Abstract: Cybersecurity acts as a strong influence on national governments’ security, economic, physical and social interests. A common policy goal of governments is to protect their respective interests by supporting cybersecurity threat and attack response capabilities. Contemporary research addresses the use of multi-national CERT frameworks to improve national cybersecurity capability maturity and resilience, however little research has been conducted into the efficacy of such frameworks with Pacific Island nations. This research employs a qualitative interview technique to develop an inductive model for a regional Pacific Islands CERT framework. The research proposes a Pacific Islands regional model based on a network of affiliated national CERTs that operate independently and reflect their respective national interests, while collaborating on matters of shared interest, supported by regional partners providing targeted assistance to build national and regional cybersecurity capability maturity and resilience. Abstract: To investigate group deception and demote insider threats, this study leverages network analysis to build a ranking of individuals' trustworthiness. Based on a large-scale, international experiment derived from an adversarial group game, we constructed directed unweighted social networks to analyze the dynamic trust and distrust interaction between individuals. By utilizing orally addressed positive and negative opinions, the networks capture the shifting of trustworthiness. As the outcome of collective group intelligence, the results support that node trustworthiness scores indicate actual trustworthiness. We also show that deception outcomes moderate the relationship between deception and node trustworthiness scores. This study contributes to the growing body of computational methods applied to trust in information systems, providing insights into deception and deception detection in small group contexts. Abstract: The purpose of this study is to investigate the behavioral intention to adopt internet banking (IB) by individuals under the influence of user espoused cultural values in Fiji. A conceptual framework is developed by extending the Unified Theory of Acceptance and Use of Technology (UTAUT) model, incorporating customer satisfaction and perceived risk constructs and cultural moderators of individualism and uncertainty avoidance. This research adopts a quantitative approach and collects data from 530 respondents. The proposed model is tested using structural equation modelling. The empirical results obtained suggest that IB adoption is positively influenced by the levels of performance expectancy, effort expectancy, social influence and facilitating conditions while perceived risk negatively influences IB usage intention. IB intention was found to positively impact usage behavior which ultimately impacts customer satisfaction. This study also reveals that uncertainty avoidance dampens the influence of performance expectancy and facilitating conditions on IB adoption intention. The study highlights the importance of individual’s cultural values in promoting IB adoption. It contributes to the literature by extending and testing a comprehensive research model to better understand IB behavior. Collapse

Abstract: We developed a mobile-based information system (MBIS) to empower users to improve their livelihood activities. To do so, we first developed an empowerment framework (since one does not exist) as a basis to develop the MBIS. In particular, we conducted this research to solve an agriculture over-production problem in Sri Lanka where farmers remain trapped in a poverty cycle. They cannot make informed decisions due to lack of access to timely, contextbased actionable information to achieve a good revenue. We had to generate some essential information such as current production level in real-time by capturing farmers’ decisions such as what and how much to grow. For this purpose, we needed to empower farmers to actively engage them in informed decision-making process through the MBIS. In evaluating the impact of the MBIS, we found a statistically significant positive change in farmers’ empowerment levels based on measuring self-efficacy, sense of control, and motivation before and after they used the application. Commercial organizations have since adopted this mobile-based system in India and Sri Lanka to solve agricultural problems, in universities Africa to mitigate hidden hunger, and the Corporative Research Center in Australia to develop digital health applications to manage chronic diseases, which indicates the approach’s wide adoptability. Abstract: Research linking corruption and e-government maturity has mainly focused on the impact of e-government on corruption, and a vast majority of studies among them indicate that e-government can effectively lower the level of corruption in a country. As opposed to this well-developed stream of research, we explore and contribute to another potential but under-developed stream of research: the impact of corruption on e-government maturity. Drawing on the institutional perspective to construe corruption, we argue that corruption in three basic national institutions (political, legal, and media) and two national stakeholder service systems (business and citizen systems) in a country can hinder its e-government maturity. Specifically, we propose a holistic framework that conceptualizes the negative influence of