors related to the digitalization of public records and the adoption of land-registry blockchain initiatives. While these projects do not rely on invention of new technology they do require process redesign and technological readiness. As these two cases show, the combination of socio-political factors with technology-related factors such as infrastructure and readiness create the conditions for the success or failure of advanced digitalization initiatives. Abstract: This paper investigates how the structure of political institutions influences the effectiveness of corporate political lobbying by shaping the “veto points” and “entry points” that lobbying firms encounter and require, respectively, when attempting to influence public policies; in so doing, this study deepens our understanding of the strategic implications of institutional environments. Using large-sample and cross-country firm-level data, we find that the influence of firms’ lobbying activities on public policies is weakened when there are tighter constraints generated as a result of greater political (partisan) competition and more subnational government tiers. We find that the negative association between the effectiveness of lobbying and political (partisan) competition is particularly pronounced in countries with lower electoral accountability and that the negative association between the effectiveness of lobbying and subnational government tiers is particularly pronounced in more centralized political systems. Abstract: In real-life circumstances, managers often have to face various decision-making problems. Among them, the topic of multi-criteria decision making (MCDM) is one of the most important and complicated problems in the decision-making field. In general, the element of MCDM can consist of three parts: input, output, and the solution approach. The input is expressed as m alternatives with n criteria. It usually assumes that the underlying input data can be represented in a decision table. Correspondingly, the output is an optimal outcome, or a set of outcomes, resolved by different kinds of solution approaches. In this study, we propose a summarization technique to display the decision table as a new summarization table; allowing managers to make decisions more quickly. The proposed technique is to optimize a summarization result so that the degree of information lost is minimum. Since seeking for a minimum result is an NP-hard problem, we applied a genetic algorithm to improve the summarization result. Collapse

Abstract: This study investigates the moderating effect of culture and the mediating effect of trust in a social network community on the relationship between social interactions and purchase intention. Trust transference theory, social interactions, and Hofstede's cultural dimensions are considered. The findings from the research support the moderating effect of culture and the mediating role of trust in a social network community on the relationship between social interactions (in terms of closeness and familiarity) and intention to purchase in social commerce environments. In addition, the mediating effect of trust in a social network community is conditional on culture. The findings also suggest that trust in a social network community may be attributed to the closeness and familiarity developed among its members resulting from social interactions. The results presented herein are in line with the trust transference theory. The empirical study results also suggest that social commerce market penetration in East Asia may have relatively fewer barriers to overcome and be more likely to succeed than in the Latin America region. Abstract: This paper analyzes challenges to meet information needs of underserved communities through public access to ICT in 25 developing countries. Information needs are analyzed from the perspective of the users and of the operators of public access venues such as libraries, telecentres and cybercafés. We discuss the importance of locally relevant content, available in local languages, and the need to help strengthen information literacy among users and operators of public access venues, including digital literacy. Libraries, telecentres and cybercafés in the countries studied were found to be meeting local users needs in different ways in each case. Effectively meeting users’ information needs is critical if public access to ICT is to contribute to human development, especially in libraries and telecentres, which generally have a social development mission (as opposed to profit-driven cybercafés).
