Abstract: This study explores how bribery affects firm growth by focusing on the asymmetric dependence of firms on government resources and services. We conceptualize bribery as relationships through which bribery requests require firms to frequently interact with rent-seeking government officials. Through bribery relationships, such officials extort firms beyond the exchange of bribe money for preferential treatment, depriving acquiescing firms of time and effort and thereby imposing hidden costs that could be otherwise used for firm growth. We find that bribery relationships damage firm growth. Firm status such as introducing new products or not affects how rent-seeking government officials check on firms and calculate their extortion schemes in bribery relationships; bribery relationships damage firm growth more significantly for firms without new products. The damage of bribery relationships to firm growth is also contingent on institutional environments. Under pervasive corruption, firms in bribery relationships may increase their acquiescence to the extortion of rent-seeking government officials. In countries with high-quality governance, however, firms can depend on sound regulations and rules of law and government officials experience high moral costs of corruption. Thus, the negative effect of the bribery relationship on firm growth will be strengthened under pervasive corruption and weakened under high-quality governance. Using Business Environment and Enterprise Performance Survey and World Governance Indicators data for 28 Eastern European countries from 2002–2014, we demonstrate the multifaceted features of the bribery relationship and its interaction with country-level institutional environments. Abstract: Smart city (SC) research is an engaging research area as evidenced by a rising number of publications indexed in the most relevant global citation databases. However, research advances are not equally discussed and distrib­ uted within Europe. This study puts a focus on the specific geographic location of Southeast Europe (SEE), intending to fill the gap in understanding the research advances in this part of Europe. The aim of this descriptive review was to systematically investigate peer-reviewed publications focused on SC research in SEE in order to present the findings and the state-of-art in this research domain. Seventy-four papers were thoroughly studied, analysed and classified based on their focus on SC themes and common sub-themes. While smart governance had been studied extensively in the SEE region, topics related to the smart economy and smart people received low attention from researchers. Mapping the selected papers to the Plan-Do-Check-Act (PDCA) cycle showed that SC research in SEE is still in the conceptualising and planning stages, with very little evidence from the real implementation and follow-up activities. From the stakeholders’ perspective, the focus is on the institutional point of view as most of the papers present their findings in relation to (national or local) government bodies or policies, without balancing with corresponding businesses’ or individuals’ (users’) point of view. In general, user involvement was found to be very low in regards to current SC research in the SEE region. Collapse

Abstract: Digital government applications and models often add layers to existing structures, organizations, and routines to facilitate public services. In most states digital government is thus added to established structures and organizations, but what happens when egovernment develop at as an integrated part of new state building? This is the overall question in this paper presenting an analysis of best practices of e-government in six countries in the Western Balkans – Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia. The cases of best practice have been identified through an interactive research process, and analyzed through a combined lens of eGovernment stage-models and core public values. The analysis shows how new digital government applications and innovations are designed and used in new democracies as part of new state building structures. The findings indicate a lack of new institutional arrangements for digital government. Taken together it shows that the development of eGovernment in the Western Balkans follows a path-dependence of other states, in spite of the opportunities for more innovative and sustainable eGovernment by continuing the institutional reformation. Abstract: Little is known about when and where hybrid organizations diffuse. We argue that neo-institutional perspectives, which stress the constraining role of market categories and institutional logics, have to be complemented with demand-side perspectives that stress the enabling force of economic incentives to explain the origins of hybrids. We develop theory to predict the country-level diffusion of hybrid forms in Islamic banking in the 1975–2017 period, during which many conventional banks invaded the domain of Islamic banking by starting to sell Islamic banking services, or so-called “Islamic windows.” Our findings underscore the relevance of simultaneously studying the impact of constraining and enabling forces. Consistent with neo-institutional theory, we find strong evidence that a lack of constitutive legitimacy of the window form—only in countries where Muslims make up a large share of the population—and the ideological polarization of local audiences reify the ideological boundaries between the oppositional banking logics, which in turn hampers the diffusion of windows in the focal country. At the same time, however, it appears that the