Abstract: The rapid growth of the population in cities has given rise to major urban challenges. This has led city governments to use technical solutions based on Information and Communication Technologies (ICTs), arising the concept of smart city (SC). However, the strategy followed to become smart is still very diffuse. This paper seeks to analyze the opinion of the ICT managers of local governments in their initial stage of cities to become smart. To achieve this aim, we have conducted empirical research in Costa Rican cities, which are initiating the SC process, but emphasizing the technological implementation strategy they are using. Concretely, this paper analyzes variables such as the number of ICT projects, dimensions, goals and expected impacts as well as their association. Findings provide technological strategies that can be used and thus facilitate the implementation process of cities to become smart as well as the achievement of results. Collapse

Abstract: Resilience—the ability of systems to cope with external shocks and trends—is a topic of increasing interest to research and practice. That growing interest is reflected within information systems (IS), but a structured review of IS literature shows a number of knowledge gaps around the conceptual and empirical application of resilience. This paper investigates what the subdiscipline of information and communication technologies for development (ICT4D) can contribute; finding that it offers the IS discipline fresh insights that can be built into a new framework of resilience, and an arena within which this new framework can appropriately be field tested. Application of the resilience framework was undertaken through interviews and a survey in an urban community in Costa Rica; benchmarking both community resilience and “e-resilience” (understood here as the contribution of ICTs to community resilience), and developing from these a set of action priorities. The paper reflects on what can be learned generally from this conceptualisation and operationalisation of resilience. It also reflects on what ICTs contribute to resilience in developing countries and on what this ICT4D-based research specifically contributes to the identified IS knowledge gaps. This includes identification of a future research agenda on information systems and resilience. Collapse

Abstract: Elderly users are usually not the target of design of mobile applications, and they may have cognitive and physical difficulties. Mobile notifications may help them remember to use an application, promoting adoption and allowing them to become content providers. We developed a mobile application, QuestionReport, that asks users one question per day, and implemented two types of notifications: one that is activated at the same time each day, and one that is activated while using the smartphone. We tested both notification types with 18 users over a period of 8 days, measuring the time it took to answer the question after receiving the notification and their perceptions about each notification style. We found that the ideal time for users to receive a notification depends on their employment status and that users with low digital skills have less confidence in their abilities to use a mobile application such as QuestionReport. Abstract: Since their rise during the 1990s, business-to-business (B2B) electronic marketplaces have been subject to numerous scientific articles. Especially during the dot-com era, these research efforts have been accompanied by several start-ups such as CommerceOne, with mixed market success. For researchers looking for promising areas of IS research, these facts raise the question whether B2B electronic marketplaces still constitute a viable option which is worth focusing on. The work at hand strives to answer that question by conducting a literature analysis covering the period from 2005 to 2009. We examined 11 major IS-journals as well as three major IS conferences in search of articles dealing with or relating to B2B electronic marketplaces. The analysis of the data gathered throughout that process provides an overview of the B2B electronic marketplace research of the past five years from multiple perspectives. Our analysis indentifies several research opportunities for researchers, e.g., by indentifying research methods that have not been applied to examine certain topics, or by identifying geographical regions that have been under-researched regarding the application of B2B electronic marketplaces. Further, our work will help practitioners seeking reliable information regarding B2B electronic marketplaces to indentify publication outlets relevant for this field of research. Collapse

Abstract: This study investigates experts' assessments of the pertinent factors affecting e-business in developing countries from a theory-based national infrastructure perspective. We surveyed experts (business people, academicians, and officials of governmental and non-governmental organizations) in e-business in Latin America (LA) and Sub-Saharan Africa (SSA). Our partial least squares analysis shows that experts believed that policies targeted specifically toward e-business are important in affecting e-business capabilities and in obtaining value from e-business, more so than non-specific general information and communication technologies (ICT) policies, which are not significantly influential. ICT infrastructure generally affects e-business capabilities, though this was not found to be the case in Brazil. Experts believed that national government institutions positively affect e-business value in SSA, but not in LA. Experts did not believe that commercial infrastructure significantly affects e-business value. This study theoretically and empirically distinguishes between two different dimensions of e-business outcomes: specific capabilities and value derived from e-business. It operationalizes the effects of national government institutions and commercial infrastructure on e-business outcomes and empirically tests for their effects. The study provides empirical support for conceptual arguments for the need of ICT policies specific to the needs of e-business. Collapse

Abstract: This paper addresses deinstitutionalization from a longitudinal perspective. Drawing on the case of software exports policymaking in Costa Rica, it analyses deinstitutionalization, paying particular attention to formation of dissensus, understood as lack of unanimity on the value of an activity that is sufficient to destabilize institutional norms and activities. The role of cultural and political factors in deinstitutionalization or persistence is considered. Abstract: CSCW is an area of continuous research around the world. Several specialized events as well as tracks in important Information Systems conferences show an active community of researchers engaging in research from multiple perspectives. CSCW researchers focus on the development of theories, methods, processes and systems, with emphasis on the way to support individuals and groups requiring negotiation and collaboration. The theme of this special issue concerns Current Advances in Collaboration and Knowledge Work. It comprises a number of papers reflecting the various types of research being carried out. These papers were selected as the best papers from the International Workshop on Groupware, CRIWG 2004, in San Carlos, Costa Rica, using two rounds of blind refereeing.The first paper by Qureshi, Briggs, and Hlupic investigates the relationship between knowledge management and collaboration. The technologies currently used to support a number of collaboration processes also sustain several Knowledge Management activities. This suggests that Knowledge Management and collaboration may be integrated, rather than being orthogonal concepts. The authors map collaboration process activities to Knowledge Management activities, concluding this mapping is a useful guide for value creation efforts in organizations.The second paper by Borges, Pino and Araujo addresses the lack of supplementary information and a common context in collaborative decision processes. A decision making process could be efficient and effective if it is supported by software tools to capture contexts in which these decisions are discussed. The authors propose the use of a combination of shared workspaces, discussion tools as well as a workflow system to achieve this. They also present a case study illustrating the problem and the proposed solution.The third paper by Guerrero, Ochoa, Pino and Collazos proposes an evaluation framework that guides the selection of the best devices to support mobile collaborative applications. PDAs, cellular phones, and notebooks present advantages and disadvantages when applied to sustain users involved in certain types of mobile collaborative activities. The authors show three mobile collaborative applications, each one decomposed in single tasks. For each task, the best mobile device is chosen according to its relevant features.The final paper in this issue is by Antunes and André. It presents a conceptual framework to support requirements elicitation in the design of geo-collaborative systems. Geocollaboration is a working situation characterized by multiple experts working in different 196 GUERRERO AND VREEDE places in a coordinated way, gathering and interpreting geographically related data. The authors identify and characterize the key human factors involved in such processes. They also provide guidelines to help people design and develop these systems.The papers included in this special issue show several case studies, from which it is possible to abstract through frameworks important experiences in the design and development of new collaborative applications. The papers deal with the design of geo-collaborative systems, the relations between knowledge management and collaboration, the connection of contextual information with decision-making processes, and the design of mobile groupware. We hope this collection of paper will stimulate further investigation and development, especially into the efficient and effective design of groupware technologies. In closing, we would like to thank the reviewers for their efforts and care in helping us to put together this special issue.
