Abstract: There is a broad consensus that social media platforms have become critical tools for policymakers in achieving various policy objectives in a country. Therefore, an in-depth understanding of the ICT-based country-level determinants of social media diffusion has become necessary. To this end, we propose a government-people-technology (GTP) framework for categorizing the ICT-based country-level determinants of social media diffusion into three dimensions. Using this framework and utilizing archival data from 107 countries, we examine the roles of ICT in the government's vision, ICT law maturity, Internet bandwidth, ICT cost, ICT skill, and capacity to own ICT in influencing social media diffusion. A quantile panel data regression results reveal that ICT in the government's vision, ICT law maturity, Internet bandwidth, and capacity to own ICT were positively associated with social media diffusion. In contrast, ICT cost was negatively associated with it. Thus, by offering a new framework, we contribute to the technology diffusion literature by emphasizing the role of government, people, and supportive technologies in driving social media diffusion at the country level. Abstract: Open Government efforts are criticized for providing limited value. Instead of looking at a value, we investigate the usefulness of web-based open government portals and apps. Specifically, we investigated the relationship between digital transparency and usefulness. We analyzed perceived digital transparency and usefulness in a survey of 112 respondents using Partial Least Square (PLS) and Structural Equation Modelling (SEM). The results show that perceived functionality, transparency, and efficiency influence usefulness but that functionality of apps and efficiency are more important than transparency. Usefulness can be created without having high levels of transparency, as the public wants answers to their questions. Apps should be designed for efficient use, as users have limited time and resources. Apps having pre-defined functional views can be useful to provide quick insight but might limit transparency by not offering other views and insights. Opening raw data using portals can provide higher levels of transparency, although more time and effort are needed to analyze. Both portals providing access to raw data and apps having pre-defined views are needed for open government and trans­ parency as they serve other stakeholder groups and purposes. Collapse

Abstract: Smart charging has the potential to shift peak load to times of lower demand, which better exploits renewable generation and enhances grid resilience. For increased effectiveness, smart charging requires access to data that consumers might be hesitant to share. To explore which data consumers would share and which factors influence this decision, we adopt the Barth and de Jong's risk-benefit calculation framework to smart charging and conduct an online-survey (n = 479). We find that most respondents who would share charging details with a smart charging application, are ambivalent about location data and would never share calendar details. When presented with concrete monetary rewards, participants lose their initial reservations and would share all data for an amount dependent on the data's sensitivity. Thus, our study contributes to research on the privacy paradox by highlighting the importance of calculations between perceived risks and benefits for the decision to share data. Collapse

Abstract: The literature studying video game loot boxes is young but growing quickly. Given the rapid proliferation of loot box research and its developing influence in public policy, a stocktaking and critical reflection are in order. This paper reviews the emerging literature on loot boxes and problematic behaviors such as problem gambling and problem gaming and describes some challenges facing this research. The main problems involve (1) the availability of relevant and useful data, choice of research subjects, and difficulties of reliable and representative sampling; (2) the use of research tools and methods that fail to take account of the unique characteristics of loot boxes; and (3) neglect of the underlying economic significance of loot box engagement, a necessity for considering the true social impact and the policy implications of loot boxes. Together, these challenges show clearly that loot box research has a long way to go before it can be relied on for practical purposes. The paper concludes by outlining a positive research program with a view to informing policy. Collapse

Abstract: Digital transformation is profoundly transforming SMEs’ business activities, bringing about comparative ad­ vantages and associated risks. Previous studies on digital transformation and SMEs focus on technology adoption, innovation, new value creation, and dynamic capabilities. However, it is unclear how digital technology affects SMEs’ specific business activities. We study SMEs’ customer access, increasing competition, external funding or access to finance, rising input costs, skilled labor shortages, exogenous shocks, global crises, and regulatory is­ sues. This study aims to fill the literature gap by exploring the impact of digital technology, using digital economy and society index (DESI) as proxies for the SME issues. We use DESI and SME data from a survey on European enterprises’ access to finance. We find that digital transformation strengthens SMEs’ ability and flexibility to address main business issues. Furthermore, findings reveal that digitally transformed SMEs have fewer concerns about access to new and traditional customers, competition changes, access to finance, increasing input costs, external shocks, and regulatory changes. However, digital transformation also brings risks, such as the shortage of skilled labor and experienced managers and loss of inherent competitiveness. The novelty of our work lies in supplying quantitative knowledge on the link between digital transformation and European SMEs’ critical business concerns. These findings substantially increase our understanding of the impact of digital change on European SMEs’ business activities. Collapse

