Abstract: Organizations are being impacted by the rapid advances in Information Technology (IT), and motivated IT leaders are critical. Gender is also an issue in IT since women are underrepresented in IT leadership positions worldwide and in Latin America. This research in progress aims to assess a model of factors that could impact the motivation to lead of IT professionals. The proposed model integrates the occupational culture framework and the construct of the importance of gender equality policies. Previous research found that people in the IT occupation have unique characteristics that are different from other occupations. The theoretical frameworks of motivation to lead and IT occupational culture (ITOC) serve as a foundation for our research model. In addition, the construct importance of gender policies was designed and validated for this research. Abstract: Questioning the IT governance structures of international NGOs through the critical lens of post-colonial theory allows us to postulate a new combined theory. We conducted a series of 20 interviews with both international and local NGOs to examine IT decision structures more closely. Using the six aspects of post-colonial theory Lin et al. (2015) established, we examine potential additional influences in more detail. Our proposed theory explains our findings of mainly centralized governance structures that do not correspond to the innovation and flexibility goals we observed in addition to security needs and standardization efforts. We find that both IT goals (as part of IT governance) and post-colonial structures shaping organizational structures influence IT decision structures. Our findings indicate that we do not only need to take biases in the design of information systems but also in their governance into account. Collapse

Abstract: Corruption has emerged as a well-debated subject against the backdrop of electronic government (e-govern­ ment). While e-government has attained a level of sophistication in leading countries, there are countries for which going digital remains comparatively new on their national schedules. Their struggle and lag in reaching maturity in e-government can be attributed to corruption, which is an infamous issue prevalent across the globe and argued to impede technological innovation. Despite such a possibility, there is a paucity of research examining the “corruption–e-government” linkage. This study, hence, adopts the institutional perspective for conceptualizing corruption and seeks to understand the relationship of corruption in basic national institutions and national stakeholder service systems with e-government maturity. Specifically, by grounding the discussion on the agency theory, the rent-seeking theory, and the perspective of institutions as structures of cooperation and power, this study analyses the moderating influence of corruption in a national stakeholder service system (i.e., business systems) on the relationship of corruption in three basic national institutions (i.e., political, legal, and media) with e-government maturity in a country. The hypothesized relationships are empirically validated using a panel data of 94 countries, and the findings confirm that political corruption, legal corruption, and businesssystems corruption in a country play vital roles in influencing its e-government maturity. Abstract: Companies around the world are faced with challenges in dealing with data breaches. While in Germany companies need to notify the affected and fear to lose their valuable customers, in Bolivia, where rapid digital globalization increases vulnerability, data security overall is not a publicly present topic, and customers are directly exposed to the consequences of security incidents. Our study examines the cultural difference in addressing the digital challenge of recovering from data breaches. We investigate through a scenario-based experiment the effect of compensation and remorse on the customer-company relationship. Our results show that German customers are more likely to demand compensation for a data breach as a recovery action, whereas Bolivian customers are satisfied with an apology. We discuss this finding in the context of crosscultural values and practical implications for countries that are currently undergoing a rapid rise in technology and are therefore exposed to substantial security risks. Abstract: This study examines how ventures can leverage relationships with heterogeneous government stakeholders to enhance survival in different institutional environments. We consider how the distinct resources provided from venture ties to military and political actors represent complementary strategic assets that differentially influence performance in varying political and economic environments as well as under conditions of violence and political conflict. Empirically, we examine the effect of these respective stakeholder relationships on new venture survival across 10 countries over a 65-year period. By distinguishing between the resources obtained through relationships with different types of government stakeholders and showing how the value of these resources varies in different contexts, this study contributes to nonmarket strategy and stakeholder management research and highlights the need for studies to take a pluralistic view of government stakeholders. This paper also presents managerial insights to firms seeking to address the prevalent challenges associated with political, economic, and physical security issues in developing and underdeveloped economies. Abstract: A robust body of research has examined how public access computing (PAC) may support or lead to development in international contexts. This study explores an inverse relationship: how the policy and activity of development shapes PAC. It utilizes the metaphor of the ecosystem to study the ensemble of organizations, resources, venues, and infrastructures that construct and comprise PAC. This study examines PAC ecosystems in two large South American cities, utilizing a case study strategy. Comparison of the PAC ecosystems yields sharp contrasts. The findings indicate that convergences with and divergences from development policy and activity influence the PAC ecosystem, and that studying PAC ecosystems offers a sociotechnical approach to illuminate ICT4D phenomena. Abstract: Entrepreneurs in many emerging economies start their firms informally, without registering with the state. We examine how informality at the time of founding affected the performance of 12,146 firms in 18 countries across sub-Saharan Africa. Our findings indicate that entrepreneurs who registered their firms at founding enjoyed greater success in terms of sales and employment. But these benefits varied widely across countries. Consistent with the idea that legitimation processes account for these benefits, countries in which people trust their government more had larger advantages associated with being formal. Collapse

Abstract: This paper investigates how the structure of political institutions influences the effectiveness of corporate political lobbying by shaping the “veto points” and “entry points” that lobbying firms encounter and require, respectively, when attempting to influence public policies; in so doing, this study deepens our understanding of the strategic implications of institutional environments. Using large-sample and cross-country firm-level data, we find that the influence of firms’ lobbying activities on public policies is weakened when there are tighter constraints generated as a result of greater political (partisan) competition and more subnational government tiers. We find that the negative association between the effectiveness of lobbying and political (partisan) competition is particularly pronounced in countries with lower electoral accountability and that the negative association between the effectiveness of lobbying and subnational government tiers is particularly pronounced in more centralized political systems. Abstract: REQUIRED) In this paper, we present a social/behavioral study of individual information security practices of internet users in Latin America, specifically presenting the case of Bolivia. The research model uses social cognitive theory in order to explain the individual cognitive factors that influence information security behavior. The model includes individuals’ beliefs about their abilities to competently use computer information security tools and information security awareness in the determination of effective information security practices. The operationalization of constructs that are part of our research model, such as information security practice as the dependent variable, self-efficacy and information security awareness as independent variables , are presented both in Spanish and English. In this study, we offer the analysis of a survey of 255 Internet users from Bolivia who replied to our survey and provided responses about their information security behavior. Abstract: Studies about Information Technology (IT) professionals have shown that occupational commitment can be influenced by several factors. However, there is little empirical evidence about the relationship between the adaptation of the cultural features of the IT occupation and the level of commitment to this occupation. In a previous research study conducted by Guzman, Stanton and associates (2006), a survey instrument was developed and initially tested on the sample of American college students in IT-related majors. In this study, the same instrument was adapted and tested on a sample of IT professionals in an international setting - Bolivia, Palestine, China, Colombia and Poland. The reliability of survey instrument turned out to be very consistent with the previous results and the adaptation to the features of the IT occupational culture (i.e. stereotyping, jargon language, unusual demands, need for continuous updating, and pervasiveness) were demonstrated to be good predictors of the commitment to the occupation. Furthermore, we also found interesting differences across countries, especially in terms of the nature and level of commitment. Collapse
