Abstract: Around the world and especially in areas of widespread poverty, firms start their operations without registering with relevant authorities (i.e., in the informal economy). We explore whether firms that initiated their operations in the informal economy but later register have a higher propensity to export than firms that register at the time of their foundation. We reason that the experience of having operated informally provides formally registered firms with the advantage of low-cost and flexible exploration but also a domestic legitimacy liability. We suggest that these factors likely contribute to making foreign export markets more attractive after registration. Based on a comprehensive sample of sub-Saharan African firms, we find that, conditional on registration, firms with an informal legacy have a higher propensity to initiate exporting than firms that started their operations formally. Abstract: North and South Kivu provinces in the Eastern part of the Democratic Republic of the Congo (DRC) are still confronted by both natural and manmade disasters and are potentially exposed to carbon dioxide and methane from Lake Kivu. For people living in those areas, it is important to have constant access to real-time situational information to prevent fatal dangers. Our study aims at examining the adoption factors of social media and the impact of their use in managing disaster. We proposed and empirically validated a research model drawn on three combined theories: TAM, the diffusion-of-innovation theory and the Kahn’s framework of psychological conditions and agility. The obtained model was tested with a sample of 418 respondents using the Partial Least Squares Structural Equation Modelling method (PLS-SEM). The study revealed the following two main outputs: (i) social media platforms are perceived to be easy to use, useful with a perceived relative advantage, and are therefore essential for disaster management; and (ii) the use of social media impacts information accessibility, adaptability, proactiveness and resilience. Abstract: a b s t r a c tUtilizing the Technology-Organization-Environment (TOE) theory and the literature on citizen engagement, we formulated a multiple-mediation model examining (1) the TOE contextual factors affecting government's willingness to implement electronic participation (e-participation) in form of einformation sharing, e-consultation, and e-decision-making in a country and its electronic government (e-government) maturity; and (2) the mediating role of government's willingness to implement eparticipation in a country on the relationships between its TOE contextual factors and e-government maturity. Specifically, we hypothesized that information and communication technology (ICT) infrastructure (representing the Technology context), governance (representing the Organization context), and human capital (representing the Environment context) has both direct and indirect relationships with e-government maturity through the mediating roles of government's willingness to implement eparticipation. Based on archival data from 183 countries, results showed that while ICT infrastructure and human capital were positively associated with government's willingness to implement e-participation and e-government maturity, governance was not significantly associated with them. Also, government's willingness to implement e-participation had significant associations with its e-government maturity. Specifically, of three dimensions of e-participation, government's willingness to implement einformation sharing and e-decision-making were positively associated with e-government maturity, and its willingness to implement e-consultation was negatively associated. Further, government's willingness to implement e-information sharing, e-consultation, and e-decision-making partially mediated the influences of ICT infrastructure and human capital on e-government maturity. Results also indicated that the relationship of governance with e-government maturity was not mediated by government's willingness to implement e-participation. Findings contribute to the theoretical discourse on e-government by highlighting the roles of the TOE contextual factors on government's willingness to implement e-participation and e-government maturity, and provide indications for practice in managing e-government maturity by (1) enhancing government's willingness to implement appropriate e-participation dimensions; and (2) leveraging the effects of the TOE contextual factors on government's willingness to implement e-participation and e-government maturity. .sg (J. Abstract: This paper investigates how the structure of political institutions influences the effectiveness of corporate political lobbying by shaping the “veto points” and “entry points” that lobbying firms encounter and require, respectively, when attempting to influence public policies; in so doing, this study deepens our understanding of the strategic implications of institutional environments. Using large-sample and cross-country firm-level data, we find that the influence of firms’ lobbying activities on public policies is weakened when there are tighter constraints generated as a result of greater political (partisan) competition and more subnational government tiers. We find that the negative association between the effectiveness of lobbying and political (partisan) competition is particularly pronounced in countries with lower electoral accountability and that the negative association between the effectiveness of lobbying and subnational government tiers is particularly pronounced in more centralized political systems. Abstract: There is growing interest in the role and contribution of e-government to the levels of corruption, economic prosperity and environmental degradation of nation states. In this paper, we use publicly available archival data to explore the relationships among them. Results substantiate a significant relationship between (1) e-government maturity and corruption; and (2) e-government maturity, economic prosperity and environmental degradation through the mediating effects of corruption. The findings suggest that while e-government maturity did not contribute to economic prosperity and environmental degradation, its value could be realized indirectly via its impacts on corruption. Our findings contribute to the theoretical discourse on e-government impact by identifying the role of e-government in a country and provide indications to practice on enhancing its economic prosperity and lowering its environmental degradation by managing the levels of e-government maturity and corruption. Abstract: Utilizing the growth theory and the theory of complementarities as the guiding theoretical lenses, this study examines the impact of governance dimensions, namely, voice and accountability, political stability, government effectiveness, regulatory quality, rule of law, and control of corruption on e-government maturity in a country. Based on publicly available archival data from 183 countries, for a cross-sectional period of 2004 to 2008, our results generally supported the hypothesized model. Results indicate that voice and accountability was negatively related to e-government maturity. Also, while political stability, government effectiveness, regulatory quality and rule of law were positively related to e-government maturity, control of corruption was not significantly associated with it. Further, while regulatory quality (and control of corruption) positively moderated the effect of government effectiveness (and rule of law) on e-government maturity, the relationship of voice and accountability with egovernment maturity was not contingent on political stability. Our findings contribute to the theoretical discourse on “governance–e-government maturity” by identifying the critical roles of governance dimensions in a country, and providing indications to practice on enhancing its e-government maturity by managing governance dimensions. Abstract: We developed an alternative approach for measuring information and communication technology (ICT), applying Data Envelopment Analysis (DEA) using data from the International Telecommunications Union as a sample of 183 economies. We compared the ICT-Opportunity Index (ICT-OI) with our DEA-Opportunity Index (DEA-OI) and found a high correlation between the two. Our findings suggest that both indices are consistent in their measurement of digital opportunity, though differences still exist in different regions. Abstract: The World Wide Web is now undeniably the richest and most dense source of information; yet, its structure makes it difficult to make use of that information in a systematic way. This paper proposes a pattern discovery approach to the rapid generation of information extractors that can extract structured data from semi-structured Web documents. Previous work in wrapper induction aims at learning extraction rules from user-labeled training examples, which, however, can be expensive in some practical applications. In this paper, we introduce IEPAD (an acronym for Information Extraction based on PAttern Discovery), a system that discovers extraction patterns from Web pages without user-labeled examples. IEPAD applies several pattern discovery techniques, including PAT-trees, multiple string alignments and pattern matching algorithms. Extractors generated by IEPAD can be generalized over unseen pages from the same Web data source. We empirically evaluate the performance of IEPAD on an information extraction task from 14 real Web data sources. Experimental results show that with the extraction rules discovered from a single page, IEPAD achieves 96% average retrieval rate, and with less than five example pages, IEPAD achieves 100% retrieval rate for 10 of the sample Web data sources.