failure of local credit markets and country-level economic globalization, the latter even more in countries with a Muslim majority, provide potent economic incentives for the diffusion of windows. By stressing the role of utilitarian incentives and material exchange as drivers of hybridization, we bridge the gap between neo-institutional and more rationalist approaches of institutional change. Abstract: In this study, we examine consumers' cultural background as an antecedent of online review characteristics. We theoretically propose and empirically examine the effect of cultural background (specifically individualism (versus collectivism)) on consumers' tendency to conform to prior opinion and review texts' emotionality. We also examine how conformity and emotionality relate to review helpfulness. We test our hypotheses using a unique dataset that combines online restaurant reviews from Trip Advisor with measures of individualism/collectivism values. We found that consumers from a collectivist culture were less likely to deviate from the average prior rating and to express emotion in their reviews. Moreover, individuals perceived those reviews that exhibited high conformity and intense emotions to be less helpful. We also present several important implications for managing online review platforms in light of these findings, which reflect the previously unidentified drivers of systematic differences in the characteristics of online reviews. Abstract: This paper investigates how the structure of political institutions influences the effectiveness of corporate political lobbying by shaping the “veto points” and “entry points” that lobbying firms encounter and require, respectively, when attempting to influence public policies; in so doing, this study deepens our understanding of the strategic implications of institutional environments. Using large-sample and cross-country firm-level data, we find that the influence of firms’ lobbying activities on public policies is weakened when there are tighter constraints generated as a result of greater political (partisan) competition and more subnational government tiers. We find that the negative association between the effectiveness of lobbying and political (partisan) competition is particularly pronounced in countries with lower electoral accountability and that the negative association between the effectiveness of lobbying and subnational government tiers is particularly pronounced in more centralized political systems. Abstract: The limited resources of Transition Economies (TE) accentuate the need for formulation of the effective and efficient policies for investments in Information and Communication Technologies (ICT). However, the empirical evidence required for sound decision making is scarce, thus prompting a call for additional studies in the area of the macroeconomic impact of investments in ICT. Using time series data for the period from 1993 to 2002, we investigate the impact of investments in Telecoms on Total Factor Productivity (TFP) in the context of 18 TEs of Central Europe. The results of the data analysis suggest that while all TEs exhibited overall growth in productivity, the annual growth of the majority was inconsistent and not determined by the increase in the levels of investments and full-time Telecom labor. The results also indicate that introduced for the purposes of the investigation composite proxy variable Change in Productivity may reliably serve as a predictor of TFP for eight out of eighteen TEs, thus indicating actionable paths for TEs to obtain a spillover effect from investments in ICT. Abstract: This study compares ICT adoptions of four developing nations: Zimbabwe to Albania and Namibia to Venezuela. Each pair of countries has similar gross domestic product but different ICT adoption level. Using qualitative, non-conventional analysis of comparing a pair of countries based on country-specific factors, the findings reveal that the difference in ICT adoption of two similar such countries may be attributed to such factors as poor infrastructure, income inequality, and adult illiteracy. Cultural factors, governance and GDP growth rate are shown as possible reasons for the two African nations to perform differently than their counterparts in the adoption of PCs and Internet. This study further reveals that the impact of a given factor depends on the type of ICT in question in these nations. For example, in Zimbabwe, poor infrastructure may adversely affect the adoption of telephone but has no impact on Internet adoption. Collapse

Abstract: The paper describes the final results and the organisational impact of the HERMES project: an on-line integrated web-based platform to provide multimedia services in tele-medicine and tele-education fields. The project is part of a European Space Agency programme to promote the market of broadband satellite services and the role of satellite systems in the tele-education and tele-medicine domains. The project implemented a pilot to demonstrate the effectiveness of the overall system (application and communications platforms), and to promote the use in real scenarios of innovative telemedicine and teleeducation via satellite services in the Italian healthcare system. After five years, the project concluded its trial phase and the results of such a trial have been analyzed. The high level of investment in the initial phase suggested a very accurate market assessment with several pilot demonstrations. This approach is allowing to minimize the risks connected with the further significant service provisions and is now orienting the market deployment. Collapse