corruption in national institutions and national stakeholder service systems on e-government maturity by drawing on five key theoretical perspectives—agency theory, control theory, theory of X-inefficiency, rent-seeking theory, and trust in institutions—grounded in corruption and information systems project management literature. The proposed conceptual framework is expected to (1) guide future empirical research on “corruption–e-government” phenomenon by providing rich theoretical explanations; and (2) offer a comprehensive strategy for practitioners and policymakers dealing with e-government projects and initiatives. Abstract: United Nations efforts to support multistakeholder global governance continue to lag for persons with disabilities. Given the expense of face-to-face meetings, accessible ICTs could play an important role, enabling remote participation. However, what types of collaboration technologies best meet UN goals and those of remote participants? This study compares use of webconferencing technologies to mobile remote presence devices (MRP) in a UN conference in Mexico addressing Disaster Risk Reduction. It takes an exploratory action research approach working with UNISDR and the Disabilityinclusive Disaster Risk Reduction (DiDRR) Network #AllofUs to convene four remote hubs (Suva, Dhaka, Geneva, DC), each controlling their own MRP in Cancun and having access to the webconference, along with other remote participants around the world. We ask: Which technologies best support required conference tasks; and what social and technological challenges arise with their use? Abstract: ABSTRACT: This paper examines the extent social media is enabling e-democracy in Fiji, Solomon Islands and Vanuatu. The study conducts an interpretative case study approach interviewing active social media users, political actors, civil servants, civilians, civil society actors and tertiary students. The study also conducts a content analysis of popular “political social media” Facebook pages in these three countries. The findings of the study suggest that social media is playing a role in facilitating citizen engagement with governments, making governments accountable and providing a means for citizens to be informed, to discuss and share views on political matters. However, social media usage is evolving quite differently in these three countries and factors such as high levels of militarism (Fiji), high levels of corruption (Solomon Islands) and also rapid ICT development (Vanuatu) have contributed towards shaping the potential of social media as a democratic enabler and political tool in these countries. Abstract: The level of IT investment amongst organisations in developing economies is increasing. Growing evidence however, indicates, that the majority of these economies still fail to capitalise on their IT investment to source business values. For business values to materialise, effective governance of IT related resources is paramount. This entails that the presence of effective IT governance (ITG) structures as a crucial resource for organisations. The understanding of what ITG structures are suitable in developing economies is limited. Broadening our understanding on the nature of these structures is required. By interacting with various stakeholders in a developing economy context, we were able to gain an in-depth insight on the nature of these structures. We found that the presence of an organisationalwide strategy committee, a cross-functional IT operational committee, hierarchical and lateral communication systems , and cross-functional training as the crucial components of an ITG structure for organisations in a developing economy. Abstract: Information Technology (IT) is an important resource that facilitates growth and development in both the developed and emerging economies. The increasing forces of globalization are creating a wider digital divide between the developed and emerging economies. The smaller emerging economies are the most venerable. Intense competition for IT resources means that these emerging economies would need to acquire a deeper understanding of how to source and evaluate their IT-related efforts. This effort would put these economies in a better position to source funding from various stakeholders. This research presents a complementary approach to securing better IT-related business value in organizations in the South Pacific Island countries – a case of emerging economies. Analysis of data collected from six South Pacific Island countries suggests that organizations that invest in IT and related complementaries are able to better their business processes. The data also suggest that improved business processes lead to overall business processes improvements. Collapse

Abstract: Understanding the business value of IT has mostly been studied in developed countries, but because most investment in developing countries is derived from external sources, the influence of that investment on business value is likely to be different. We test this notion using a two-layer model. We examine the impact of IT investments on firm processes, and the relationship of these processes to firm performance in a developing country. Our findings suggest that investment in different areas of IT positively relates to improvements in intermediate business processes and these intermediate business processes positively relate to the overall financial performance of firms in a developing country.