Abstract: The complex societal problems that we face today require unprecedented collaboration and evidence-based decisions. These collaboration processes are further propelled by the datafication of virtually all spheres of public life. To benefit from this, the data needs to be made available to allow for data analytics. Thus, data sharing becomes a crucial aspect of cross-sector collaborations that aim to create and capture value from information. Compared to collaborations where data sharing is not the main goal, data sharing partnerships face a number of novel challenges, such as mitigating data risks, complying with data protection legislation, and ensuring responsible data use. Navigating these waters and achieving data sharing can be challenging for both governments and businesses, as well as other actors. How do organizations from different sectors manage to achieve data sharing for addressing societal challenges? To address this research question, we apply a framework of three models of cross sector social partnerships developed in the field of organization studies to structure the analysis of six cases. Our analysis suggests that to a certain extent the partnership model determines the types of drivers and challenges to sharing data in a partnership. Leveraging the drivers and anticipating these challenges can help organizations be more aware of key terms of the collaboration and the mechanisms that can be used to succeed in their partnership goals. Abstract: Sharing marketplaces emerged as the new Holy Grail of value creation by enabling exchanges between strangers. Identity reveal, encouraged by platforms, cuts both ways: While inducing pre-transaction confidence, it is suspected of backfiring on the information senders with its discriminative potential. This study employs a discrete choice experiment to explore the role of names as signifiers of discriminative peculiarities and the importance of accompanying cues in peer choices of a ridesharing offer. We quantify users’ preferences for quality signals in monetary terms and evidence comparative disadvantage of Middle Eastern descent male names for drivers and co-travelers. It translates into a lower willingness to accept and pay for an offer. Market simulations confirm the robustness of the findings. Further, we discover that females are choosier and include more signifiers of involuntary personal attributes in their decision-making. Price discounts and positive information only partly compensate for the initial disadvantage, and identity concealment is perceived negatively. Collapse

Abstract: Government branding is a practice that can be tied to promoting an institution (long-term orientation) or a particular administration and its elected official (short-term orientation), using both physical and digital artifacts. Reviewing the related work in the literature, we document the existence and visibility of an administration-dependent government brand in a developing country by mining social media data and the Google 2019 Spanish corpus. We test the hypothesis that administration-dependent government iconography (e.g. a logo) can lead to a change in the perceived credibility of public information in digital environments. Using an experimental survey approach that parallels the application of framing, we find that short term orientated government iconography can be detrimental to the credibility of government institutions, while they can also be seen as social opportunity costs, as budgets invested in them can be capitalized in later elections and not in the mission of the temporarily branded government body. Abstract: In globally distributed environments, gaps exist between an organisational-level decision to migrate IT-enabled tasks and the actual execution of strategy since a high-level consensus does not always specify the precise sequencing and pacing of task migration in detail. This absence of operational-level detailing can trigger status-led enactments of power. Drawing on a qualitative case study of a distributed finance function in a global logistics firm, this paper explores how high-status business units (BU) frame their task migration actions and contrasts it with how a low-status support unit frames and accounts for the actions of high-status BUs. The findings show how high-status BUs frame their own actions as protecting, supporting and monitoring the migrated tasks while the low-status support unit frames the same set of actions as resisting, interfering and hypercriticizing. Theoretically, the paper suggests that during the implementation of task migration strategies, frames deployed by a low-status unit considers its weaker position of power and serves to neutralise conflict with the more powerful, higher-status unit. Abstract: Enabling users to better understand government actions is one reason why governments have sought to open their data to the public. Data storytelling tools help to achieve this goal by facilitating users to turn data into stories. However, existing tools are not able to provide the necessary features to overcome the barriers users face at different data storytelling stages. This paper provides findings regarding the features in the design of these data storytelling tools in the open data context and also presents a generic and endto-end tool called ODE, which helps users through the different data storytelling stages. To achieve the paper's objectives, a literature review was first conducted to collect the features needed for the different data storytelling stages. Then, the identified features were integrated into ODE and its effectiveness in helping users to easily turn data into stories was demonstrated through an evaluation involving 11 users. Collapse
